Answer: the audit Programme is one of the grounds under which the inspector has the right to withdraw for review (see response to question from 13.02.2015 "On what basis the inspector may conduct inspections?" in the section "Inspector explains" the official website).

The audit programme is developed by official Inspection to ensure the planning of Supervisory activities at the construction site of taking into account structural and other features of the object of capital construction and execution of works on construction, reconstruction, conditions subsequent operation, as well as other factors that must be accounted for in accordance with the requirements of technical regulations (rules and regulations), other regulations and design documentation. The audit programme should be developed within 7 working days from the date of receipt of Inspection (territorial authorities) notice of starting work.

The audit Programme shall contain the following information:

a) name of work subject to inspection determined in accordance with the project construction management of capital construction projects, as stipulated in paragraph 6 of part 12 of article 48 of the Federal urban development code of the Russian Federation (hereinafter - the project construction management of capital construction object);

b) the subject of each test;

C) the approximate date for each review, which is determined on the basis of the project of construction organization of object of capital construction;

g) the estimated time spent by officials of the state construction supervision of the conduct of each test;

d) other information needed to conduct official Agency of the state construction supervision checks.

The programme is drawn up in 2 copies, the first of which remains in the case of the state building supervision, the second is sent (delivered) to the developer or technical customer.
