IInformation-Advisory group on legal aid carried out a visit to the rural settlement in to zirekle  village of Novosheshminsky municipal district of the Republic of Tatarstan.The event was attended by the specialist of the legal Department of the Ministry of construction, architecture and housing and utilities RT L. A. Akhmetzyanova.

The Minister told parliamentarians about the current situation regarding the transition to a new waste management system. Today, during a meeting of the State Council at a Government Hour, deputies considered the problems of transition to a new system for the management of production and consumption waste in Tatarstan. Presentations were made by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin and the Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov. Irek Fayzullin noted that at the present time in Russia annually a city with a million people produces up to 400 thousand tons of waste. On average, about 300-400 kg of waste per year are generated per inhabitant in a country. “By the time the republic entered the waste management reform, we had studied the best practices of other regions.

The Innopolis School project, which was developed by the State Unitary Enterprise “Tatinvestgrazhdanproekt”, became the winner of the Build School Project 2019 competition. The competition’s founder is the Union of Architects of Russia, the jury includes international experts. The Build School Project competition is being held for the third time, this year about 70 works from around the world were presented at the competition. The Republic of Tatarstan was represented by the State Unitary Enterprise “Tatinvestgradanproekt”. The competition is traditionally held as part of the international design exhibition. Tatinvestgrazhdanproekt takes part in the Build School Project for the third time, presenting projects of the Innopolis School and two kindergartens at the competition this year. The Institute has repeatedly won the competition in various categories. “It's great when the project organization has an extensive focus - the institute designs education, healthcare, sports, office buildings, is actively involved in restoration, and much more, and all this is at a high level,” - the contest organizers noted, adding that Tatinvestgrazhdanproekt almost always becomes the winner and nominee of various competitions of the Russian and international levels.

From the Republic of Tatarstan, the event was attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Ainaz Yarmiev. Over the 2 years of its holding, 44 projects in 39 cities and 5 historical settlements became winners. The All-Russian contest of the best projects for creating a comfortable urban environment was organized on behalf of the President of Russia Vladimir Putin and was first held in 2018. The annual prize fund of the Competition is 5 billion rubles. Funds are allocated from the federal budget to support winning projects from 80 small towns and historical settlements. “Next year we will hold two competitions at once. By the 1st of February, filing of applications for 2020 will be completed and by the 1st of September we plan to make a competition for the next 2 years,” - said Vitaliy Mutko. According to Igor Komarov, the significance of the contest is dictated by its relevance. Regions of the district from the federal budget received more than 3 billion rubles. “This support is a significant help in solving the problems of urban disorder that have been accumulating for many years,” - said the Presidential Envoy. In addition, the plenipotentiary representative drew attention to the fact that increasing the attractiveness of urban spaces in small cities and historical settlements can make a significant contribution to solving the currently pressing problem - the development of domestic and inbound tourism.

The VIII International Forum of Innovation Development "Open Innovations" is held in the Skolkovo Technopark from 21 to 23 of October. The international award GREEN MOBILITY AWARD was established in 2017 as part of the Nordic Council of Ministers Project “Eco-Mobility - Creating an Accessible and Safe Environment” (“Green Mobility”) and is awarded annually to cities and experts who implement innovative projects and sustainable development strategies, aimed at increasing the mobility of all residents, reducing emissions of greenhouse gases and pollutants into the atmosphere, as well as creating convenient, accessible, attractive and green public spaces.

The company #Suvarstroit commissioned four multi-storey single-section houses with a total fund of 1220 apartments - two houses of the second stage of the "Skazochny Les" residential complex (25-storey Ryabina and 23-storey Cheremukha), and two houses of the 'Palitra" residential complex (25-storey building 5.1 and 23-storey building 5.2). All houses have been given an official address, and settlement of residents has begun. Residential complexes "Skazochny Les" and "Palitra" are being implemented as part of the creation in the Volga region of Kazan of the new micro-district "Volzhskie Prostory" on an area of ​​29 hectares, designed for a total of 15 thousand inhabitants.

During planned and unscheduled inspections of the housing stock in the areas assigned to the inspection - Aznakaevsky, Bugulminsky, Bavlinsky, Leninogorsky, Yutazinsky, inspectors of the Bugulma Zonal Housing Inspectorate for 9 months of 2019 examined 581 houses with a total area of ​​4119.19 thousand square meters. Based on the results of the inspections, 556 orders were issued to the managing organizations and individuals, 147 protocols on administrative offenses were issued, including: for legal entities - 4, officials - 24, individuals - 119. Penalties for the total amount of 475,300 rubles. Actually paid fines in the amount of 422,300 rubles.

In Kazan, a kindergarten No. 158 "Tamchy" ("Drops") opened its doors. The new institution, designed for 340 children and 18 children's groups, including eight nurseries, was built on the territory of the Vesna residential complex on Tabeeva St., 2. The institution became the largest in Tatarstan. In total, 306 kindergartens operate in Kazan. This year, 6 pre-school institutions have been opened in the city, by the end of this year it is planned to open 4 more (12 buildings in total). This year, overhaul repairing is carried out in 16 buildings of kindergartens. At the end of the work, kindergartens will be opened to 2510 children aged 2 to 6 years.

To the 18th of October, 1 million 836.9 thousand square meters of housing were commissioned in the Republic of Tatarstan, which is 75.7% of the plan. Such data were cited by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin, at a Republican meeting in the Government House of the Republic of Tatarstan today. According to Irek Fayzullin, in the field of labor protection in construction, the Inspectorate of State Construction Supervision has carried out 1 thousand 132 inspections since the beginning of 2019. For violation of the rules and norms of labor protection, 299 decisions were issued for a total amount of 12 million 127 thousand rubles. Self-regulatory organizations conducted inspections of 1 thousand 20 organizations - members of SROs. In terms of individual housing construction in the republic, out of the planned 7,325 houses, 6,862 objects with an area of ​​892 thousand square meters were commissioned. On objects of the program of public spaces, work is carried out at all objects. The program includes 54 objects in 35 municipal districts (the volume of the program is 3 billion 273 million rubles, of which 2 billion rubles are the budget of the Republic of Tatarstan, 1,273.2 million rubles are the budget of the Russian Federation). The construction of cowsheds and sheep farms continues in the republic. As of the 17th of October, work was completed at 10 sites out of 15 (Aktanyshsky, Kukmorsky, Tetyushsky, Tukaevsky districts). Work is underway at 5 sites. Overhaul of cowsheds was completed at 128 out of 145 sites. Work is ongoing at 17 sites. As of the 17th of October, overhaul of the machine and tractor parks was completed at 52 out of 63 facilities. Work is underway at 11 facilities. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan briefly reported on the preparation of documentation for the housing construction program for 2020.
