On December 22, 2018 in the Baltasinsky district, the opening of new social facilities took place - a ski base and a multifunctional center - an elementary school and a kindergarten, implemented within the framework of republican programs. The event was held with the participation of Mazit Salikhov, Head of the State Administration of the state autonomous institution "Management of state expertise and pricing in the Republic of Tatarstan for construction and architecture" Ramil Nutfullin, Head of the Baltasinsky District, and representatives of the Federation of Ski Racing and Biathlon of the Republic of Tatarstan. The first object in the town of Baltasi, the ski base, was implemented as part of the republican program for the construction of universal sports grounds and modular ski bases. The ski base has the necessary equipment to service skiers and equipment rental.

All residents of the Burnak village gathered together at the grand opening of the second object - an elementary school-kindergarten, built at the expense of the republican budget.  The construction of such a facility for a small settlement is very necessary. This object is a multifunctional center. In addition to the elementary school with 14 places, the facility is also a kindergarten and has a universal hall with 50 places, used as a sports and assembly hall for the population. This is the fifth such facility implemented in the region within the framework of republican programs.

On December 22, at the Government House of the republic, speaking at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Aleksey Pesoshin and all regions of the republic, Minister of Construction, Architecture, Housing and Utilities of the republic Irek Faizullin said that all the construction programmes of social and cultural facilities have been fully completed in Tatarstan in 2018.

Thus, 27 facilities of the State Veterinary Service and 19 facilities of the Ministry of Agriculture and Food of the republic have been overhauled.

As many as 28 rural clubs, 10 buildings of Settlement Councils (Executive Committees), 44 modular medical and obstetric centres, 11 outpatients centres, 96 universal sports grounds, 16 block-modular skiing centres, 8 swimming pools and 5 universal sports halls have been constructed. 

As of December 21, as many as 2,246,300 square meters of housing, which makes 93,5 per cent of the plan for 2018 have been commissioned in Tatarstan.

Presidential State Housing Fund of the republic has reported to the statistics agencies on completion of 218 houses for 7104 apartments with the total area of ​​397,700 square meters under the social mortgage programme.

He continued that under the programme of rental housing, it is planned to commission 149 houses with 3512 apartments with the total area of 26,800 square meters in 2018. As many as 121 houses with the total area of 16,400 square meters have already been commissioned in nine regions of the republic. Nine houses are under construction now.

Faizullin said that in 2018, as many as 297 orphans will be provided with houses under residential lease agreements.

He also added that 167 families of certain categories of citizens (large and young families and others) will be accommodated in 2018.

As many as 109 of 120 planned houses with the total area of 766,500 square meters under the programme of milti-apartment investment housing construction have been commissioned in 2018.

As for low-rise construction, 8,388 houses of 8,170 planned have been commissioned. The programme has been fully implemented.

The Minister also said that since January 1, 2019, a new Municipal Solid Waste Management System will be introduced.

Minnikhanov gave an errand to the heads of municipal regions to control the implementation of the new system and the process of concluding contracts with two chosen regional operators.

According to the results of 2018, Autodesk recognized SUE  Tatinvestgrazhdanproekt as BIM-leader and presented the award “BIM-leader of Russia 2018”. This award is presented to companies that have achieved outstanding results using BIM technology, have gained unique experience of its use in our country and are willing to share their knowledge with other members of the construction community. For SUE "Tatinvestgrazhdanproekt" this award was already the fourth - previously the company was awarded in 2015, 2016 and 2017.

Of the 30 problematic objects of shared construction in the capital of Tatarstan, 15 have now been commissioned. In the Kazan residential complex "Symphony" today, the next, third house has been commissioned. Designed for 180 apartments 19-storey building located at: st. Rotornya, 27. Among these buildings - and the fourth house of the residential complex "Symphony", which is expected to put into the operation in the summer of next year. There holders also decided to create a housing cooperative.

In the neighborhood "Salavat Cooper" solemnly settled 102-apartment house number 3B on the street Yusupova: this is the sixth new building of the second stage. Participants of social mortrage programs - employees of state-financed organizations and enterprises - became residents of the new house. They were congratulated by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev, Deputy Executive Director of the Civil Fund under the President of the Republic of Tatarstan Vladimir Nikiforov and the head of the Kirov and Moscow districts of Kazan Sergey Mironov. According to Nikiforov, all apartments in the new house are equipped with electric stoves, water purification filters, water and electricity meters, fire detectors and heat regulators. In addition, apartments are rented in a fine finish. The program of the social mortrage  has been implemented in Tatarstan since 2005. Since the beginning of 2018, 7 thousand families have got new housing in new buildings under this program.

This year, the movement of student labor groups of Tatarstan celebrates its 55th anniversary. The youth movement was born in 1963. Then the regional Komsomol committee issued a decree to send 200 students of the Kazan Institute of Civil Engineering to work in Kazakhstan. In 1966, the first meeting of student construction teams of Tatarstan took place, in 1967 the Tatar Republican headquarters of student construction teams was created. As part of the celebration of the 55th anniversary of the student detachments of Tatarstan, the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan encouraged veterans of the Student Construction Detachment of the FKS KAI "Sever" by the letters of gratitude, as well as students of the KGASU Ilmir Burkhanov (commander of the Alkor Student Construction Labor Unit), Bulat Nizamutdinov (Commander of the Kazan Student Labor Labor Detachment), Yevgeniya Gulyakova (master of the Kazan Student Labor Labor Detachment), for their active participation in the activities of the Student construction labor teams.

The Inspectorate of State Construction Supervision and the State Labor Inspectorate have conducted 1,400 inspections since the beginning of 2018. For violation of the rules and regulations of labor protection, 418 resolutions were issued totaling 16,508,000 rubles. Alexei Frolov said that as of December 7, 2 million 146 thousand square meters of housing was commissioned in the republic, which is 89.3% of the plan.  Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Utilities of the Republic of Tatarstan, brought these data today at a meeting in the Government House of the Republic of Tatarstan. The housing commissioning plan has been implemented in 17 municipalities. According to the plan of the current year, within the framework of the program of rental housing, it is planned to commission 149 residential buildings with 512 apartments. As of today, 117 houses have been commissioned in 7 municipalities of the Republic of Tatarstan. As part of the program to improve the living conditions of veterans of World War II, the construction of 3 houses for 5 veterans continues. All facilities are in high degree of readiness.

Today, a solemn settlement took place in Innopolis, including 118 apartments with a total area of ​​5.9 thousand square meters. The construction investor is the State Housing Fund under the President of the Republic of Tatarstan. Ak Bars Engineering LLC acted as a technical customer, and PS BSC Ak Bars Stroy LLC acted as a contractor. Earlier, in the Innopolis, the adjacent 48-apartment house No. 136 on Sportivnaya Street was settled. By the end of the year it is planned to put into commission another rental house for 199 apartments. In addition, the city continues the construction of the sixth quarter, where three rental houses for 365 apartments will be located. Their technical readiness ranges from 45% to 54%.

Today, the Minister of construction of the Republic of Tatarstan Irek Fayzullin took part in the ceremony of settling a new apartment building, which was built under the social mortgage program. In the residential district "Severnyi" of the village Gabishevo of the Laishevsky district the apartment was given to the participants of the Republican social program as well as medical fellows and orphans. In his welcoming speech, Irek Fayzullin noted that the Republic of Tatarstan occupies a leading position in terms of housing commissioning and is included in the list of the most economically developed regions of the Russian Federation. "Over the past seven years, more than 2 million 400 thousand square meters of housing have been introduced in the Republic of Tatarstan. In 2018, it is planned to build 2 million 403 thousand square meters of housing. Today commissioned 2 million 73 thousand sq. m. (86.3% of the plan), in line with the previous year (101% compared to last year)," - said the Minister.
