The criteria  according to which it is possible to complete earlier started construction by the old rules, i.e. without using escrow accounts have been approved. This was announced today by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimayev at a republican meeting on project financing of housing construction. It should be noted that from 1st of July 2019, all Russian developers should switch to project financing of housing construction using escrow accounts. Opening the meeting, Deputy Minister of Construction Ilshat Gimaev said that a decree of the Government of the Russian Federation was signed yesterday, which will facilitate construction for developers of apartment buildings. According to the decree, developers will be able to attract funds of real estate investors directly, without creating escrow accounts, if the house is ready for more than 30%. The number of concluded equity participation agreements must reach at least 10% of the number of residential and non-residential premises in a residential building. Ilshat Gimaev assured that there should be no failure in the construction market of Tatarstan due to reform.

The deputy minister spoke at the opening ceremony and looked at the exhibition. Attendees of the event will be able to familiarize with information about new developments in the construction market, select finishing materials, get contacts with suppliers and establish business contacts. “Tatarstan is the undisputed leader among the regions of the Volga Federal District in terms of the share of the volume of construction work (the volume of capital investments 2018– 360 billion rubles), which is 28.6% (in 2017 - 21.4%) with the share of the population 13, 2%. Another important event of the business program was the round table "Actual issues of the development of the construction industry." Ilshat Gimaev stressed that the solution of issues of development of the construction industry, primarily aimed at the implementation of the instructions of the President of Russia on the transition to a new system of housing development. The topic of discussion was also labor protection. Experts discussed industrial injuries in the construction industry. “The interaction of the ministry with municipalities, control and supervisory bodies, SROs, the trade union and customers over the past 5 years has reduced the number of accidents in the construction industry by 2.6 times (from 57 to 22, including fatalities from 19 to 9 ),” - said the representative of the Ministry of Construction.

The rules for monitoring the prices of construction resources will be changed. The draft resolution is being finalized and will be approved soon. This was announced by the head of the Ministry of Construction of Russia Vladimir Yakushev at a meeting of the State Council working group on the issue of "The development of the housing market and the formation of a comfortable urban environment"  at 22nd of April. The resolution spelled out the possibility of participating in the monitoring of regions, federal executive bodies, state corporations and companies with state participation with verification of their data by the Glavgosexpertiza of Russia,” - the minister specified. It is also proposed to expand the list of types of information on the price of building resources, including the price of offers of manufacturers and wholesale suppliers. Vladimir Yakushev said that by July of the current year it is planned to adopt a bill that is proposed to “unfreeze” a change in federal rates and their components to include new technologies (changes in 191-FL). These measures will give the construction industry new and update the existing indices, increasing the accuracy of the calculation of the cost by about 10-15% already this year.

The resolution issued on 22nd of April , 2019 No. 480. The criteria determining the degree of readiness of an apartment building or other real estate and the number of concluded contracts for participation in shared construction have been approved, provided that the developer is given the right to raise funds from participants of shared construction without using escrow accounts under contracts for participation in shared construction submitted for state registration after 1st of July, 2019. The purpose of the decision is to ensure the completion of residential buildings in cases where it is possible to complete the shared construction according to the old rules, i.e., without the use of escrow accounts. The criterion of the degree of readiness of the construction project is set at a minimum of 30% with the exception of a number of cases. If the construction project is implemented within the framework of agreements on the development of a built-up area, integrated development  of the territory, other agreements that provide for the developer’s obligations to build and transfer social and engineering infrastructure objects to state or municipal property and (or) demolish old and damaged housing, the degree of readiness of the construction project should be at least 15%.

On the Portal of State and Municipal Services of the Republic of Tatarstan and in the “Services of the RT” mobile application, an online survey of public spaces has been extended - parks, squares, embankments, streets and other territories, which will be landscaped in 2020 as part of the  program “Formation of a comfortable urban environment". To use the service, you must log in to the Public Services Portal of the Republic of Tatarstan in the “Polls” section. Respondents will be able to choose the most priority areas - parks, squares, embankments, streets - from the options presented, as well as put forward their own proposals. We remind that the voting is related to address, that is, residents of municipal districts can vote for the territory of their district only. This allows you to get a personal opinion of the immediate residents and visitors of public spaces located in the area. Kazan residents choose public spaces in each district of the city. In total, 191 objects in Tatarstan were offered to the voters to choose from. After the survey is completed, the current poll results are available.

From April 10th to 12th of April  2019, in the South-West State University (Kursk), the final stage of the International Student Olympiad on Heat, Gas Supply and Ventilation (Master's level) was held at the Department of the Heat, Gas Supply and Ventilation. The competition was attended by students of Russian universities: Belgorod State Technical University n.a. V.G. Shukhov, Voronezh State Technical University, Ivanovo State Polytechnic University, Kazan GASU, Nizhny Novgorod State University of Architecture and Civil Engineering, Penza State University of Architecture and Construction, Saint Petersburg State University of Architecture and Civil Engineering , North-Eastern Federal University (NEFU) n.a. M.K. Ammosova and others. According to the results of the assignments and the evaluation of the jury, the best student (1st place) became Valeyev Bulat! In the team event KGASU took the 1st place in the Olympiad.

In Tatarstan, 860 thousand square meters of housing were commissioned, which is 35.5% of the plan. The Minister of Construction, Architecture, Housing and Public Utilities of the Republic of Tatarstan Irek Faizullin announced this at a republican meeting. The Minister said that the Inspectorate of State Construction Supervision and the State Labor Inspectorate from the beginning of 2019 carried out 385 inspections. For violation of the rules and regulations of labor protection, 65 decisions were issued for a total amount of 2 million 490 thousand rubles. Self-regulatory organizations conducted inspections of 338 organizations - members of SROs. In the republic, within the framework of providing housing for certain categories of citizens within the budget allocated for 2019, it is planned to provide housing for 132 families. Including 33 large families with 5 or more children. On 5th of April, certificates were issued to 33 large families. It is also planned to provide housing for 54 young families, 45 citizens from among the forced and displaced people from the Far North and Chernobyl victims. On 18th of April, certificates were issued to 19 Chernobyl victims and 15 displaced persons. In terms of individual housing construction in the republic, out of 7,725 planned houses, 3,676 objects were commissioned.

From 23rd to 26th of April with the support of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, the 24th International Specialized Exhibition VolgaStroyExpo and the 23rd Specialized Exhibition "Security. Connection.The Internet" will be held at the Kazan Fair Exhibition Center.  100 companies from Kazan, the Republic of Tatarstan, as well as from 20 cities and regions of Russia, will present products in the main areas of the construction industry: building and finishing materials, insulation, building structures, building and industrial equipment, engineering networks, housing construction, land improvement, road construction technique. The exhibition is accompanied by a rich business program with the participation of relevant unions and associations.

Today in Pavlovsky Posad, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov was received. The guest was personally received by the head of the city district Oleg Sokovikov, after which the working meeting was continued by the acting deputy head Vadim Dubinsky. In the framework of the exchange of experience, the delegation visited the qualifying competitions of Worldskils Russia 2019 in training young professionals in the Moscow region. This morning President of the Republic of Tatarstan Rustam Minnikhanov walked along the historical center of Kazan and along the embankment of the Kazanka River (Kremlevskaya Embankment). At the site near the Tatar Academic State Opera and Ballet Theater named after Musa Jalil, a scheme  for redistributing automobile and pedestrian flows in the historic center of the city was presented to Rustam Minnikhanov. It is assumed that by changing the traffic pattern of the cars, pedestrian connections between Svoboda Square - Sultan-Galiyev Square - Fuchs Square will be organized. Nurgaleev asked to transfer the two-story buildings to the museum, for further placement of museum exhibits in them. Rustam Minnikhanov instructed the Kazan City Hall to work on this issue. In the building №  70/10 on Karl Marks street placed a branch of the Moscow State Academic Art Institute n.a. Surikov in Kazan. At the moment, the building is under repair and restoration work. During the inspection of the Kremlin Embankment from the street Podluzhnaya Rustam Minnikhanov proposed to organize a football field in the vacant territories immediately after the Millennium Bridge.
