A mass media competition for the best coverage of construction, architecture, housing and communal services in the Republic of Tatarstan starts in September.
Applications are accepted from September 1 to September 30 (inclusive). Individual authors, journalistic collectives, editorial offices of mass media registered in the manner prescribed by law are invited to participate. The competition accepts publications, television plots, information, analytical and news materials published in the media or aired in the period from October of the previous year to September of this year, covering the topics of construction, architecture, housing and communal services in the Republic of Tatarstan.
From September 25 to October 2, 2021, Nizhnekamsk will host the Urban Practices program - a short-term educational intensive for specialists in the field of urban environment development. The goal of the program is to provide Russian cities with qualified specialists to create a comfortable urban environment. Under the guidance of invited experts, graduates of the Architects.rf program, the participants will consider the features of the development of comfortable public spaces, get acquainted with the world and Russian experience in designing art clusters, study the principles of project financing, and will also receive training on presentation techniques. The result of the program will be the development of ideas for cultural clusters for Nizhnekamsk, the presentation of which will take place on October 2. Architects, designers, urban planners, city activists, developers, employees of the administration and specialized departments from Nizhnekamsk and the Republic of Tatarstan are invited to participate in the program. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the progress of construction of socially significant objects within the framework of republican programs and national projects today at a meeting in the Government House of the Republic of Tatarstan. Thus, the total percentage of programs completed to date is 77%. The total estimated cost of 17 programs implemented by the republic exceeds 8 billion 600 million rubles. 6 kindergartens out of 16 under construction under the federal projects "Housing" and "Promotion of Women's Employment" have been completed. Another 10 preschool educational institutions are being completed. In general, work in this area is 88% complete. As part of the modernization of primary health care, 42 feldsher-obstetric stations are being built. The work is 79% complete. At the same time, 9 feldsher-obstetric stations are ready. The total work performed on the construction of medical outpatient clinics is 73%. In total, there are 4 such facilities in 2021. This year, republican programs provide for the construction of 15 sports facilities. 9 sports grounds and 2 ski resorts have already been built. On the construction of 4 indoor football arenas, construction and installation work has been completed by 95%. The first stage of reconstruction of the Kazan treatment facilities is underway under the federal project “Improvement of the Volga”. To date, the completion rate is 39%. Biological treatment facilities in the village of Koschakovo are close to commissioning - construction and installation works are closed by 99%. On the reclamation of an unauthorized landfill in the village of Prosty, Nizhnekamsk region, which is carried out within the framework of the Federal Project "Clean Country", the work is 96% complete. Under the Clean Water project, a water treatment plant is being built in the village of Vasilyevo, Zelenodolsk District. Construction and installation work is 70% complete. On the situation in the field of labor protection: Since the beginning of the year, the State Construction Supervision Service has carried out 1177 inspections. The amount of 90 resolutions issued as a result of control and supervisory measures amounted to 5 million 127 thousand rubles. Self-regulatory organizations conducted 1,353 checks on their own.
The motor rally in support of the national project "Ecology" started on September 6. In total, the garbage truck convoy will cover about three thousand kilometers. Eleven Russian cities are taking part in the project. Among them: Moscow, Vladimir, Nizhny Novgorod, Saransk, Ulyanovsk, Samara, Naberezhnye Chelny, Kambarka, Ufa, Chelyabinsk and Yekaterinburg. In each region, the organizers have planned a series of events. At an open eco-lesson, middle school students will be told why they need to sort waste and which packaging is better to refuse for using. For high school students, plogging races are planned - jogging, during which participants collect garbage in a certain area. Students will attend a screening of the film, and then discuss with experts possible solutions to environmental problems. During the game of eco-basketball and eco-hockey, residents will be explained which waste can be recycled and which cannot. Also at the exhibition of equipment, which will be held in the main squares of cities, the capabilities of modern garbage trucks will be demonstrated. In addition, a discussion of the implementation of the national project "Ecology" will take place. Representatives of government bodies, business community and public figures are invited to the dialogue. Events in Naberezhnye Chelny as part of the rally will be held on September 20.
In Naberezhnye Chelny, the opening of the kindergarten №130 "Kaleidoscope" took place. The preschool was built thanks to the national project "Demography". It is designed for 220 toddlers, including 120 children under the age of three. The solemn ceremony was held with the participation of the mayor Nail Magdeev and the deputy of the State Duma of the Russian Federation Alfiya Kogogina. The kindergarten is equipped with 12 groups, a music hall, a gym, a catering unit, a laundry, a medical block, offices of narrow specialists and 12 playgrounds, each of which has five small architectural forms.
In accordance with the standards, heat will be supplied to the houses of residents of Tatarstan around September 22. This follows from the forecast of the average daily air temperature, which was presented today at a briefing at the Government House of the Republic of Tatarstan, dedicated to the readiness of social — housing and communal facilities for the heating period of 2021–2022. Of the 17 470 apartment buildings available in Tatarstan, 17186, or 98.4%, have readiness certificates for the upcoming heating season. All apartment blocks are ready for the autumn-winter season in 30 out of 45 municipalities of the republic, Alexei Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, told the media. Various data indicate the readiness to start up the heat. Of the 3267 boiler houses, only six have not yet completed all types of planned work. Objects of health care, education, culture are 99.9% ready for the winter cold. One sports facility out of 243 (it is located in Kazan) is completing work on preparations for winter these days, and social protection facilities are already 100% ready. Corresponding tests have been carried out everywhere, repair programs have been implemented, primarily aimed at performing seasonal types of work. In addition, the preparation of the housing stock is traditionally associated with the implementation of the overhaul program. “In the housing stock of municipalities, a set of measures was taken to prepare all engineering systems, seal attics, basements, and check entrance lobbies. In general, in the Republic of Tatarstan, the housing stock by September 14 was prepared for the autumn-winter period by 98.4%,” - the first deputy minister assured.
Within the framework of the republican programs for capital repairs of social and cultural facilities, engineering infrastructure and apartment buildings, work has been completed by 87%. This year, 27 programs are being implemented in Tatarstan. In terms of amount, they include about 3.5 thousand objects with a development volume of more than 23 billion rubles. Such data was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. To date, the implementation of 8 programs has been completed - this is 285 objects for 1.5 billion rubles. In the field of education, a total of three programs are being implemented - 413 objects. In general, the volume of work on them was completed by 99.4%. Thus, under the program of an overhaul of educational institutions, work was completed on the repair of 10 correctional and 33 municipal schools, 116 functional zones, and 4 institutions for organizing an accessible environment. It remains to complete the repair of 9 kindergartens out of 49. The fulfillment is 99.8%. The work on the program of organizing hot meals in schools has been completed: 196 catering units have been renovated. Under the program of overhaul of resource centers, construction and installation work was completed by 98%. 2 objects remain in the work, 3 are completed. Under the program of overhaul of medical hospitals, 5 objects have been completed, work continues on 13. There are 9 objects to be repaired, included in the program of capital repairs of buildings subordinate to the Ministry of Internal Affairs. Work on it is 63% complete. Six facilities are included in the renovation program for children's health camps. Work at two sites has been completed, at 4 sites are in progress. Construction and installation work is 87% completed. It remains to complete 3 objects out of 9, provided for in the passport of the program of overhaul of teenage clubs. Construction and installation work is 75% complete. Under the program of capital repairs of sports facilities, out of 18 facilities, 7 remain in operation. The scope of work is 92% closed.
On September 11, on the day of the city of Laishevo, an extreme park was opened. The solemn ceremony was attended by Deputy Chairman of the State Council of the Republic of Tatarstan Tatyana Larionova, deputy of the State Council of the Republic of Tatarstan Ilya Wolfson, head of the municipality Ildus Zaripov, guests and residents of the city. “Today an extreme park is being opened. The park is unique in that it has a large territory, there are more than 7 hectares of developed territory. Playgrounds have been equipped for different ages - both for children and adults, you can go for walks, train on sports grounds. The park has already become attractive and beloved for all of us,” - said the head of the district Ildus Zaripov. The extreme park of the city of Laishevo is equipped with children's and adult pump tracks, a skate park, bicycle and walking paths, an area for volleyball and streetball games, a children's area, as well as a multifunctional playground, a workout area, an amphitheater and an area with a canopy. In total, within the framework of the construction of public space, 116 million rubles were spent from the federal and republican budgets.
