A new school in the Kazan residential complex "Solov'inaya Rosha" was built at 70%. It is planned to complete the construction of the building by September 2019. Three-storey school with a total area of ​​about 25 thousand square meters can take 1,224 students. The construction of the building began in 2018. The educational building will be equipped with two sports halls - a large one with a stands for spectators and a small one. There is an assembly hall and a hall for practicing choreography. "The school also planned the installation of two pools, taking into account groups of people with limited mobility," - the deputy director of the Main Investment and Construction Administration added.

Dmitry Medvedev, Chairman of the Government of the Russian Federation, signed a decree approving the method for determining the quality index of the urban environment. This was announced today at 25th of March, by the head of the Ministry of Construction of Russia Vladimir Yakushev during the All-Russian selector meeting on the implementation of the national project "Housing and the urban environment." The technique is designed to determine the quality level of the urban environment of human settlements, by calculating and assigning them the quality index of cities. Evaluation of the quality of the urban environment will allow to determine the current state of the urban environment, including the identification of the advantages and disadvantages of cities, current problems. The systematic receipt of this information will also allow developing on its basis qualified solutions for the development of cities at the federal, regional and municipal levels, as well as assess the effectiveness of programs and projects already implemented in this area. The indicators of the urban environment index are divided into six areas: housing, public business infrastructure and adjacent spaces, social leisure infrastructure and adjacent spaces, green areas, embankments, street infrastructure and citywide space, as well as the factors that form the habitat - safety, comfort , environmental friendliness, identity and diversity, the modern environment and the effectiveness of government.

From 22nd to 26th of May, a long-awaited event will take place in the Kazan Kremlin - the II All-Russian Festival “Architectural Heritage 2019”. The All-Russian Festival is organized by the All-Russian Creative Professional Public Organization “Union of Architects of Russia” and the Government of the Republic of Tatarstan. The theme of this year’s festival is “Historic City: Space Reboot”. The goal of the festival is to identify positive and progressive trends in the development of projects in the field of preserving the architectural and city-building heritage, to preserve unique objects of the architectural and city-building heritage at various stages of the development of national culture. The festival will be held contests, exhibitions, business and cultural programs. The State Unitary Enterprise Tatinvestgrazhdanproekt will also take part in the "Arkhnasledie 2019". Recall that last year at the festival the institute won a bronze diploma in the review contest “The best object of preservation and development” in the nomination “Objects of civil architecture”. In total, in 2018, 25 regions of the country took part in the festival. The festival is held with the support of the Ministry of Culture of the Russian Federation, the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, the Union of Restorers of Russia, the Committee of the Republic of Tatarstan for the Protection of Objects of Cultural Heritage, the Republican Renaissance Foundation, the Russian Academy of Architecture and Construction Sciences, the All-Russian Society for the Preservation of Historical Monuments and culture, with the participation of the administrations of the constituent entities of the Russian Federation, regional offices of the Union of Architects of Russia, specialized public organizations, foundations, associations, guilds and other non-governmental organizations.

In the field of labor protection, the Inspectorate of State Construction Supervision and the State Labor Inspectorate have carried out 296 inspections since the beginning of 2019. Inspection State Construction Supervision RT - 295 checks, State Labor Inspectorate - 1 check. For violation of the rules and regulations of labor protection, 53 decisions were issued for a total amount of 2 million 70 thousand rubles. Self-regulatory organizations conducted inspections of 242 organizations - members of the SRO. This was announced today at the Republican meeting in the House of Government of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Faizullin. The head of the Ministry of Construction of the Republic of Tatarstan reported that as of March 22, 642 thousand sq.m. of housing were commissioned in the republic, which is 26.5% of the plan. Within the framework of the program “Construction of kindergartens with the creation of nurseries in 2018-2019”, 29 objects are planned to be built (2018 - 15 objects, 2019 - 14 objects). To date, work is underway at 26 sites. Program execution come up to 22%.

In the course of an unscheduled examination of the appeal, in relation to the "Uyut" Real Estate Owners Association, which manages apartment buildings in the city of Bugulma, violations of the rules and regulations for the technical operation of the housing stock, approved by Decree No. 170 of 27th of September, 2003, have been identified. According to the inspections results, traces of the roof leakage in the apartment, leakage on the staircase at the site of the internal drainage were revealed. According to the revealed violations, a prescription was issued. The execution of the prescription remains under the control of the Bugulma Regional Housing Inspectorate.

As part of the implementation of measures to create additional places for children, 5.4 billion rubles were allocated for the construction of 29 pre-school educational organizations. Of which about 1 billion rubles is subsidies from the federal budget. The construction of kindergartens will provide more than 3,000 additional places for children from 2 months to 3 years of age and 2.9 thousand places from 3 to 7 years. Kindergartens will be built on one facility in Arsk, Kaybitsky district of Kushmany village, Tukayevsky district of Starie Yerykly village, in Usady village of Laishevsky district, in Menzelinsk, Elabuga, Aznakaevo, Mamykovo district of Nurlatsky district, Kuyuki village of Pestrechinsky district ; 2 objects each in Almetyevsk and Nizhnekamsk; 6 kindergartens in Naberezhnye Chelny, 10 kindergartens in Kazan.

A meeting on the introduction of innovative ICM technology (information-wave method) of sewage sludge treatment was held at the Ministry of Construction, Architecture, Housing and Utilities of the Republic of Tatarstan under the leadership of Minister Irek Faizullin. The reagent operates at a temperature of +4C degrees  and higher. It is optimal to introduce the reagent into the aero tanks, the activity of the reagent is maintained at a high level for 4-6 months. Il further effectively works in the fields, which allows to dispose of a larger volume of discharge. Irek Faizullin instructed to organize a pilot project at 2 treatment facilities.

According to the results of the survey, traces of roof leakage in the apartment, leakage on the staircase at the site of the internal drainage were revealed. For the violations, an administrative case was initiated against the chairman of partnership of real estate owners “Uyut”, a report was drawn up, a decision was made according to Article 7.22 of the Administrative Code of the RF. According to the revealed violations, a prescription was issued. The execution of the prescription remains under the control of the Bugulma Regional Housing Inspectorate.

A seminar was held at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan on the topic “Building Information Modeling Technologies (BIM) at the design, examination and construction stage. Practice of application and development prospects. ” The seminar was organized by GAU "Department of State Expertise and Pricing of the Republic of Tatarstan on Construction and Architecture" within the framework of the implementation of the state policy on the introduction of information modeling technologies in the field of industrial and civil construction and with the aim of accomplishing the tasks set by the Government of the Russian Federation.

The seminar was opened by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Vladimir Kudryashev. He said that this topic is very important. In Russia, at the state level, a decision has been made to transition to the standards of digitalization of the economy, including in the construction industry, and BIM technologies play a key role in this process. In the next two years, the Ministry of Construction of Russia together with the professional community must ensure the implementation of BIM technologies at all stages - design, expertise, construction and operation of the facility. At present, a draft law has been prepared that will make it possible to most effectively implement BIM technologies in the production process of organizations at all levels. He also said that Tatarstan was included in the number of pilot regions in working out issues of introducing BIM-technologies and preparing a regulatory and technical base. Now the working group is developing a base of facilities, which includes pilot projects at various stages - being in development and having already received expert opinion. He also noted that the regional expertise - State autonomous institution "Management of state examination and pricing Republic of Tatarstan on construction and architecture" has a great experience in reviewing BIM-projects and is ready to consider such projects in large volumes.
