On November 22, during his working visit to Moscow, Tatarstan President Rustam Minnikhanov had a meeting with Russian Minister of Construction, Housing and Utilities Vladimir Yakushev.
They addressed the implementation of Housing and Urban Environment national project in Tatarstan, the situation in the construction industry of the republic and promising investment projects.
The meeting participants also discussed preparations for the upcoming meeting of the working group of Russian State Council on the improvement of living conditions of citizens and the establishment of a comfortable urban environment to be held in December in Moscow and chaired by Russian Deputy Prime Minister Vitaly Mutko.
Today, residents of Rybnaya Sloboda district were able to apply for free legal assistance. The information and consulting group carried out a visit to Rybnaya Sloboda village and Kutlu-Bukash village. Together with representatives of the Republican ministries and departments, Leysan Akhmetzyanova, a leading consultant of the legal Department of the Ministry of construction, architecture, housing and communal services of the Republic of Tatarstan, took part in the work of the group. During the consultation, the representative of the Ministry of construction gave exhaustive explanations on all the issues raised at the meeting.
At the meeting, issues of cooperation in the field of plumbing and sewage were discussed. Special attention was paid to cooperation in the field of municipal solid waste management. The delegation included the head of the Cooperation Committee of the Republic of Tatarstan and Latvia Vasily Fleischer, director of development of the Association of Cleantech Latvia Oksana Pohilko, representative of the Association of Cleantech Latvia in Kazakhstan Babur Absamatov, representative of BaltijasJūras ģeoloģijascentrs (BJGC) Janis Terauds. Opening the meeting, RT Deputy Minister of Construction, Architecture and Housing, Vladimir Kudryashev, stressed that Tatarstan pays special attention not only to the development of trade and business relations with foreign partners but also to cultural exchange issues, which also have a great future. “There are long-standing and fruitful relations between Tatarstan and Latvia, as well as many areas of mutual interest. I hope that this meeting will be productive for both sides and will allow us to find new topics for interaction and cooperation.” In her speech, Oksana Pohilko, Director for Development of the Association, noted that Cleantech Latvia is a leading cluster of environmentally friendly technologies, which unites Latvian enterprises and research institutions in the field of environmental protection projects. Also during the meeting, guests presented their capabilities in the field of water purification and water treatment. At the end of the meeting, the parties agreed on further cooperation and exchange of information.
At the meeting were discussed the development of housing and communal services taking into account the specifics of the territories. Opening the meeting, the head of the operation and implementation of housing and communal services programs of the Ministry of Construction of the Republic of Tatarstan, Airat Gallyamov, expressed hope that the experience presented would be useful and applicable in work, as well as contribute to solving state tasks. During the visit, members of the delegation were provided with information on the state of affairs in the housing and communal complex, as well as on the progress of the waste management reform. "Housing and communal services - is one of the most important sectors of our country: each of the 3.8 million residents - its customer. Tatarstan has come a long way: from understanding the importance of the industry to implementing large-scale programs and creating the country's first Regional Overhaul Fund. We became one of the first who started implementing an integrated strategy to solve problems in the housing sector,” - said Airat Gallyamov. The guests asked questions, raised their existing problems. At the end of the meeting, the parties expressed hope for continued constructive interaction.
The guests visited the innovative sites of KSUAE. On 15th of November, 2019, in the architectural and educational space of KSUAE "BFFT.space", the Strategic session (seminar) of the All-Russia People's Front (ONF) "Architecture and Power. The State Architectural Policy of the Republic of Tatarstan" was held. The seminar was held in the format of three sessions:
1. Historical and cultural identity and socio-economic solutions for the transformation of urban spaces in the Republic of Tatarstan;
2. Problems of ensuring the operational stability of landscaped areas;
3. Architectural monitoring, urban planning audit and master plans of the cities of the Republic of Tatarstan.
KSUAE rector R.K. Nizamov greeted the guests of the university and wished fruitful work. The results of the meeting of ONF experts will be published in the form of a resolution, as well as instructions and recommendations for executive authorities at the municipal and republican levels.
The Inspectorate for State Construction Supervision has conducted 1 thousand 268 inspections since the beginning of 2019. For violation of the rules and norms of labor protection, 320 decisions were issued for a total amount of 13 million 934 thousand rubles. Self-regulatory organizations inspected 1 thousand 141 organizations - members of SROs. Such data was announced today at the republican meeting in the Government House by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all areas. The meeting was attended by the Prime Minister of the Republic of Tatarstan Aleksey Pesoshin. The Minister said that this year there is an improvement in the situation regarding labor protection at construction sites. From January to November, 16 accidents occurred, as a result of which 2 people died. For comparison: for the same period of 2018, 7 deaths were recorded. Irek Fayzullin reported that on the 15th of November, 1.9 million square meters of housing were commissioned in the republic, which is almost 80% of the plan. Under the program to improve the living conditions of veterans of the Great Patriotic War, three houses under construction for 7 veterans are in a high degree of readiness and will be commissioned before the end of 2019. Under the multi-unit investment housing program, construction of 36 facilities is ongoing, of which 31 are in a high degree of readiness, and 5 are in an average degree. In terms of individual housing construction in the republic, out of the planned 7,325 houses, 7,285 objects were commissioned with an area of 947.2 thousand square meters. Under the “Accessible Environment” program, work has been fully completed at all 12 sites.
In the Salavat Cooper microdistrict of Kazan, kindergartens for 260 children were built. Two-story buildings were erected on a reuse project. Today, on the 12th of November 2019, the Inspectorate of the State Construction Inspection of the Republic of Tatarstan issued a conclusion on the compliance of these objects with project documentation. Also, the buildings comply with the requirements of energy efficiency and the requirements of equipping capital construction facilities with metering devices, used energy resources (statement of compliance). Two kindergartens are located in 7 and 8 micro-districts along Nurikhan Fattakh Street, Kirovsky District of Kazan. The kindergartens are equipped with facilities for younger, middle and senior groups for children from one and a half to seven years. For each group, there is a games room, a bedroom, a dressing room, a buffet and a toilet. In addition, the preschool institution has music and sports facilities, facilities for holding study clubs and a medical unit. There is an elevator for transporting fire departments and people with limited mobility.
Today, on the14th of November 2019, the Minister of Construction, Architecture and Housing of the Republic of Tatarstan, Irek Fayzullin, and the Minister of Health of the Republic of Tatarstan, Marat Sadykov, visited the Chistopol Municipal District. Together with the chief doctor of the Chistopol Central District Hospital Rais Mustafin and the deputy head of the Executive Committee of the Chistopol municipal district Pavel Emelyanov, the guests examined the progress of the overhaul repairing of the in-patient hospital of the Chistopol Central District Hospital and discussed important issues on the completion of the repairing. The meeting on the completion of the overhaul in the hospital building of the State Autonomous Healthcare Institution “Chistopol Central District Hospital” took place in the conference hall of the children's clinic. The ministers, together with the chief physician of the Chistopol Central District Hospital and the deputy head of the Executive Committee of the Chistopol municipal district for infrastructure development, discussed the existing problems on the way to completing the repair. Before holding the meeting, the ministers personally examined each floor of the hospital, the condition of the wards and the intensive care unit. Irek Envarovich instructed those present to recalculate the actual cost of repairing the hospital building, taking into account the necessary equipment and the construction of the outbuilding of the diagnostic department. He also raised the issue of landscaping the hospital: asphalting access roads and building a helipad.
As part of the execution of the order of the President of the Republic of Tatarstan, Rustam Minnikhanov, a methodological seminar on the organization of the work of the archive and its maintenance was held in the Ministry of Construction of Tatarstan. The Deputy Minister of Construction, Architecture, Housing and Communal Services of the RT Vladimir Kudryashev addressed the participants with a welcoming speech. In his greeting, he spoke about the importance of working with documents, the efficiency and quality of decisions made, and the overall efficiency of the department, largely depend on the state of working with documents. Representatives of the Tatarstan State Archive told the participants about the procedure for the formation of the archive and its tasks. Within the framework of the seminar, the attendees considered issues of legislative regulation in the field of archiving, on the rules for processing and generating documents, preparing documents and files for transfer to permanent storage in the archive. The staff of the state archive noted that the Archival Fund of the Republic of Tatarstan is one of the largest funds in Russia. The stored documents date from the 17th century to the present, some documents date from the 9th century.
