The urban digitalization index “IQ of cities” will allow us to determine the basic level of urban digitalization and the effectiveness of solutions implemented by cities and regions under the Smart City project. The urban digitalization index “IQ of cities” was developed by the Russian Ministry of Construction together with Lomonosov Moscow State University in the framework of the departmental project "Smart City", which is being implemented as part of two national projects - "Housing and Urban Environment" and "Digital Economy". “IQ of cities” is calculated in ten areas (city management, smart housing and communal services, innovations for the urban environment, smart city transport, intelligent public and environmental safety systems, tourism and service, intelligent social services systems, economic status and investment climate, communications network infrastructure) and contains 47 indicators.

According to the results of a survey of an apartment building on Dostoevsky St., Leninogorsk on the treatment of tenants by the inspector of the Bugulminskaya ZHI, violations of compliance by the managing organization with the Rules and norms of technical operation of the housing stock were revealed, namely: the absence of heating devices in the basement designed by the project. Bugulminskaya ZHI in the address of JSC "Center for Housing and Communal Services and Construction" issued an order to eliminate the violations. By the decision of the justice of the peace dated  the18th of February 2020, JSC "Center for Housing and Communal Services and Construction" was found guilty of an administrative offense and subjected to administrative punishment in the form of a fine amounted100 thousand rubles. The previously issued order to eliminate violations of the Rules and norms of the technical operation of the housing stock of JSC "Center for Housing and Communal Services and Construction" was executed.

In accordance with the decision of the President of Tatarstan, Rustam Minnikhanov, the republic is implementing a program for the construction of indoor swimming pools, ice palaces and universal gyms.  In 2020 it is planned to build 3 indoor swimming pools in the Nurlat, Muslumovsky and Vysokogorsky municipal districts.  As well as 6 universal sports halls in Buinsky, Mamadyshsky, Sarmanovsky, Zelenodolsky (Osinovo village), Tukaevsky and Kukmorsky municipal areas.  This was announced at a briefing in the Cabinet of Ministers of the Republic of Tatarstan by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev.  He added that in addition to this, construction of 2 indoor ice rinks with artificial ice in Rybno-Slobodsky and Laishevsky municipal districts is planned.  “Nowadays 4 indoor arenas are under construction: a football and rugby training arena in Kazan, a football training arena in Kazan and Naberezhnye Chelny, and a football training arena in Nizhnekamsk,” - the deputy minister said.

In 2013 a large-scale project on the construction of universal sports grounds in cities and towns of municipalities of the Republic of Tatarstan has began.  During this time, 992 universal sports grounds and 35 modular ski resorts were built, totaling 2,734 million rubles.  This was announced at a briefing in the Cabinet of Ministers of the Republic of Tatarstan by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev.  “In 2019, 105 sports grounds and 8 modular ski resorts with furniture, implements and equipment were built, for a total amount of 427.44 million rubles,” - the deputy minister said.  In addition, this year it is planned to build 91 facilities: these are 84 universal sports grounds, 6 modular ski block camps with furniture, inventory and equipment, as well as 1 indoor football arena with an administrative building.

For 2 months of 2020, the YZHI received 70 requests from residents of Agryz, Yelabuga, Mamadysh, and Mendeleev municipal districts on 114 issues on maintenance and repair of the housing stock, the quality of housing and communal services related to the maintenance of common property (19.6%), quality the provision of utilities (26%), the charging of housing and communal services (10%). In comparison with 2019, the number of requests relating to the maintenance and repair of the housing stock increased by 10%, the quality is presented utilities decreased by 9%, the validity of the accrual of payments for utility services decreased by 2%.

On 28th of February 2020, 568.1 thousand square meters of housing were commissioned in the Republic of Tatarstan, which is 19% of the plan.  The dynamics of housing commissioning per week is 166.2 thousand square meters.  Such data were cited today at the traditional Saturday meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Hanifov. 

The head of the Ministry of Construction of the Republic of Tatarstan reported on the implementation of republican programs for housing construction and the construction of social facilities.  So, according to the investment program of the State Housing Fund under the President of the Republic of Tatarstan for 2020, it is planned to put into commission 130 houses for 4 thousand 970 apartments with a total area of ​​273.6 thousand square meters.  In 2020, it is planned to build and put into commission 10 thousand 680 houses with an area of ​​1 million 388.2 thousand square meters through individual housing construction (IHC).  On the date of 28th of February, 2209 individual residential buildings with an area of ​​287.3 thousand square meters were commissioned.  Under programs of state support to citizens in providing housing, it is planned to improve the living conditions of 728 families in the amount of 1 billion 193.4 million rubles.  The President of the Republic of Tatarstan Rustam Minnikhanov during the meeting urged to pay attention to integrated housing development.  According to him, during planning it is necessary to provide for the construction of social infrastructure — schools, kindergartens, and other facilities — in such complex developments.  In addition, according to Rustam Minnikhanov, the provision of workplaces is also important.

Three projects in the Republic of Tatarstan - "Victory and Labor Glory Park" in the city of Bavly, "Central Square near the Energetik Cultural Centre" in Zainsk and "Extreme Park" in Laishevo - won the All-Russian contest of the best projects for creating a comfortable urban environment in small towns and historical settlements. According to the results of the award ceremony, the total amount of federal funding for the implementation of Tatarstan projects amounted to 185 million rubles. The results of the competition were announced today in Tyumen as part of the second all-Russian forum “Development of small towns and historical settlements”. In 2020, 300 applications for participation in the competition were received, 286 of which underwent technical expertise and were allowed to participate. 80 winning projects will receive federal grants for the implementation of projects from 30 to 100 million rubles.

According to the results of 2019, Tatarstan has become one of the regions-drivers of housing construction. This was announced at a meeting in the Federation Council on the implementation of the national project “Housing and Urban Environment” by the Minister of Construction, Housing and Public Utilities of the Russian Federation Vladimir Yakushev, the press service of the upper house of parliament said. The head of the Ministry of Construction of Russia mentioned Tatarstan in fifth place - after the Moscow region, Moscow, Krasnodar Territory and St. Petersburg. In addition, the Minister included Rostov, Leningrad and Sverdlovsk Regions, Bashkortostan, as well as Voronezh, Samara, Novosibirsk, Tyumen, Chelyabinsk and Nizhny Novgorod regions among the regions due to which the country is witnessing an increase in housing construction. “After several years of decline, we see a positive trend - housing commissioning has increased by 6.1%,” - Yakushev stated. At the same time, he emphasized that almost all subjects of the Federation should increase the volume of housing commissioning. Since 2019, Russia has been implementing the national project “Housing and Urban Environment”, developed on the basis of the so-called “May decree” of Russian President Vladimir Putin. Within its framework, Tatarstan plans to increase housing commissioning to 2 million 979 thousand square meters this year, which is 304 thousand square meters more than in the past.

In Tatarstan, according to the national project "Healthcare" in 2020, it is planned to build nine new medical and obstetrical centers and a Center for Pediatric Oncology. Tatar-inform was told about this by the head of the press service of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Gulnaz Minnikhanova. “The federal programs “Development of a primary health care system” and “Development of a child health care system”, implemented as part of a national project, provide for the construction of nine new medical and obstetrical centers and a Center for Pediatric Oncology in Tatarstan,” - Minnikhanova explained. In 2019, one medical and obstetrical center was built in terms of this national project in Tatarstan and 15 children's clinics were repaired. The medical and obstetrical center was built in Laishevsky district.
