The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov reported on the progress in implementing republican programs for the construction and overhaul of housing at a republican meeting in the Government House. Tatarstan Prime Minister Alexey Pesoshin held a video conference call with all municipal areas. Farit Khanifov said that in part of the overhaul repairing of housing on the 21st of February,  tenders for the development of design and estimate documentation for 731 apartment buildings took place, the winners were determined. Work is underway to conclude contracts with the winners of tenders.  Also was posted a notice on the electronic auction about the replacement of elevators in  83 houses. Under housing construction programs aimed at ensuring housing commissioning (social mortgage, investment multi-unit housing, low-rise construction, including housing construction), as of the 21st of February, 401 thousand square meters of housing were commissioned in the republic. As part of individual housing construction, in 2020 it is planned to build and commission 10 thousand 680 houses with an area of ​​1 million 388 thousand square meters. On the 21st of February, 1322 individual residential buildings with an area of ​​172 thousand square meters were put into operation.

First Deputy General Director of the Fund for Assistance to Reform Housing and Communal Services Vladimir Talalykin is on a working trip to the Republic of Tatarstan on 20-21 of February. Together with the head of the Ministry of Construction of Tatarstan Farit Khanifov, he held a series of meetings with the leaders of the municipalities of the Kazan and Naberezhnye Chelny agglomerations. During the meetings, the criteria for including projects in the Fund's program for the modernization of communal infrastructure were discussed. In particular, the importance was stressed by the municipalities of precisely those territories that are currently promising in terms of increasing volumes of housing construction.

Today, residents of the Vysokogorsky district were able to apply for free legal assistance. The information and consulting group traveled to the village Vysokaya Gora and the village Dubyaz. Together with representatives of republican ministries and departments, Leysan Akhmetzyanova, a leading consultant in the legal department of the Ministry of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan, participated in the work of the group. During the consultation, the representative of the Ministry of Construction gave comprehensive explanations on all the issues raised at the meeting.

Konstantin Tsitsin handed Rustam Minnikhanov a payment order on the transfer of advance payment for the implementation of the program of resettlement of citizens from emergency housing. Today, an agreement was signed between Tatarstan and the Fund on amending the agreement on the provision and use of financial support at the expense of the Fund for the resettlement of citizens from emergency housing. The document was sealed with signatures by the President of Tatarstan Rustam Minnikhanov and the head of the Housing and Utilities Reform Support Fund Konstantin Tsitsin. The event was attended by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Farit Khanifov. The Head of the Fund also handed over a payment order on the transfer of the advance payment for the implementation of the program of the relocation of citizens from emergency housing (stage 2020-2021). Tatarstan was the first region to conclude this agreement with the Housing and Utilities Reform Support Fund. Within the framework of this project, emergency housing recognized in the constituent entities of the Russian Federation, which was declared damaged until the 1st of January 2017 is going to be rehoused. In particular, in 2020–2021 it is planned to resettle 271 people from 94 residential premises in the republic.

Today, the President of the Republic of Tatarstan Rustam Minnikhanov is on a working trip to Agryz municipal district. The main purpose of the working trip is to participate in an expanded meeting of the Council of Agryz municipal district on the basis of socio-economic development in 2019 and tasks for 2020. Immediately upon arrival, Rustam Minnikhanov and his entourage took part in the ceremonial settlement of the 16-apartment building (st. Energetikov, 2a). This object is included in the program “Rental Housing”, supervised by the State Housing Fund under the President of the Republic of Tatarstan. The apartments were distributed among the families of public sector employees (medical workers, teachers) and several orphans.

On February 18, at the Government House of the republic, Tatarstan President Rustam Minnikhanov held a regular meeting with representatives of large construction companies operating in Kazan and Vysokogorsky region of the republic.

The representatives of construction companies informed Minnikhanov about their plans to commission housing this year and until 2024. As noted at the meeting, Tatarstan needs to increase the annual volume of housing construction to 3.6 million square meters by this time.

The real estate developers put their questions related to the transition of the construction industry to the mechanism of escrow accounts, and also proposed a number of measures to reduce the cost of construction, which will increase demand in the market.

In his turn, Minnikhanov noted that all proposals of construction companies will be brought to the federal level as part of the State Council working group on improving housing and creating a comfortable urban environment, which is headed by Tatarstan President.  

Such a statement was made by the First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation, Irek Fayzullin, opening a round table on the creation of training centers on the basis of the Kazan and Far Eastern branches of the Glavgosexpertiza of Russia. “We see a real situation with the quality of designing capital construction projects in the country. To improve the professional level of designers and organize an effective investment and construction process, it is extremely important from the very beginning to train and direct construction customers, who often form incorrect technical tasks, and designers who prepare far from the best projects based on such tasks. This work is especially important in the context of the implementation of national projects,” - noted Irek Fayzullin. “The system of advanced training for specialists established at the Glavgosexpertiza of Russia has proved its viability, so the launch of similar processes across the country at different sites, including the opening of training centers in Kazan and the Far East, is actively supported by the Russian Ministry of Construction and the government.”

The President of the Republic of Tatarstan, Rustam Minnikhanov, today visited the children's art school as part of a working trip to the city of Nurlat. The educational institution was founded in 1965. In 2018, a major overhaul started in the school building. Work continued for one year. Builders updated the roof, facade, engineering networks. Rustam Minnikhanov examined classrooms, talked with teachers and students. Today, 825 children study here. The school has a concert hall with 224 seats, 2 choreographic halls and 23 rooms equipped with the necessary musical instruments and furniture. Rustam Minnikhanov praised the results of the overhaul of the art school, and also wished the students further creative success.

 

In the Republic of Tatarstan, according to housing construction programs aimed at ensuring housing commissioning - social mortgage, multi-unit housing, investment, low-rise construction (including individual housing construction) - as of the 14th of February 2020, 387.2 thousand square meters were commissioned. This was announced by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Farit Khanifov today at a republican meeting in the Government House of the Republic of Tatarstan. Under the investment program of the State Housing Fund under the President of the Republic of Tatarstan for 2020, 132 houses are planned to be commissioned - for 4 thousand 970 apartments with a total area of ​​273.6 thousand square meters. As of the 14th of February 2020, to the statistical authorities were reported about 10 houses - for 108 apartments with an area of ​​5.2 thousand square meters.  Another 120 objects in 2020 are in varying degrees of readiness. So, in a high degree of readiness - 26 objects with an area of ​​101.2 thousand square meters; in an average degree of readiness - 52 objects with an area of ​​68.6 thousand square meters; 42 facilities with an area of ​​98.5 thousand square meters are in a low degree of readiness. The head of the Ministry of Construction of the Republic of Tatarstan informed during the meeting that it is planned to build and put into operation 10,680 houses with an area of ​​1 million 388.2 thousand square meters through individual housing construction in 2020. On the 14th of February, 2020, 1,267 individual residential buildings with an area of ​​164.7 thousand square meters were commissioned. Farit Khanifov recalled that on behalf of the President of the Republic of Tatarstan, Rustam Minnikhanov, the issue of providing housing (individual housing construction) for specialists in the village is being considered.
