This was announced by the head of the building complex development department Dinar Sagdatullin at a seminar-meeting with representatives of Kazan developers, banks and authorized control (supervision) bodies in the field of shared construction. “Financial and credit organizations need to strengthen work with developers on switching to escrow accounts. Bank specialists must cope with the influx of construction organizations, bring their consistent actions to automatism,” - said Dinar Sagdatullin. He also noted that the ministry is in constant dialogue with all professional participants in the share building market. It is ready to promptly respond to the challenges that developers and representatives of the banking community indicate, to take them into account in their work.
By order of the Ministry of Construction of Russia (No. 141 /pr of March 1, 2019), the methodology for developing standards for the preparation of project documentation was approved. It defines the basic rules for calculating the cost of design work and coefficients, taking into account various factors affecting the complexity of the design, as well as the requirements for the composition of supporting materials. Adoption and application of the methodology will allow the Ministry of Construction of Russia to begin global work on the revision of the existing reference books of basic prices for design work in construction, taking into account the basic price level of 1995 and 2001. The revision of the current base prices is planned to be carried out through the development of appropriate estimated standards.

The head of the Ministry of Construction of the Republic of Tatarstan said that in the field of labor protection, the Inspectorate of State Construction Supervision and the State Labor Inspectorate from the beginning of 2019 conducted 235 inspections. For violation of the rules and regulations of labor protection issued 42 decisions totaling 1 million 780 thousand rubles. Under the program of multi-unit investment housing 24 houses (154.2 thousand square meters in area) were commissioned, besides, there are 107 houses in the rest. There are 50 houses in the high degree of readiness for the remaining 107 multi-apartment investment residential buildings; on average readiness - 36 houses; in a low degree of readiness - 21 houses (construction started, readiness up to 30%). Irek Faizullin reported during the meeting that in the Republic of Tatarstan, 235 apartment buildings were being built by 91 developers.

The Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin reported at the republican meeting in the House of the Government of the Republic of Tatarstan about the overhaul program of apartment buildings in 2019. So, this year it is planned to repair 936 apartment buildings with a total area of 5.6 million square meters. 42 municipal districts take part im program (except Atninsky, Drozhzhanovsky and Kaibitsky districts). The amount of financing of the program is 5 billion 805 million 213 thousand rubles, including from the budget of the republic - 1,023.47 billion rubles, local budgets - 1 072.93 billion rubles, funds of owners - 3 708.81 billion rubles. Irek Faizullin also reported on the implementation of five programs of the Gasification Fund in 2019. These are such programs as “Providing the population with water in populated areas of the Republic of Tatarstan” (measures are planned at 141 facilities), “Restoration of street lighting in populated areas of the Republic of Tatarstan” (it is planned to build 237 km of power supply lines, install 166 electricity metering and control panels, replace 11 thousand 183 luminaires), “Replacing boilers in boiler houses of budgetary institutions of the Republic of Tatarstan” (replacing 116 boilers at 63 facilities in 43 districts).
