Today, President of Tatarstan Rustam Minnikhanov and Minister of Sports of the Russian Federation Oleg Matytsin via video link took part in the opening of indoor football arenas in five districts of the republic at once. Sports facilities were built in Almetyevsk, Bugulma, Zainsk, Chistopol and Agryz as part of the republican program for the construction of universal sports grounds and low-budget sports facilities, and other sources. Rustam Minnikhanov noted that all construction work was carried out efficiently and on time. He noted that systematic work is underway in the republic to develop the sports infrastructure. Today, there are over 11 thousand sports facilities in Tatarstan. Such a base allows as many people as possible to engage in physical culture and sports, Rustam Minnikhanov emphasized, - today it is more than 50% of the population. “About 50 thousand people play football here. I am sure that with such an infrastructure, this figure can both double and triple. These sports facilities will serve to popularize football and a healthy lifestyle,” — added the President of Tatarstan.
All 5 arenas are built according to a standard design. In the foyer, there is a lobby with two dressing rooms for 12 persons, three showers, a first aid room, a coach's office, an inventory room, and a mini-football room. The size of the field is 20x40 meters. Up to 24 people can train here in one shift. In the Russian Federation, since 2019, the federal project "Sport is the norm of life" of the national project "Demography" is being implemented, aimed at attracting the population to physical education and sports. The opening of a new frame and tent arenas will allow to fulfill the goals of the national project and increase the number of people who go in for football year-round.

The housing commissioning program for 2021 has been fully implemented. Marat Aizatullin reported in his report that the actual volume of commissioned housing in Tatarstan amounted to 2 million 682 thousand 800 square meters with a plan of 2 million 670 thousand sq. m, which is 100.1% over the corresponding period last year.

In the Republic of Tatarstan, the implementation of 27 republican programs for capital repairs of social and cultural facilities is coming to an end. 2,212 facilities included in 23 republican programs have been completely repaired. General construction work, work on the installation of shady canopies and the installation of small architectural forms are coming to an end at the facility. Another 2 out of 18 objects remain to be completed by contractors under the program of capital repairs of medical hospitals. This is a children's city hospital with a perinatal center in the city of Nizhnekamsk (construction and installation work is 90% - finishing work is nearing completion). And also the Chistopol hospital (acceptance of works and elimination of comments is in progress). 98% of the construction and installation work has been completed under the program for the repair of children's health camps: 4 out of 6 objects under the program are ready. So, in the sports camp "Young Guard" in Kazan, general construction works, installation of ventilation equipment are being completed. СМР is 89%; in the children's camp "Solnyshko" in the Vysokogorsky district, within the first stage, work is being completed on finishing and connecting utility networks to dormitories, a dining room and administrative buildings. The fulfillment for today is 96%. Work has been completed under the program of major overhaul of sports facilities - the last facility has been commissioned (the building of the Savinovo children's and youth football school in Kazan). In total, 20 objects of the program have been commissioned. 9 objects subordinated to the Ministry of Internal Affairs were renovated as part of a major overhaul. The last two objects of the program in the cities of Naberezhnye Chelny and Kazan were commissioned by contractors this week. Marat Aizatullin said that according to the program of capital repairs of apartment buildings, the limit has been used almost completely. The overhaul of apartment buildings is still ongoing in 3 municipalities. As for the programs for 2022, as of today, 11 out of 30 program activities have been approved.

The first final of the All-Russian competition “Student of the Year. Architects” was launched in Kazan. The competition is a special open track of the Russian national prize "Student of the Year". This is a joint project of the Russian Youth Union and the presidential platform "Russia - the country of opportunities", which is being implemented within the framework of the Year of Science and Technology. The competition is supported by the Federal Agency for Youth Affairs. All-Russian competition “Student of the Year. Architects”- is aimed at identifying and supporting students receiving education in the field of architecture and urban planning. The finalists were students of the architectural and construction areas of Russian universities, who have outstanding achievements in the field of architecture. The finalists will compete for the victory in specialized nominations: “best student in architect-designer”, “best student in architect-urban planner”, “best student in architect-restorer”, “best student in urbanist”, “best student in architect-designer” and “young architect". The competition tasks for the final involve individual and collective work of participants in various formats: presentation of achievements, practical tasks for the development of project concepts, professional testing. In addition, the participants will receive profile discussions, lectures, master classes from experts. The organizers of the competition are the Federal Agency for Youth Affairs, the Federal State Budgetary Educational Institution of Higher Education “Kazan State University of Architecture and Civil Engineering”, the Ministry of Youth Affairs of the Republic of Tatarstan, and the All-Russian Public Organization “Russian Youth Union”. The competition is supported by the Federal Agency for Youth Affairs within the framework of the All-Russian competition of youth projects.

In the Kazan microdistrict "Salavat Kupere" a new kindergarten №46 "Elmay" for 260 children has opened. Mayor of Kazan Ilsur Metshin visited the new kindergarten. The new two-story building of the kindergarten is located at  A. Avzalova st., 9a. There are 14 groups of 20 children in total. These are 12 general developmental groups, half of which are nurseries, and two compensatory groups - for children with mental retardation and for children with severe speech impairments. The kindergarten has a methodological room, a speech therapist, a teacher-psychologist, a Tatar language room, a medical block, a catering unit, a music and sports halls. In the latter, in addition to morning exercises in the afternoon, sports lessons are organized for children. This is the second kindergarten in the republic, built within the framework of the national project "Housing and Urban Environment". In general, in 2021, 16 kindergartens are being built in Tatarstan on national projects (13 - for NP "Demography", 3 - NP "Housing and Urban Environment"), 15 out of which are ready. 8 objects are being inspected by the State Construction Supervision Service.

In 2021, according to the presidential program for the improvement of courtyards "Our yard" in Tatarstan, 1,078 households were landscaped for 8 billion rubles. This was announced today at a briefing in the Cabinet of Ministers of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. “In accordance with the decision of the President of the Republic of Tatarstan, in 2020, the republic began implementing an unprecedented program for the improvement of courtyard areas “Our yard”. As part of the program, it is planned to put in order the courtyards of apartment buildings. The republican BTI has made an inventory of more than 9.6 thousand households. It was revealed that 6923 yards require complex repairs. In 2021, we have improved 1,078 households for 8 billion rubles,” - he said. In 2020, more than 1,090 households were landscaped across the republic. Within the framework of the program, six types of work are carried out: the creation or repair of roads and sidewalks, the installation of benches and ballot boxes, the installation of lighting poles or the repair of existing ones, the installation of safe children's and sports equipment, the creation or renovation of sites for MSW, the installation of household equipment. “In 2021, the program covered more than 300 thousand residents. During the period of the program implementation, about 2 million residents of the republic will receive renovated courtyard areas. This year, under the program, more than 2 million square meters of asphalt pavement and 514 km of sidewalks have been equipped.  In 2021, more than 6 thousand lighting poles were installed in the courtyards,” - M. Aizatullin said.

In 2022, according to the presidential program "Our yard" in Tatarstan, it is planned to improve at least a thousand courtyards. This was announced today at a briefing in the Cabinet of Ministers of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. “Within the framework of the program, it is planned to put in order the courtyards of apartment buildings. In 2021, we improved 1,078 households for 8 billion rubles. In 2022, this figure will not be less, the budget remains at the level of last year,” - he said. Venera Kamalova, deputy director of the RT Urban Development Institute Foundation, coordinator of the “Our Yard” presidential program, added that when forming the list of yards for 2022, “new mechanics were introduced”. If in 2020-2021 the list of yards was formed according to the proposals of municipalities, which were based on the proposals and complaints of residents, then in the new year the list was drawn up based on the results of the voting of residents. “When forming the list of yards for 2022, new mechanics were introduced. Direct voting of residents made it possible to form a list of 200 households. This is not the whole volume, we will announce the exact figure. The address list of households is published on the dvor.tatar website,” - she said. Kamalova noted that the district administrations formed the remaining list of courtyards for 2022 based on the experience of 2020-2021. This list is now pending approval.

In the Republic of Tatarstan, the volume of implementation of 17 republican programs for the construction of social and cultural facilities has reached 96%. This was announced today at a meeting in the House of Government of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was held by videoconference with all municipal districts by the President of the Republic of Tatarstan Rustam Minnikhanov. The head of the Ministry of Construction of the Republic of Tatarstan reported that out of 16 kindergartens being built under the federal projects "Housing" and "Promotion of Women's Employment" 15 were ready. Of the constructed facilities, 6 received permission for commissioning, one more - the conclusion of the State Construction Supervision Inspectorate on compliance. Gosstroynadzor is currently checking 8 objects. At the last unfinished project, it is planned to complete all work by December 15th. The scope of work is 91% completed. Within the framework of the federal project "Housing", construction of 7 objects is planned in 5 residential complexes, of which two remain in operation. This is the reconstruction of treatment facilities and utility sewerage in the residential complex "Usadba Tsarevo" in the Pestrechinsky district, where the work is 70% completed. As well as the reconstruction of surface runoff treatment facilities in the residential complex "Svetlaya Dolina" in Kazan - here the completion of work is 96%. Completed work on 5 objects in three residential complexes. According to the federal project "Formation of a comfortable urban environment", it remains to complete work at one object (park). Construction and installation work is 93% complete. A total of 49 objects are included in the project this year. As part of the renovation of public spaces, 8 objects are being improved - the winners of the competition for small towns and historical settlements. One object remains incomplete (in a high stage of readiness - the work is done by 92%). 99% of the work has been completed on the reclamation of an unauthorized landfill in the village of Prosty, Nizhnekamsk region. This object is part of the federal project "Clean Country". Marat Aizatullin said that this week the contractors have completely closed the scope of work within the first stage of the reconstruction of the Kazan treatment facilities under the federal project "Rehabilitation of the Volga". The project for the reconstruction of treatment facilities is designed until 2024. Speaking about work within the framework of other republican programs, the head of the Ministry of Construction of the Republic of Tatarstan said that 3 out of 6 facilities included in the program for the construction of children's health camps were not completed. In general, the implementation of work under the program is estimated at 85%. All activities planned for 2021 aimed at improving primary health care for the population have been completed this week. 3 feldsher-obstetric points (FOP) and two medical outpatient clinics have been completed. In total, 42 feldsher-obstetric stations and 4 medical outpatient clinics were built in the current 2021. The construction of an indoor football arena has been completed in Chistopol. The grand opening of all arenas built this year is scheduled for December 20.

Marat Aizatullin said that housing construction is ahead of 2020 indicators by 4%. The 2021 plan has been fulfilled by almost 99%. In commercial construction, the plan was fulfilled by 63% - 102 multi-apartment residential buildings with an area of ​​791 thousand square meters are ready. Another 41 houses are in a high degree of readiness and will be commissioned by the end of the year. The annual construction plan for the social mortgage program is 280 thousand square meters or 161 houses. By the current date, 147 thousand square meters of housing have been built, which is 52% of the planned indicators. The formation of programs for 2022 continues in the republic. The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, together with sectoral ministries and departments, continues to work on the preparation of draft orders of the Cabinet of Ministers of the Republic of Tatarstan for the approval of the list of objects, further bidding and the timely start of work. As for the situation with labor protection and the results of inspections of facilities under construction, the State Construction Supervision Service has carried out 1,710 inspections since the beginning of the year. The amount of 100 resolutions issued on the basis of their results is 5 million 618 thousand rubles. Self-regulatory organizations, using their resources, carried out 1963 inspections. The Main Investment and Construction Directorate being the customer of state facilities, organized 597 control and supervisory measures at its sites. Almost all identified shortcomings are eliminated promptly: 1,045 of the violations identified at construction sites in January-December were eliminated.
