Expressing confidence that the meeting will serve as an impetus for the further active development of Tatar-Turkish relations in general and in the field of construction in particular: "We count on the interest of the Turkish partners in the construction of health facilities in our republic." The Ministry of Transport discussed prospects for cooperation in the design and construction of roads and small bridges. At the end of the meeting, the parties agreed on the continuation of the work and discussed the prospect of further cooperation in specific areas.
Since the beginning of the program, 27 modular ski bases have already been built in the republic. In 2019 in Tatarstan will be spent about 62 million rubles for the construction of eight ski bases. This was announced at a press conference at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan by the head of the department for the development of the building complex Dinar Sagdatullin. “This year the cost of one module is 7 million 681 thousand rubles. The total amount for 2019 is about 62 million rubles,” - he noted, adding that this amount includes both construction and staffing of the ski base with all the necessary equipment. So, the ski bases will have coaching rooms, rooms for storing and processing skis, men's and women's changing rooms and bathrooms. Besides, the bases will be equipped with skis, boots, snowmobiles and much more. New ski modules in 2019 will appear in Bavlinsky, Vysokogorsky, Zelenodolsky, Mamadyshsky, Mendeleevsky, Muslyumovsky, Pestrechinsky and Chistopolsky districts of the republic. Sagdatullin also added that for 2 years of the program in the country, 27 modular ski bases were built - 11 bases in 2017 and 16 modules in 2018.
From 11th to 14th of April, 2019, a student of the 6TV03 group Malinov Dmitry Olegovich as part of the Russian national team took part in the Global Skills Challenge 2019 professional skill competition held in the Australian city of Melbourne. At the Global Skills Challenge 2019 500 participants competed in 24 competencies. In addition to Dmitry, representatives from 9 countries took part in the competitions on the plumbing and heating competence: France, Taipei, Brazil, Australia, India, China, Japan, New Zealand, Malaysia. Within 4 days, in accordance with the competitive task, the participants carried out the installation of heating systems, hot and cold water supply and sewage systems. As a result of persistent struggle and rigorous expert evaluation, Dmitriy took 2nd place, yielding only to the representative from Japan.
In the residential complex "Usadba Tsarevo" in the village of Old Shigaleevo Pestrechinsky district opened the kindergarten "Ivushka" for 160 places. The total area of the 3-storey building is 3.9 thousand square meters. Design and estimate documentation was developed by Armida LLC. “In kindergarten, everything meets the requirements, the equipment is modern. I think that everything has been done at a high level,”- Ksenia Nikitina, director of the MBDOU Ivushka, shared with the correspondent. She also said that in 8 groups of kindergarten 160 children from 2 to 7 years old will be engaged.
When will your home undergo a major overhaul repairing? What types of work does the overhaul repairing include? Where refer if you are not satisfied with the quality of the work? These questions were answered by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nailevich Nasyrov.
Ildus Nailevich, please tell us about the overhaul repairing program, how was it formed?
The regional program for the overhaul repairing of apartment buildings (AP) was launched in Tatarstan in 2014 and is designed for 30 years - until 2043. The program includes 16 577 houses - these are all apartment buildings of the Republic of Tatarstan. The regional program is updated annually (at least once a year). What is it done for? There are houses that drop out of the program due to emergency condition, there are newly built houses that belong to it. I would call this program “live”: it is processed daily and adjusted annually. More information about it can be found on the official website of the Ministry of Construction, Architecture and Communal Services of the Republic of Tatarstan.
What about this year?
This year, the short-term plan or otherwise the annual plan for the production of major repairs included 933 apartment buildings in 42 districts, with a total area of 5.6 million square meters. The amount of funding is set at 5 billion 805 million rubles. How is the program funded? Each apartment owner of an apartment building according to the Housing Code must pay a fee for the overhaul of the home. Currently, in the Republic of Tatarstan the amount of the fee is 5.85 rubles per square meter. All the funds of the population are accumulated in the “Utilities Fund of the Republic of Tatarstan”. The volume of financing this year is 5 billion 805 million 213 thousand rubles, including the budget of the republic allocated 1 billion 023.47 million rubles; municipalities - 1 billion 72.93 million rubles, citizens' funds -3 billion 708.81 million rubles.
Not a single municipality is left without republican funds?
All funds are distributed in proportion to the money collected from the population.
How are contractors selected?
Since 2018, Government Decree No. 615 has been in effect on the territory of the Russian Federation. The method for selecting contractors has changed significantly. The system has become two-step: the selection of contractors is carried out in 2 stages. At the first stage, the ministry, using an electronic auction, forms a register of contractors, and at the second stage, the Housing and Utilities Fund of the Republic of Tatarstan, after the formation of the program, selects contracting companies from this register.
The Ministry of Construction of Russia, together with the Central Bank of the Russian Federation and DOM.RF, developed recommendations to determine the optimal procedures for interaction between authorized banks and developers when switching to project financing of shared housing projects using escrow accounts. This was stated by the head of the Ministry of Construction of Russia Vladimir Yakushev during a speech at the Sberbank conference on the transition to project financing on 15 th of April in Samara. Recommendations will be sent to the constituent entities of the Russian Federation for distribution to developers that implement equity construction projects using escrow accounts funded by bank loans and authorized banks that provide loans to developers. “We have developed a document for the formation of optimal procedures for the interaction of banks and developers in the transition to project financing. It is important that all participants in the process are in the same paradigm when moving to the new rules for the implementation of construction and understand how to work with each other. This will help us to make the procedure of communication between the bank and the developer more transparent and understandable,” - said Vladimir Yakushev.
On April 13, speaking at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Aleksey Pesoshin and all regions of the republic, Minister of Construction, Architecture, Housing and Utilities of the republic Irek Faizullin said that 936 multi-apartment houses with the total area of 5.6 million square metres in 42 municipal regions of the republic will be overhauled in Tatarstan in 2019.
Faizullin also reported on the implementation of capital repair programme of Executives Committees (Councils) of municipalities. It is planned to overhaul 31 buildings of Committees with the total funding amounting to 49m 345,82 thousand roubles. As of April 11, as many as 14 buildings of 31 planned are being overhauled.
Under the capital repair programme 26 youth clubs with the total funding amounting to 100 million roubles will be repaired in 2019. As of April 11, as many as 25 clubs of 26 planned are being overhauled.
As of April 12, the works on capital repair at 19 facilities of the State Veterinary Service of the republic have been organized and three facilities of 22 planned have been overhauled.
Capital repair of healthcare facilities and provision of medical equipment and furniture is being implemented in the republic with the total funding amounting to 70 m 924,23 thousand roubles. As many as 9 facilities are planned to be overhauled.
The Minister also reported on the work of regional operators on collection and waste disposal and handling of municipal solid. Each organization is responsible for its service area or area of operation.
Minnikhanov proposed to hold a separate video conference with municipal regions to explain the details of working with regional operators for waste collection.
Faizullin asked the heads of municipal regions to provide more detailed report on the further implementation of public space projects on the pregramme “Formation of the Modern Urban Environment”.
In the first half of the year, acceptance of applications will begin on 15th of April . Competitions for the title of "People's Recognition" will now be held no more than twice a year.
