Non-profit partnership “Regional Center for Public Control in the Sphere of Housing and Communal Services of the Republic of Tatarstan”, on 15th of October 2019, launched a pilot project of the Republican Competition “Rating of Managing Organizations in Apartment Buildings of the Republic of Tatarstan” to improve the quality of activities in the management of apartment buildings, the satisfaction and comfort of residents of apartment buildings". Applications for participation in the pilot project of the republican competition will be accepted monthly from the 15th day of the current month to the 15th day of the next month inclusively. Processing of the received material and summing up the results of the pilot project will be carried out within 30 days from the date of completion of applications. Summarizing is made out by the protocol and signed by members of the competitive commission. The President of the Republic of Tatarstan Rustam Minnikhanov today visited the "Promenergo" production site. The enterprise for the manufacture of complete devices for intelligent electricity metering systems is located on the territory of the Zelenodolsk industrial park. Rustam Minnikhanov was accompanied by RT Deputy Prime Minister - RT Minister of Industry and Trade Albert Karimov, RT Deputy Minister of Construction, Architecture, Housing and Communal Services Vladimir Kudryashev, Head of the Executive Committee of Zelenodolsky District Mikhail Afanasyev, General Director of Network Company Ilshat Fardiev and others. During the "Promenergo" site inspection Rustam Minnikhanov was informed that from 1st of July, 2020, network organizations are required to ensure the installation of intelligent metering systems for all consumers, and from January 2022, to organize informational exchange data between network organizations and guaranteeing suppliers, necessary for mutual settlements for the supply of electric energy. In 2019, large-scale work is underway in the territory of Tatarstan to introduce an intelligent accounting system. In 29 regions of the republic, within the framework of energy service contracts, 122 thousand smart meters are being installed and wiring to residential buildings is being replaced. Based on the results of the implementation of the contracts, it is expected to reduce electric energy losses in the distribution network by 11%, as well as increase the observability of electric networks. New smart metering devices are installed free of charge for consumers.
In the Republic of Tatarstan, the program for the overhaul of multi-family residential buildings in 2019 was completed by 98.5%. According to the monitoring of the housing stock (MHS), the implementation is 5 billion 390 million 469 thousand rubles of the total amount of work. Such data were brought today at a Republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. Speaking on the progress in implementing a number of programs, the head of the Ministry of Construction of the Republic of Tatarstan said that in the framework of the national project "Demography" in 2018-2019, it was planned to build 30 kindergartens with the creation of 6,130 places, including 3,110 nurseries. Of the 30 planned facilities, construction has been completed to date and permits for commissioning 25 kindergartens have been obtained. As of the 8th of November, an overhaul repairing of preschool institutions was completed at 101 out of 112 facilities. Work continues at the remaining 11 facilities as part of the 2019 program. Overhaul of resource centers continues in the region. As of the 8th of November, work was completed at 13th out of 15 overhaul facilities. Work is ongoing at 2 facilities.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin congratulated Tatinvestgrazhdanproekt on the 85th anniversary of the foundation of the institution. State Unitary Enterprise "Tatinvestgrazhdanproekt" is the assignee of the institute "Tatargrazhdanproekt" ("Tatproekt"), which was founded in 1934. In November of this year, the company celebrates the 85th anniversary of production activities. The general director of the enterprise is Adel Albertovich Khusnutdinov. The Institute designed master plans, formed the rules for land use and development of more than 1000 objects, which are located not only in the Republic of Tatarstan but also in other regions of Russia. "Tatinvestgrazhdanproekt" made a huge contribution to the finals of the VII National Championship “Young Professionals” (WorldSkills Russia). The Institute acted as the author of the project of the "Kazan Expo" International Exhibition Center, on the territory of which professional skill competitions were held this year.

In the course of planned and unscheduled inspections of the housing stock in the areas assigned to the inspection - Aznakaevsky, Bugulminsky, Bavlinsky, Leninogorsky, Yutazinsky districts, inspectors of the Bugulma Zonal Housing inspectorate, 602 houses with a total area of 4487.95 thousand square meters were inspected for 10 months of 2019. During the inspections, 845 violations of the rules for technical operation and maintenance of the housing stock, norms of the level and regime of providing the population with public services were revealed. Based on the results of the checks, 580 orders were issued to the management organizations and individuals, 150 protocols on administrative offenses were issued, including: for legal entities - 4, officials - 26, individuals - 120. Penalties for the total amount of 525 300 rubles were issued. Paid fines in fact in the amount of 422,300 rubles.
The highest award winner was the Grand Prix of the joint workshop of GAU “NI and PI Gradplan of the City of Moscow” and the Ostozhenka Architectural Bureau on: “Ideas for the development of the embankments of the Yauza River” was the project “Embankment of the Yauza”, developed by a team of 4th year students of the Institute of Architecture and Design of KSUAE. A joint workshop of GAU “NI and PI Gradplan of the City of Moscow” and the Architectural Bureau “Ostozhenka” on the topic: “Ideas for the Development of Yauza River Embankments” was held for students of the country's leading specialized universities. During the week, 69 participants worked out projects for the development of Yauza embankments and came up with options for incorporating historical objects along the river banks into the life of the megalopolis. In late October, 15 teams presented their own concepts for the development of embankments from Saltykovsky to Astakhovsky bridges. The jury members noted that future architects from KSUAE, in addition to infographics, presented a 3D visualization of the project, where they showed recreations designed for different groups of citizens and combining the different needs of citizens. The jury unanimously awarded the project: “Yauza Embankment”, developed by KSUAE students , it was they who received the grant, which was awarded between the participants of the workshop (100 thousand rubles).
After a major overhaul, the House of Culture opened. For these purposes, 15 million rubles were allocated from the republican budget. The grand opening was held with the participation of the head of the Zainsky district, Razif Karimov. The builders insulated the facade and sheathed it with metal siding, updated all communications - water supply, drainage, heating, electricity, ventilation, redecorated rooms, corridors, hall, auditorium and stage.

"KGES" PJSC and contracting organizations, the Customer reported on the pace of construction of the Synergy Industrial and Technological Park (building 3 to house a modern plant for the production of PAN precursor, buildings 4.1, 4.2). Particular attention at the meetings was paid to compliance with safety and labor protection.
