The transition to individual heating points, overhaul of apartment buildings and social and cultural facilities - these and other important topics were discussed today by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov and Minister of Energy and Housing and Communal Services of the Kirov Region Andrei Baldykov. Special attention was paid to the sphere of heat and energy supply, as well as the development of public spaces in cities and villages. The format of the meeting was interactive and constructive. The guests were able not only to hear information about a number of significant achievements in housing and communal services, but also to ask questions and exchange experiences. Also, as part of the event, a video was shown about the programs implemented in 2020. In his speech, Deputy Minister Ildus Nasyrov noted that since 2005, within the framework of the effective use of energy resources in the field of housing and communal services, the republic has been implementing a program for the reconstruction, construction of gas distribution networks, in-house gas consumption networks, installation of modular boilers and outdoor boilers. Nailya Zinatullina, Head of the Department of Architectural Projects at the Institute for Urban Development of the Republic of Tatarstan, made a presentation on the republic's experience in the improvement of public spaces, dwelled on the importance of the involvement of the population in the formation of the basis of the terms of reference for designers. She also recalled that Tatarstan projects were created by local specialists: architects, designers, ecologists, manufacturers of small architectural forms, designers. According to her, the competencies for the development of public spaces that have formed in Tatarstan are in demand outside of it.

The Ministry of Construction of Russia and Glavgosexpertiza have completed joint work on the creation of new personal accounts for legal entities and individual entrepreneurs in the Federal State Information System for Pricing in Construction (FSIS PS), with the help of which they will be able to send information on the cost of construction resources in the context of all price zones on the territory of the Russian Federation in an automated manner. Personal accounts of wholesale suppliers are already available to users. FSIS PS actually becomes a state platform for informing organizations of the construction complex about the suppliers of construction resources and the products they sell on the territory of the Russian Federation. To gain access to personal accounts, suppliers of construction resources need to register on the FSIS PS portal. Detailed information and video instructions for working in the system are posted in the "Knowledge Base" section of FSIS PS - "Getting Started with the System". After registration and inclusion by the operator of the organization's system in the list of legal entities that post information in the FSIS CA, suppliers will be able to place all information about themselves in their personal account. It will also be displayed in the public domain in the "Monitoring of prices of construction resources" section.

More than 400 experts in the field of housing construction took part in determining the best new buildings in Russia. The awards ceremony for the winners of the TOP ZhK-2021 Urban Development Contest of Newly Built Residential Complexes took place in Moscow at the Expocentre Fairgrounds on the first day of the Russian Construction Week and the International Specialized Exhibition RosBuild-2021. Recall that the TOP ZhK award is the largest competition in Russia for new-build residential complexes, which has been held since 2019. In the 2020-2021 season, 1,346 residential complexes, which are being built by 675 developers from 75 regions of Russia, took part in 161 nominations of the competition. According to the results of the qualifying round, 643 new buildings from 419 developers entered the final part of the competition. More than 400 experts in the field of housing construction from most regions of Russia took part in determining the best new buildings in Russia. The assessment of each residential complex is carried out according to 133 parameters, including transport accessibility, provision of social infrastructure, architecture, courtyard spaces and much more. Most of the parameters for assessing residential complexes are borrowed from the Standard for the Integrated Development of Territories, developed by the Ministry of Construction of Russia and DOM.RF.

Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported on the progress in the implementation of construction programs in the Republic of Tatarstan today at a meeting in the Government House of the Republic of Tatarstan. The implementation of national projects continues in the republic. This year, the area of ​​responsibility of the Ministry of Construction of the Republic of Tatarstan includes 97 objects that will be built, repaired or reconstructed within the framework of 12 federal programs. First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov raised the current topic of gas poisoning in residential buildings. He cited the following data: in 2020, 33 cases of gas poisoning were recorded. For the current period of 2021, 25 cases of gas poisoning have already been recorded, in which 49 people were injured. The Prime Minister of Tatarstan Alexey Pesoshin instructed to conduct inspections with the involvement of specialists from gas services, Rostekhnadzor and other departments. According to Aleksey Pesoshin, it is important to check the qualifications of specialists working in gas services, including companies that are engaged in the installation and maintenance of gas boilers. It was also noted that special attention should be paid to large families.

The names of 100 finalists of the third stream of the free educational program Architects.rf, which is implemented by DOM.RF with the support of the Ministry of Construction, Housing and Communal Services in partnership with "Strelka" Institute, have become known as part of the support and development of architects, designers, urban planners, government and municipal employees. The finalists included government and municipal officials, architects, urban design specialists, urban planners, urbanists, sociologists, analysts, development and engineering companies, academics and restoration and reconstruction specialists. Among them are 6 chief architects (Sochi, Severobaikalsk, Kostroma, Almetyevsk, Bugulma and Tatishchevsky municipal district of the Saratov region). The Architects.rf program was launched on behalf of the President of the Russian Federation Vladimir Putin. This season's curriculum will consist of five educational modules: four offline and one online. The first will take place in Moscow from March 28 to April 4 and will focus on the founding principles of resilient cities.

On March 10, a 120-apartment 16-storey residential building in the microdistrict Zapadnye Vorota, position No. 19 with external utilities in the city of Almetyevsk, received a positive conclusion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan. The construction of a 16-storey building was carried out at the expense of investments of the State Housing Fund under the President of the Republic of Tatarstan within the framework of the national project "Housing and Urban Environment". The project provides 120 apartments in the house (60 one-room and 60 two-room). The total area of ​​the building is 9253.60 sq. meters. The apartments are finished with a fine finish: wallpaper is glued, linoleum is laid, plumbing and electric stoves are installed. On the ground floor, there is a lobby of the residential part of the building, an electrical control room, a fire station, an elevator hall, two office premises with a total area of ​​365.28 sq. m.

Now 31 municipal districts of the republic are ready to provide land plots for testing new urban planning standards. Tatarstan has been tasked with becoming an example for Russian regions in introducing standards for integrated development of territories (IDT). Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic Vladimir Kudryashev announced this at a visiting meeting of the Committee of the State Council of the Republic of Tatarstan on Housing Policy and Infrastructure Development. Currently, 18 municipal districts of the republic have proposed land plots for consideration, which require documentation for the planning of territories and connecting the necessary infrastructure. Twelve municipal districts are only considering the possibility of providing several territories for integrated development. The city of Kazan stands out among the municipalities, where proposals for integrated development have also been received. "In Kazan, the mechanisms of work of the IDT are planned to be tested on the territories of non-residential buildings," - the deputy minister explained. 14 districts of Tatarstan do not yet have plots for the integrated development of territories, the speaker stated. “The adopted law on the integrated development of territories provides quite a lot of opportunities for the regions at the legislative level. The constituent entities of the Federation now have various powers in this part, including those to determine the technical characteristics of apartment buildings that can be included in these programs,” - he added.

The plenary session of the VI All-Russian Meeting on the Development of Housing Construction was held within the framework of the business program "Russian Construction Week - 2021" (ROSBUILD-2021). Representatives of the Ministry of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan also took part in the event by video communication. The meeting participants discussed issues on key areas of development of the construction industry, achievement of the indicators of the national project "Housing and Urban Environment", digitalization of the industry, individual housing construction and the creation of high-quality infrastructure. During the meeting, the prospects for the implementation of the mechanism for the integrated development of territories were also discussed. Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin noted that the integrated development of territories will become one of the mechanisms aimed at increasing the volume of housing commissioning.
