This was announced today at a briefing in the Cabinet of Ministers of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. “Within the framework of the program, it is planned to put in order the courtyards of apartment buildings. In 2021, we improved 1,078 households for 8 billion rubles. In 2022, this figure will not be less, the budget remains at the level of last year,” - he said. Venera Kamalova, deputy director of the RT Urban Development Institute Foundation, coordinator of the “Our Yard” presidential program, added that when forming the list of yards for 2022, “new mechanics were introduced”. If in 2020-2021 the list of yards was formed according to the proposals of municipalities, which were based on the proposals and complaints of residents, then in the new year the list was drawn up based on the results of the voting of residents. “When forming the list of yards for 2022, new mechanics were introduced. Direct voting of residents made it possible to form a list of 200 households. This is not the whole volume, we will announce the exact figure. The address list of households is published on the dvor.tatar website,” - she said. Kamalova noted that the district administrations formed the remaining list of courtyards for 2022 based on the experience of 2020-2021. This list is now pending approval.

In the Republic of Tatarstan, the volume of implementation of 17 republican programs for the construction of social and cultural facilities has reached 96%. This was announced today at a meeting in the House of Government of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was held by videoconference with all municipal districts by the President of the Republic of Tatarstan Rustam Minnikhanov. The head of the Ministry of Construction of the Republic of Tatarstan reported that out of 16 kindergartens being built under the federal projects "Housing" and "Promotion of Women's Employment" 15 were ready. Of the constructed facilities, 6 received permission for commissioning, one more - the conclusion of the State Construction Supervision Inspectorate on compliance. Gosstroynadzor is currently checking 8 objects. At the last unfinished project, it is planned to complete all work by December 15th. The scope of work is 91% completed. Within the framework of the federal project "Housing", construction of 7 objects is planned in 5 residential complexes, of which two remain in operation. This is the reconstruction of treatment facilities and utility sewerage in the residential complex "Usadba Tsarevo" in the Pestrechinsky district, where the work is 70% completed. As well as the reconstruction of surface runoff treatment facilities in the residential complex "Svetlaya Dolina" in Kazan - here the completion of work is 96%. Completed work on 5 objects in three residential complexes. According to the federal project "Formation of a comfortable urban environment", it remains to complete work at one object (park). Construction and installation work is 93% complete. A total of 49 objects are included in the project this year. As part of the renovation of public spaces, 8 objects are being improved - the winners of the competition for small towns and historical settlements. One object remains incomplete (in a high stage of readiness - the work is done by 92%). 99% of the work has been completed on the reclamation of an unauthorized landfill in the village of Prosty, Nizhnekamsk region. This object is part of the federal project "Clean Country". Marat Aizatullin said that this week the contractors have completely closed the scope of work within the first stage of the reconstruction of the Kazan treatment facilities under the federal project "Rehabilitation of the Volga". The project for the reconstruction of treatment facilities is designed until 2024. Speaking about work within the framework of other republican programs, the head of the Ministry of Construction of the Republic of Tatarstan said that 3 out of 6 facilities included in the program for the construction of children's health camps were not completed. In general, the implementation of work under the program is estimated at 85%. All activities planned for 2021 aimed at improving primary health care for the population have been completed this week. 3 feldsher-obstetric points (FOP) and two medical outpatient clinics have been completed. In total, 42 feldsher-obstetric stations and 4 medical outpatient clinics were built in the current 2021. The construction of an indoor football arena has been completed in Chistopol. The grand opening of all arenas built this year is scheduled for December 20.

Marat Aizatullin said that housing construction is ahead of 2020 indicators by 4%. The 2021 plan has been fulfilled by almost 99%. The planned figure in terms of individual housing construction was exceeded by 51%: 12,581 houses were built, the plan provided for the construction of 8,330 houses, Marat Aizatullin, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, announced this today at a meeting in the Government House of the Republic of Tatarstan. In commercial construction, the plan was fulfilled by 63% - 102 multi-apartment residential buildings with an area of ​​791 thousand square meters are ready. Another 41 houses are in a high degree of readiness and will be commissioned by the end of the year. The annual construction plan for the social mortgage program is 280 thousand square meters or 161 houses. By the current date, 147 thousand square meters of housing have been built, which is 52% of the planned indicators. The formation of programs for 2022 continues in the republic. The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, together with sectoral ministries and departments, continues to work on the preparation of draft orders of the Cabinet of Ministers of the Republic of Tatarstan for the approval of the list of objects, further bidding and the timely start of work. As for the situation with labor protection and the results of inspections of facilities under construction, the State Construction Supervision Service has carried out 1,710 inspections since the beginning of the year. The amount of 100 resolutions issued on the basis of their results is 5 million 618 thousand rubles. Self-regulatory organizations, using their resources, carried out 1963 inspections. The Main Investment and Construction Directorate being the customer of state facilities, organized 597 control and supervisory measures at its sites. Almost all identified shortcomings are eliminated promptly: 1,045 of the violations identified at construction sites in January-December were eliminated.

The deputy head of the department Ilshat Gimaev drew attention to this at a round table organized by the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. The growing interest in IHC is driven by the ongoing coronavirus pandemic. During the period of self-isolation, many felt the need to expand the living space, since they needed an office for work and separate rooms for all family members, and it is difficult to create such conditions in a city apartment. In general, according to the Deputy Minister, the projects of the Ministry of Construction of the Republic of Tatarstan are being implemented quite successfully. Despite the pandemic, the construction industry of the republic continues to develop. “This year we have to commission 2.67 million square meters of housing. At the moment we are at the final stage, 2.57 million square meters have already been commissioned, which is 96.4% of the annual plan for 2021 and 6.2% more than last year's figure for the same period,"- said Gimaev. In terms of the pace of development of construction and the volume of housing commissioning, Tatarstan ranks seventh in Russia. In the Volga Federal District, the republic is in second place and is second only to Bashkortostan.

So, citizens have the right to replace windows and balcony doors with low energy efficiency with windows and balcony doors with improved such qualities, insulate walls with approved materials, and also install additional glazing on loggias and balconies. However, the appearance of the house, including the glazing of the facades, can be regulated by municipal legal acts and the laws of the constituent entity of the Russian Federation. Thus, fines for glazed balconies are not new, they have existed before. Supervisory authorities have the right to apply penalties for violation of the rules for redevelopment and reconstruction, as well as regional improvement rules, if they contain requirements for the appearance of buildings.

Marat Aizatullin reported on the collection of payments for housing and communal services on average in Tatarstan. According to him, in October the collection rate was 100.6%. At the same time, 27 municipalities demonstrate an average annual level of the collection below the national average, another 18 municipalities exceeded the national average. As of November 1, residents of the republic as a whole owed 7 billion 977 million rubles for housing and communal services, which is practically a two-month national charge. The minister stressed: Tatarstan is among the regions with the maximum share of online payments for housing and communal services. However, this indicator differs dramatically across the regions. So, in 5 municipalities it did not even reach 40%. In 34 districts, the share of online payments for housing and communal services is from 40 to 67%. At the same time, 6 municipalities managed to exceed the average republican level. The total overdue debt for gas by November 1, 2021 amounted to 370 million rubles. Decrease in comparison with the same period last year - 4 million rubles. The debt for electricity supplies in 12 months has decreased by more than 60 million rubles and now stands at 62.6 million rubles.

The opening of a new feldsher-midwife station is scheduled for early 2022. A little over 200 people live in the village of Karpovka. Previously, residents sought medical help in an old rented building. Since the new year, the villagers will begin to receive medical care in comfortable and sanitary conditions. The area of ​​the feldsher-obstetric station is 58 square meters. The facility was erected under the program for the modernization of the primary health care sector. We will remind, according to the republican construction programs, in 2021 it is planned to build 42 feldsher-obstetric stations. Construction and installation works at 41 sites have been completed.
