On the basis of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan under the leadership of Deputy Ministers I.N. Nasyrov and A.A. Yarmiev was held a meeting with the Deputy Chairman of the Council of Ministers of the Republic of Crimea Yulia Zhukova. During the meeting was discussed the development of housing and communal services, taking into account the characteristics of each region. Questions related to the overhaul of apartment buildings, solid waste, the formation of a new program "Our yard". Also, at the meeting they discussed the issue of collection of utility bills in the republic. At the end of the meeting, the parties expressed hope for continued constructive cooperation on regulatory issues and the implementation of public policy in the housing sector.
Forest planting day in Tatarstan runs from 5th to 12 of October. The event is aimed at attracting volunteers to forest planting. All municipalities, departments, organizations take an active part, and builders did not remain indifferent. So on October 7th in the RC “South Park” there was a planting of 7-year-old seedlings of spherical mountain pine, which will become part of the future green boulevard. The event was attended by the Deputy Minister of Construction, Architecture, Housing and Communal Services Ilshat Gimaev, General Director of Suvarstroit Ruslan Nurmukhametov and others. Ilshat Gimaev recalled that as part of the implementation of national projects, great attention is paid to the habitat of Russians. “Today, people are not buying an apartment, but a living environment. When buying an apartment, residents should be able to walk in nature, take the child to kindergarten or school,” - he said. Recall, on 5 of October, 2019, in all regions of Tatarstan took place the Day of Forest Planting. Employees of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan took part in the traditional environmental action.
On October 1, speaking at the Government House of the republic at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Aleksey Pesoshin, Regional Minister of Construction, Architecture, Housing and Utilities Irek Faizullin reported that as of October 4, 2019, as many as 1,771,000 square meters of housing, which makes 73 per cent of the plan for the current year, have been commissioned in Tatarstan.
He also said that since the beginning of 2019, the State Construction Inspectorate of the republic have carried out 1,117 inspections and issued 288 decisions on imposing fines for the sum of 11 m 421 thousand roubles for violations of labour safety rules and regulations.
Self-regulatory organizations have carried out inspections at 981 member organizations.
Faizullin continued that as many as 165 houses for 7,838 apartments with the total area of 438,300 square meters are planned to be commissioned under the investment programme of Presidential State Housing Fund of the republic.
As of October 4, the Fund has reported to the statistics agencies on 77 houses for 2,886 apartments with the total area of 166,900 square meters under the investment programme.
As many as 40 construction facilities are in a high degree of readiness, 31 facilities are in an average readiness degree and 17 facilities are in a low.
It is planned to accommodate 447 families with the funds allocated for 2019.
The programme envisages improving living conditions of 309 orphans and children left without parental care and people of this category.
Certificates for accommodation have been issued to 33 large families with 5 or more children, 54 young families and 51 internally displaced citizens.
Among 47 houses being built under the multi-apartment houses investment programme, 32 of them are in a high degree of readiness and 15 houses are in an average degree of readiness.
As many as 6,666 of 7,325 planned houses have been commissioned under individual housing construction.
Under Formation of a Comfortable Urban Environment federal project, the work is underway at all facilities. It is planned to adapt 12 facilities of educational institutions under Accessible Environment programme. On October 5, work was completed at 10 facilities and the work at two facilities is underway.
The gasification fund has completed its programmes on restoration of street lighting in the settlements of republic, provision the population with water in the settlements and the replacement of boilers in boiler houses of budgetary institutions of the republic.
Faizullin also reported on construction of facilities of agricultural sector of the republic.
The Minister also said that the heating season 2019-2020 started on September, 3 in the republic and as of October 3, 2019, all 2,980 boiler houses were launched.
The Regional Center for Public Control in the field of housing and communal services of the Republic of Tatarstan was included in the top five by the results of the III quarter of 2019. For the period July-September 2019, the Center received 372 complaints from citizens. The most urgent were the problems with charging fees for housing and communal services, calculation of fees for common house needs, recalculations, the formation of payment documents, additional payments - 101; legality of actions of HСs, Housing Associations, management organizations (including issues relating to financial and economic activities) - 74; disclosure of information by managing organizations - 67. In addition, in the III quarter of 2019, training seminars were held, field meetings with citizens in the regions of the republic, employees of the Center took part in meetings of owners of the apartment houses.
Under the leadership of the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin, a meeting on the implementation of the republican program “Our yard” was held via videoconference. Irek Fayzullin also added that SPI "Glavinveststroy RT" was identified as the main customer of the program “Our Yard”.

The overhaul program for apartment buildings in Tatarstan is 94% complete. In total, in 2019 it is planned to update 942 residential facilities in 42 municipalities. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all districts. The meeting was attended by the Prime Minister of the Republic of Tatarstan, Alexei Pesoshin. Irek Fayzullin noted that there are 12 apartment buildings in the republic (10 in Kazan and 2 in Pestrechinsky district), in which works are going with a delay of more than 20% from the schedule. Contacting representatives of municipalities, Rustam Minnikhanov instructed to accelerate the pace of repair activities. However, he emphasized that the speed of work should not go to the detriment of quality. Also, the President of the Republic of Tatarstan suggested in the future not to work with contractors who disrupted the deadlines of the work. The Minister reported that in the framework of the national project "Demography" in 2018-2019 it is planned to build 30 kindergartens with the creation of 6130 places, including 3110 nurseries. To date, 24 facilities have been completed and received permits for commissioning. At the remaining facilities, work continues.

In 1991 he was appointed deputy and then first deputy chairman of the Committee for Architecture and Urban Planning of the city of Moscow. From September 1996 to June 2012, he served as chairman of the Moscow Architecture Committee, chief architect of the city of Moscow. Alexander Viktorovich was the President of the Russian Academy of Architecture and Building Sciences, the general director of Joint Stock Company - Research Center of Construction, a full member of the Russian Academy of Arts, a professor and academician of the International Academy of Architecture, a national architect of the Russian Federation, honored architect of Russia, an honorary builder. He is a great man, has left a great professional legacy: leader, author and co-author of almost a hundred major urban planning and architectural projects, scientific works. State programs, financing from the budget of the Republic of Tatarstan and self-taxation of citizens made it possible to transform the infrastructure of Tatarstan, the President of the Republic of Tatarstan believes. The participation of Tatarstan in 40 state programs, the self-taxation of citizens and funds from the budget of the Republic of Tatarstan allowed this year to improve the quality of life of Tatarstan people and transform public spaces, organize repairs and construction. This was announced by the President of Tatarstan Rustam Minnikhanov during the annual message to the State Council of the Republic. Thanks to state programs, new and renovated residential buildings, schools and kindergartens, polyclinics and feldsher-midwife stations, sports grounds and modular ski resorts have appeared in the Republic of Tatarstan. “Public spaces have radically changed: parks and embankments, streets and boulevards, squares,” - the President of the Republic of Tatarstan emphasized.
Alexei Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, spoke about readiness for the heating period in the Republic of Tatarstan at a meeting of the republican headquarters on preparations for the heating period 2019-2020. The event was held in the Government House of the Republic of Tatarstan under the chairmanship of the First Deputy Prime Minister of Tatarstan Rustam Nigmatullin. The meeting was held via videoconferencing with the connection of the municipal regions of Tatarstan. “Decisions were made to start heating supply in 27 districts: Agryzsky, Aznakaevsky, Aksubaevsky, Almetyevsky, Apastovsky, Arsky, Atninsky, Bavlinsky, Buinsky, Bugulminsky, Verkhne-Uslonsky, Vysokogorsky and a number of others,” - reported Alexey Frolov. He recalled that the ministry monitors the heat supply to housing, communal and social facilities: “An operational dispatch center has been formed in the ministry, a hot line is operating at telephone number 8-843-231-14-10. Residents can apply for all emerging issues of the heating period.”
