The scholarship for the strongest design work awarded for the second year in a row. In the auditorium of the Kazan State University of Architecture and Civil Engineering, the competition for nominal scholarships "Tatinvestgrazhdanproekt" started again. The start of the scholarship program was given by Adele Albertovich Khusnutdinov, General Director of the State Unitary Enterprise Tatinvestgrazhdanproekt and Rashit Kurbangalievich Nizamov, the rector of KGASU. The event was also attended by members of the Expert Council of the State Unitary Enterprise Tatinvestgrazhdanproekt. “I believe that last year we all did serious work together. I am sure that the competition is a good incentive for successful study and professional development, each participant was able to test their knowledge in practice, to realize their creative potential, ” - the institute's general director addressed with parting words.

The introduction of innovations in the utility industry, the overhaul of apartment buildings and social and cultural facilities — these and other important topics were discussed today by Deputy Minister Ildus Nasyrov and Minister of Housing and Communal Services of the Sakhalin Region Dmitry Zaitsev. Special attention was paid to the sphere of heat and power supply, water supply and sewage facilities of the republic. In his speech, Deputy Minister Ildus Nasyrov noted that the main factor in the satisfaction of citizens is the condition of multi-family residential buildings. And this has been achieved thanks to the implementation of the overhaul housing program: “Over 10 years of work in the Republic, 5091 elevators were repaired and replaced, over 7.5 million square meters of roof, 14 million square meters of the facade was repaired. In general, 10,664 houses were repaired for a total of 58 billion 847 million rubles, of which 10 billion 551 million rubles are federal funds.” Director of MUE Kazan Energy Service Center Evgeny Chekashov spoke about improving the quality of public services. In conclusion, the head of the Sakhalin delegation thanked the Ministry of Construction of Tatarstan and all the participants for the open, meaningful conversation and expressed hope for further cooperation.

The Ministry of Construction of Tatarstan together with the JSC “DOM.RF” held today a seminar-meeting on the functioning of the Unified Information System for Housing Construction. Representatives of the system developer addressed the most pressing issues that arise when working with UISfHC. The meeting was led by Deputy Minister Ilshat Gimaev. Participation was attended by representatives of developers, local authorities, authorized control bodies (supervision) in the field of shared construction and the Public Chamber of the Republic of Tatarstan. The students were told about the nuances of work in the main blocks of the system, the requirements for the information being entered. Some participants made their proposals for its technical improvement - they will be taken into account by the developers. We would like to remind that the Unified Information System for Housing Construction (UISfHC) was created by the Ministry of Construction of Russia and JSC "DOM.RF" in 2017, in which, from 1st of January 2018, information on all developers and shared construction projects is entered.

Since the start of the program to restore lighting in rural areas of Tatarstan, more than 55 thousand energy-saving lamps have been installed. From 2014 to 2018, the financing of the program amounted to 1 billion 125 million rubles. This year it is planned to allocate 225 million rubles for the implementation of the program. In 2018, the program installed more than 10 thousand lamps and 273 electricity metering boards. More than 354 km of self-supporting insulated cables were also installed. 225 million rubles were also allocated for these purposes. From 2014 to 2017, over 45.7 thousand lamps, 2 thousand electricity metering panels and 1.3 thousand km of self-supporting insulated cables were installed. The program to restore lighting in rural areas has been working in the country since 2014 in order to reduce electricity consumption by introducing energy-saving and energy-efficient equipment and bringing street lighting to a standard condition.

According to the results of the first regional championship on the competence “Operation and maintenance of an apartment building”, which opened today in Kazan, two participants of the WorldSkills national championship will be selected. The championship will be held in May this year in the capital of Tatarstan. The director of the Kazan College of Construction and Municipal Economy Zhamil Bakayev said this after the opening of the regional championship, reports the Tatar-inform news agency. “In May, during the WorldSkills national championship, the competence“ Operation and maintenance of an apartment building” will be presented as a presentation. It will be held outside the general competition. About five to six people from all over Russia are expected to participate in it. These are two representatives of Kazan, as well as representatives of the Kaliningrad, Yaroslavl, Astrakhan and Chelyabinsk regions,” - he said.

In the regional championship in terms of competence “Operation and maintenance of an apartment building”  take part six people, all of them are students of the Kazan College of Construction and Municipal Economy. Competitions will last three days and held in three modules. Students will hold a general meeting of residents and meetings with negative-minded appartment owners, as well as with representatives of organizations providing third-party services. They will visit the apartment building, visually evaluate it and compile a defective statement. “The main expert of the championship is Alexander Sharashkin, adviser to the management of educational projects of the State Corporation“ Fund for Assistance to the Reform of the Housing and Utilities Sector ”. Also two more experts from Moscow and one representative of the Yaroslavl region came with visit. The executive director of the Regional Center for Public Control in the Housing and Utilities Sector of the Republic of Tatarstan Dmitry Romanov acts as an expert from Tatarstan, ” - said Zhamil Bakayev.

The chief expert of the championship, Alexander Sharashkin, explained that specifically for the WorldSkills-2019 championship in Kazan, the Fund for Assistance to the Reform of the Housing and Utilities Sector will present the most advanced modules in this competence. This is the “JK Profi” - a simulator for managing an apartment building, which will help specialists to virtually assess the condition of an apartment building and also virtually take steps to repair and restore it. In addition, two more modules will be presented: “Improvement of the local area” and “Analysis of the consequences of major repairs”. “In total, since January 2019, we have held four such regional championships. Winners are invited to work in various organizations utilities. Such examples were in the Yaroslavl and the Chelyabinsk region. This suggests that there is a need for highly qualified specialists in the housing and utilities sector, ”- said Alexander Sharashkin.

In the Republic of Tatarstan on 4th of April, 2019 772.7 thousand square meters of housing, which is 31.9% of the plan, were commissioned. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin announced this at a republican meeting. As Irek Fayzullin reported, in the field of labor protection in construction, the Inspectorate of State Construction Supervision and the State Labor Inspectorate have conducted 322 inspections since the beginning of 2019. For violation of the rules and regulations of labor protection issued 61 decisions totaling 2 million 370 thousand rubles. Among the 136 objects of the 2019 investment program, 57 are in a high degree of readiness; 27 facilities on average degree; in a low degree of readiness - 52 objects. Under the program of multi-apartment investment housing, 37 houses were commissioned, the remainder being 94 houses. Out of 94 multi-apartment investment residential buildings under construction, 47 houses are in high readiness; on average readiness - 37 houses; in a low degree of readiness - 10 houses (construction started, readiness up to 30%). In terms of individual housing construction in the republic, out of 7,725 planned homes, 2,852 facilities were commissioned, the remainder is 4,473 houses.

From1st of April  to 31st of May 2019, in the Republic of Tatarstan, within the framework of the sanitary-ecological two months  the action “Clean construction” is held in order to clean the territories of settlements. We remind you that developers and contracting organizations should organize activities on construction sites to ensure compliance with cleanliness and prevent contamination of construction sites.

Within the framework of the 32nd Interregional Building Exhibition "Crimea. Construction Industry. Energy Saving. Spring-2019" (Republic of Crimea, Simferopol), an open-ended competition of promising architecture "Architecture - a step forward!" was held for the first time. The competition is designed to assist Russian architects and designers in promoting innovative ideas aimed at designing, building and popularizing modern low-rise architecture. The moderator of the Competition was OOO "Forum". Crimean exhibitions” and architectural design bureau "Versalproekt". The competition was attended by architects, designers, architectural and design bureaus, studios, creative teams, students of architectural educational institutions of Russia. The winner of the competition “Architecture is a step forward!” (1st place) in the nomination “Low-Rise Architecture - Student Project” was the project “Wandering” by students of the Institute of Architecture and Design of KGASU Selivanova Darya Vladimirovna and Berezin Ilya Ilfatovich.

The Inspectorate of State Construction Supervision of the Republic of Tatarstan has begun to exercise control over the construction of a pre-school educational organization in the Privolzhsky district of Kazan, along Professor Kamai Street. Currently, builders here are working on masonry exterior walls of the 2nd floor. Kindergarten is planned for 220 seats. Financing of construction is carried out at the expense of Tatarstan budget funds. The developer is the Main Directorate for Investment and Construction of the Republic of Tatarstan.
