I heartily congratulate you on the Great Victory Day!  Seventy-five years ago, the victory of the Soviet people in the Great Patriotic War gave us the right to live in peace.  We must not forget at what cost they managed to defend the independence and freedom of the motherland!  Our duty today is to preserve the truth about that terrible war, about the great feat and great sacrifice of our people.  On this day, we pay tribute to the great spirit of the heroes of the liberators - to all those who defended the Motherland at the cost of their lives, who lived and worked for the Great Victory.  Our dear war veterans!  I bow to you and thank you so much for your courage and valor!  We are indebted to you!  On this significant holiday, I sincerely wish everyone happiness, good health, peace, kindness and prosperity!  May Victory and its memory be always with us - in hearts, good deeds and undertakings!  Happy Victory Day!

Farit Khanifov said that on May 7, 938.9 thousand square meters of housing, or 31.5% of the plan, were commissioned in the republic.  The dynamics of housing commissioning over 2 weeks is 51.8 thousand square meters.  Under the investment program of the State Housing Fund of the Republic of Tatarstan, information about 12 houses for 483 apartments with an area of ​​26.5 thousand square meters (9.7% of the plan) was reported to the statistics authorities.  Over the past 2 weeks, 1 house was commissioned in Almetyevsk.  Under the program of multi-unit investment housing in 2020, it is planned to commission 177 multi-apartment buildings with a living area of ​​1 million 317.2 thousand square meters.  68 houses are in a high degree of readiness from the opening facilities of 2020 (70% -100%), 49 houses are in a medium degree of readiness (30% -70%);  in a low degree of readiness (0% -30%) - 8 houses.  As part of individual housing construction, in 2020 it is planned to build and commission 10 thousand 680 houses with an area of ​​1 million 388.2 thousand square meters.  As of May 7, 4 thousand 246 individual residential buildings with an area of ​​551.9 thousand square meters were commissioned, which is 39.7% of the plan.  The Head of the Ministry of Construction of the Republic of Tatarstan also reminded that in 2020, according to the “Accessible Environment” program, it was planned to adapt 12 objects of educational institutions for a total amount of 16.58 million rubles.

Tatarstan Minister of Culture Irada Ayupova also took part in the visit.  The first point of inspection was the reconstruction of the “Chulpan” cinema, located at 48 Victory Avenue. Farit Hanifov was informed about the progress and the current situation at the facility.  To date, dismantling work has been carried out by 98%, concrete entrance and pit concreting by 98%, installation of metal lintels by 100%, installation of roofing by 100%, installation of heating by 68%, installation of an individual heating unit by 96%.  Reconstruction of the facility began in 2019.  The general contractor is Restavrator LLC.  The second object, which was visited by Farit Khanifov, was the National Cultural Center “Kazan”, where it is planned to place the national library of the Republic of Tatarstan.  The builders reported on the reconstruction of the building and provided information on the object "Placement of the book depository of the National Library of the Republic of Tatarstan in the building of the NCC “Kazan” with an annex to the reading room."  As for the annexe for the reading room - the construction of the monolithic frame is 100% complete, in addition, the installation of stained glass and glass fencing on the parapet, the layout of heating networks, low-voltage networks, electrical networks, water supply, the installation of lamps, the filling of polymer floors and grinding, were completed  installation of glass partitions, finishing work.  The discussion of the reconstruction of the facilities was attended by Marat Aizatullin, Director of the Main Investment and Construction Directorate of the Republic of Tatarstan, and Adel Khusnutdinov, General Director of the State Unitary Enterprise "Tatinvestgrazhdanproekt".  As the head of the Ministry of Construction of the Republic of Tatarstan noted, it is important to maintain not only positive dynamics, but also to ensure the quality of work performed.

The Inspectorate of State Construction Supervision of the Republic of Tatarstan confirmed the readiness of the indoor swimming pool in the city Naberezhnye Chelny with a conclusion on the compliance of the constructed, reconstructed capital construction facility with the requirements of design documentation, including the requirements for energy efficiency and the requirements for equipping a capital construction facility with metering devices, used energy resources.  The sports facility is located on Shishkinsky Boulevard in the 29th complex in the city Naberezhnye Chelny of the Republic of Tatarstan.  The total area of ​​the building was 4 thousand square meters.  The bowl of the adult pool is 13.8 × 25 m, the children's pool is 10 × 6 meters.  The building takes into account the requirements for people with disabilities, there is a ramp and a lifting platform at the entrance.

The republic’s Ministry of Construction does not see alarming messages regarding the future.  The support of the authorities of Tatarstan during the pandemic played a significant role in maintaining the position of the construction industry.  This was stated by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov at an online conference with reporters.  “Coronavirus and the fall of oil prices, of course, would severely affect us all if we did not have an airbag.  Rarely, what subject of Russia can boast of more than 50 programs.  This, of course, is incomparable support,” - he said.  Today, the republic maintains synchronous work of federal, national and regional projects for the construction of facilities.  “I don’t see any disturbing messages, but I admit that the construction of some objects will be postponed until 2021.  However, this will affect only a small part,” - the minister said.

Now citizens of other countries do not work at construction sites of Tatarstan. The directive on the corresponding restrictions was sent to all construction companies of the republic, the head of the Ministry of Construction of the Republic of Tatarstan, Farit Khanifov, said at an online conference with reporters. “In many regions, the construction complex consists almost entirely of a nonresident. There were attempts to maintain working camps somehow, to implement sanitary and epidemiological measures. I don’t know how they did it,” - he said. “The republic monitors the workforce daily, we do not have a shortage of workers at construction sites,” - the minister added.

The decision to continue the construction industry in Tatarstan was not easy, the head of the republican department noted. Cooperation with the Office of Rospotrebnadzor in the Republic of Tatarstan and the Ministry of Health of the Republic gave a positive result - were prepared manuals for industry workers. “These actions were timely, which played a role. While the construction industry is staying strong,” - the head of the Ministry of Construction of the Republic of Tatarstan said.

The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov reported on the implementation of programs for the overhaul repairing of residential and socio-cultural facilities today at a Republican meeting in the Government House of the Republic of Tatarstan. The Minister said that as part of the program for the overhaul repairing of apartment buildings, the development of design estimates is ongoing. For 48 houses, documents have not yet been submitted to the examination department. Documents of 1016 houses are in the works. The report has been prepared for 365 houses. Documents for 164 homes were provided for bidding. Bids for 117 houses have been announced. Under the program of the overhaul repairing of socio-cultural objects, the preparation of necessary documentation is also underway. State contracts have already been concluded for 57 objects. Also, the Ministry, together with branch ministries and departments of the republics, carried out work on the formation of lists of construction and overhaul programs for 2021.

Kazan house-building plant, which is part of the "Ak Bars Dom" group of companies, won the nomination “Best Project - 2019” following the results of participation in the project of the federal center of competence (FCC) “Labor productivity and employment support”. Kazan House-Building Plant received a well-deserved award for the best results in the stream of manufacturing reinforced concrete wall panels of the Sommer line. Based on the results of participation in the national project, it was possible to increase: plant productivity from 60 thousand to 90 thousand cubic meters of main products (panels for houses) per year; additional revenue for the plant of 12 million per year due to the creation of a new site of freed people during the project (9 people); production volume per year, which gives an additional opportunity to build about four houses per year. It was also possible to reduce work in progress at the pilot site and increase production at the plant. Such a result for the first time in 8 years of operation of the plant gave a positive EBITDA3.
