Alexey Frolov recalled that according to the program for the overhaul of apartment buildings in 2019, 936 apartment buildings with a total area of 5.6 million square meters are planned to be renovated. The program involves 42 municipal districts (except Atninsky, Drozhzhanovsky and Kaibitsky districts). It should be noted that from 1st of July 2019, all Russian developers should switch to project financing of housing construction using escrow accounts. Opening the meeting, Deputy Minister of Construction Ilshat Gimaev said that a decree of the Government of the Russian Federation was signed yesterday, which will facilitate construction for developers of apartment buildings. According to the decree, developers will be able to attract funds of real estate investors directly, without creating escrow accounts, if the house is ready for more than 30%. The number of concluded equity participation agreements must reach at least 10% of the number of residential and non-residential premises in a residential building. Ilshat Gimaev assured that there should be no failure in the construction market of Tatarstan due to reform.

The purpose of the decision is to ensure the completion of residential buildings in cases where it is possible to complete the shared construction according to the old rules, i.e., without the use of escrow accounts. The criterion of the degree of readiness of the construction project is set at a minimum of 30% with the exception of a number of cases. If the construction project is implemented within the framework of agreements on the development of a built-up area, integrated development of the territory, other agreements that provide for the developer’s obligations to build and transfer social and engineering infrastructure objects to state or municipal property and (or) demolish old and damaged housing, the degree of readiness of the construction project should be at least 15%.
