In the outgoing year, the republic has implemented 50 state programs in 9 sectors. Their total volume amounted to more than 54 billion rubles. This was reported today at a meeting at the Government House of the Republic of Tatarstan by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. On the issue of housing commissioning, Alexey Frolov said that within the framework of the adjusted indicators of the Ministry of Construction of Russia in 2020, 2 million 680 thousand 100 square meters of housing were built. This is 4 thousand 600 square meters more than a year earlier. In healthcare, two programs have been implemented. 43 feldsher-midwife stations and 7 medical outpatient clinics were built, the office of a general practitioner in Vysokogorsky district is being completed. 14 medical hospitals were repaired. In total, 85 healthcare facilities were covered by the programs. In agriculture, 9 programs have been implemented - two for construction and seven for overhaul. In total - 502 objects. In 2020, the implementation of the Accessible Environment program continued. 12 educational facilities were adapted, including 5 schools, 5 kindergartens and two additional education facilities. As part of the competition for winners of small towns in 2019 and 2020, the improvement of 4 objects was completed - in the cities Mamadysh, Bavly, Zainsk and Laishevo.
On December 25, in Kazan, Tatarstan President Rustam Minnikhanov and Mayor of Kazan Ilsur Metshin took part in the opening of a new cultural centre “Chulpan”.
The building was erected as a cinema in 1992. Three years later, it was reorganized into a cultural centre. A large-scale reconstruction began in April last year. After the completion of construction and installation work, comfortable and modern rehearsal areas, equipped with the necessary equipment, a modern auditorium for 450 people, 4 choreographic classes with a special shock-absorbing flooring, and much more appeared in the cultural centre.
Minnikhanov looked around the renovated centre and appreciated the quality of the work performed. “The opening of this cultural centre is timed to coincide with the 100th anniversary of the foundation of the Tatar ASSR. In addition to the reconstruction of the facility, special attention was paid to the improvement of the adjacent territory. I hope that this centre will become a favorite place for local residents, and creative teams will make us enjoy their performances,” Tatarstan President noted.
Previously, there were only two rehearsal halls in the cultural centre and 350 people could rehearse there. After the reconstruction, the capacity of the facility has doubled up to 700 people.
Then Minnikhanov went to the New Year's site in the Privolzhsky district located near the Chulpan centre. Tatarstan President congratulated citizens of Kazan on the upcoming year 2021 and asked them to take good care of new facilities. “This year we have opened a number of new cultural facilities in Kazan. We are very glad that all of them are in demand among the residents,” Tatarstan President added.
The competition has been held annually since 2007 in seven categories.
The new school, built in the Kazan residential complex "Salavat Cooper", today, on December 25, received a positive conclusion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan (Gosstroynadzor of the Republic of Tatarstan) on the compliance of the constructed, reconstructed capital construction facility with the requirements of design documentation, including the requirements for energy efficiency and requirements equipping the capital construction facility with metering devices, used energy resources. The total area of the building was 24625.2 square meters. The three-storey school is designed for 1224 students. According to the project, the educational institution meets all modern requirements: in addition to new classrooms, three physical culture and sports zones, two swimming pools, an assembly hall and much more are equipped on the school grounds.
Today, on December 25, the Inspectorate of the State Construction Supervision of the Republic of Tatarstan (Gosstroynadzor of the Republic of Tatarstan) issued a conclusion on the compliance of the design documentation to the new 255-apartment residential building No. 4-5 in the Kazan residential complex "Salavat Cooper". The house was built according to the republican social mortgage program and the national project “Housing and Urban Environment”. The facility received a conclusion on the compliance. This will make it possible to put it into operation and move 255 families into long-awaited apartments. The total area of the 18-storey building was 27.2 thousand square meters. The territory of the house is landscaped - playgrounds, sidewalks are provided, benches are installed, landscaping measures are carried out.
On average, there are 27.4 square meters of housing per inhabitant of the republic. Tatarstan is in fourth place in terms of housing commissioned among the regions of Russia. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov told about this at a press conference at the Tatar-inform news agency. “Today the Republic of Tatarstan ranks fourth in the country in terms of the volume of new housing. In our country, according to Tatarstanstat, there are on average 27.4 square meters of housing per inhabitant, and in Russia - 26.3. In principle, this indicator is not the highest, but we are striving to ensure that housing is built. We have big plans,” - Nasyrov said. According to the results of 11 months of 2020, the republic took first place in this indicator in the Volga Federal District.
The new rural house of culture, built in the village Staraya Yumya, Kukmorsky district, received a positive conclusion on the compliance with the design documentation from the Inspectorate of State Construction Supervision of the Republic of Tatarstan. The object was built thanks to the national project "Culture". According to the project, the one-storey building has an auditorium for 200 people for concerts, a library, a games room and administrative premises. The total area of the rural house of culture was 412.7 square meters. The building has ramps for people with disabilities.
In the residential area "Salavat Cooper" a 255-apartment community house for the widows of The Great Patriotic War veterans, orphans and employees of budgetary organizations was commissioned. The house rented out today is different from the others in the area. It accommodated three widows of The Great Patriotic War veterans - Razia Gabdrakhmanova, Zalfira Shaikhlislamova, Zinaida Yamanova and 35 orphans. They received the keys to the one-room apartments. In addition, tenants are moved into the house ahead of time under the social lending program. Now the keys are being issued to residents who are on the waiting list in 2021–2023. The house has 17 floors, three entrances. The total area of the building is 15.3 thousand square meters. All apartments are fully finished and equipped with plumbing fixtures, electric stoves, smoke detectors with a detector, water and electricity meters, heat regulators and an automatic remote data reading system. A new kindergarten for 50 children, built in the Rybno-Slobodsky municipal district, today received a positive conclusion on compliance with the requirements of project documentation from the Inspectorate of State Construction Supervision of the Republic of Tatarstan (Gosstroynadzor of the Republic of Tatarstan). The preschool institution was built at the expense of the republican budget. The building meets all the latest requirements of educational institutions. There are group cells with playrooms, bedrooms, a buffet, and a toilet; there is also a music and sports hall in the building. The total area of the building was 890.2 square meters. The kindergarten is located in the village Biektau on the street of H. Safiullina.

The construction of the General Practitioner Office facility in the Vysokogorsky municipal district is nearing completion. In the branch "Agriculture" the work is still going on. Thus, according to the program for the construction of cowsheds and sheep farms, 6 objects have been completed. At this time, work is being completed at the last facility. Alexei Frolov recalled that the largest republican program is the program for the construction of kindergartens. Its funding exceeds 5 billion 200 million rubles. This is still one of the largest programs in Russia. In the current 2020, 22 preschool educational institutions have been built. To date, there is only one unfinished object - the kindergarten "Zapadnoe Zarechie". Completion of work at this facility is 95 percent. In general, we see no risks, said Alexei Frolov. The First Deputy Minister of Construction, Architecture, Housing, and Communal Services of the Republic of Tatarstan also reported on the preparation of state programs in the field of construction for 2021. 44 programs are planned for implementation. Currently, they are being approved by the relevant departments.
