On February 18, at the Government House of the republic, Tatarstan President Rustam Minnikhanov held a regular meeting with representatives of large construction companies operating in Kazan and Vysokogorsky region of the republic.
The representatives of construction companies informed Minnikhanov about their plans to commission housing this year and until 2024. As noted at the meeting, Tatarstan needs to increase the annual volume of housing construction to 3.6 million square meters by this time.
The real estate developers put their questions related to the transition of the construction industry to the mechanism of escrow accounts, and also proposed a number of measures to reduce the cost of construction, which will increase demand in the market.
In his turn, Minnikhanov noted that all proposals of construction companies will be brought to the federal level as part of the State Council working group on improving housing and creating a comfortable urban environment, which is headed by Tatarstan President.
Such a statement was made by the First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation, Irek Fayzullin, opening a round table on the creation of training centers on the basis of the Kazan and Far Eastern branches of the Glavgosexpertiza of Russia. “We see a real situation with the quality of designing capital construction projects in the country. To improve the professional level of designers and organize an effective investment and construction process, it is extremely important from the very beginning to train and direct construction customers, who often form incorrect technical tasks, and designers who prepare far from the best projects based on such tasks. This work is especially important in the context of the implementation of national projects,” - noted Irek Fayzullin. “The system of advanced training for specialists established at the Glavgosexpertiza of Russia has proved its viability, so the launch of similar processes across the country at different sites, including the opening of training centers in Kazan and the Far East, is actively supported by the Russian Ministry of Construction and the government.”
The President of the Republic of Tatarstan, Rustam Minnikhanov, today visited the children's art school as part of a working trip to the city of Nurlat. The educational institution was founded in 1965. In 2018, a major overhaul started in the school building. Work continued for one year. Builders updated the roof, facade, engineering networks. Rustam Minnikhanov examined classrooms, talked with teachers and students. Today, 825 children study here. The school has a concert hall with 224 seats, 2 choreographic halls and 23 rooms equipped with the necessary musical instruments and furniture. Rustam Minnikhanov praised the results of the overhaul of the art school, and also wished the students further creative success.
In the Republic of Tatarstan, according to housing construction programs aimed at ensuring housing commissioning - social mortgage, multi-unit housing, investment, low-rise construction (including individual housing construction) - as of the 14th of February 2020, 387.2 thousand square meters were commissioned. This was announced by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Farit Khanifov today at a republican meeting in the Government House of the Republic of Tatarstan. Under the investment program of the State Housing Fund under the President of the Republic of Tatarstan for 2020, 132 houses are planned to be commissioned - for 4 thousand 970 apartments with a total area of 273.6 thousand square meters. As of the 14th of February 2020, to the statistical authorities were reported about 10 houses - for 108 apartments with an area of 5.2 thousand square meters. Another 120 objects in 2020 are in varying degrees of readiness. So, in a high degree of readiness - 26 objects with an area of 101.2 thousand square meters; in an average degree of readiness - 52 objects with an area of 68.6 thousand square meters; 42 facilities with an area of 98.5 thousand square meters are in a low degree of readiness. The head of the Ministry of Construction of the Republic of Tatarstan informed during the meeting that it is planned to build and put into operation 10,680 houses with an area of 1 million 388.2 thousand square meters through individual housing construction in 2020. On the 14th of February, 2020, 1,267 individual residential buildings with an area of 164.7 thousand square meters were commissioned. Farit Khanifov recalled that on behalf of the President of the Republic of Tatarstan, Rustam Minnikhanov, the issue of providing housing (individual housing construction) for specialists in the village is being considered.

In Yelabuga, the renovation of Lenin Square continues. The renewed space will appear thanks to the program of a comfortable urban environment in small towns and historical settlements of the national project “Housing and Urban Environment”. Last year, the Lenin Square reconstruction project won the Russian competition of the best projects for creating a comfortable urban environment in small towns and historical settlements, so the RF Ministry of Construction allocated 50 million rubles for the reconstruction of the area. Rustem Latypov, Director of the Construction Department under the Executive Committee of the Elabuga District, said that the improvement was planned to be completed by May 2020. After the transformation, new paths, shrubs, children's playgrounds, benches, and even an amphitheater will appear on Lenin Square.
The construction and overhaul of medical facilities in the Republic of Tatarstan in 2020 were discussed at the Glavinveststroy RT State Institution. In 2020, the construction of 43 medical and obstetrical stations is planned in the republic, 7 of which will be implemented as part of the national Healthcare project. At the meeting, it was noted that as for today the design and survey work is being carried out on all objects and documents are being prepared for transfer to tenders. The meeting participants also considered issues on the formation of a new program for the construction and overhaul of reception and diagnostic departments and discussed the progress of the construction of other health facilities.

Workers of the rear and widows of war veterans will receive 5 thousand rubles in addition to the federal payment. Thus, more than 34 thousand veterans will receive additional support.
The Committee of the State Council of Tatarstan on housing policy and infrastructure development recommended to the Ministry of Construction of the Republic of Tatarstan and the Ministry of Industry and Trade of the Republic of Tatarstan replicate the experience of implementing the "Smart City" project in the republic. At the same time, according to the speaker, "Smart City" is not only aimed at digitalizing processes related to urban infrastructure. It applies to street lighting, and transport infrastructure, and security issues, and the quality of various services to residents. “Several municipalities are participating in the "Smart City" pilot project. These are Innopolis, Yelabuga and Almetyevsk. Based on the experience of these pilot cities, a set of measures has been formed that is necessary to increase the efficiency of managers who work in the territory and to form a certain understanding among the townspeople where to turn in a particular situation,” - Frolov explained. The first deputy head of the Ministry of Construction of Tatarstan also said that under the "Smart City" project, automation systems had been introduced in apartment buildings in cities.
