The Ministry of construction and housing utilities of the Russian Federation has prepared a draft Federal law providing for the gradual centralization of the functions of technical customer in the field of capital construction objects at the expense of means of the Federal budget. Head of Ministry of Michel Men informed about it today. The bill is aimed at the optimization of the construction process of the Federal budget and provides for the creation of a unified technical customer. Centralization of functions of technical customer in the field of construction of civil facilities will improve the quality of the prepared project documentation. "Centralization of functions of technical customer will also increase the level of control over the activities of a single technical customer by regulatory authorities, including the financial supervisory authorities", - said the head of Ministry of construction, Mikhail Men.
