In addition, a single parent under 35 who is raising one or several children can receive state support. The main criterion is that the family should need to improve their living conditions. The amount of the payment is 30–35% of the cost of housing. In this case, it is necessary to confirm the income that allows you to cover the balance or repay the loan. You can spend money on buying a house, an apartment in a new building, building your own home, as well as on a down payment or repayment of a mortgage.

The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan has developed and submitted to the State Council of the Republic of Tatarstan a draft law “On Amendments to the Law of the Republic of Tatarstan“ on Urban Development in the Republic of Tatarstan ”. The document specifies the time frame for providing access to draft amendments to approved territorial planning documents in accordance with the adopted norms of the Urban Planning Code of the Russian Federation. For these purposes, amendments to Articles 5, 7, 10 of the Law of the Republic of Tatarstan dated December 25, 2010 No. 98-ZRT "On urban planning activities in the Republic of Tatarstan" are provided. Previously, for all types of Territorial planning documents, it was necessary to post at least three months before approval, now it is reduced to one month for making changes to the existing ones, and for the rest the same period remains. In addition, taking into account the changes in the Urban Planning Code of the Russian Federation, the legislation of the constituent entities of Russia may establish the specifics of the content of master plans for settlements and urban districts. Also, the general plan of a settlement, an urban district may provide for territories in respect of which functional zones are not established. As the first deputy head of the Ministry of Construction of the Republic of Tatarstan Alexei Frolov noted in his speech, the adoption of this law will not require expenditures from the republican budget. We remind that today the sixteenth meeting of the State Council of the Republic of Tatarstan of the sixth convocation took place.

Today, before the sixteenth meeting of the State Council, a meeting of the parliamentary faction "United Russia" was held, at which the parliamentarians discussed issues of reforming the system of solid municipal waste management in the republic. The meeting was chaired by the head of the United Russia faction, Yuri Kamaltynov. In the early 2000s, storage bunkers were installed in settlements or container sites were created where the population brought waste and which were then sent to landfills. At the municipal level, payment for the population was determined, and accumulation standards were established. Processing facilities have been created in a number of municipalities.

Niyaz Sitdikov, who previously headed the State Unitary Enterprise "Tatlizing", became the new director of the State Institution "Glavinveststroy RT". The corresponding order on the appointment of Niyaz Sitdikov was signed by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. According to Alexei Frolov, the new leader faces important tasks, the solution of which will contribute to the continuation of the further successful implementation of republican programs and investment projects. Niyaz Sitdikov thanked the leadership of the Ministry of Construction of Tatarstan for their trust.

Today, on October 26, in the Kazan residential complex "Salavat Kupere" a new 340-apartment residential building, built according to the republican program of social mortgage and the national project "Housing and Urban Environment", received the conclusion of the Inspectorate of State Construction Supervision of the Republic of Tatarstan on the compliance of the constructed, reconstructed facility capital construction to the requirements of project documentation, including the requirements of energy efficiency and the requirements for equipping a capital construction facility with metering devices for the used energy resources. Residential building No. 3-1 is located in the third quarter of "Salavat Kupere". The total area of ​​the 18-storey building was 21,891.7 square meters. The territory near the house has been landscaped - a playground has been installed, landscaping has been carried out. The developer of the facility is the State Housing Fund under the President of the Republic of Tatarstan.

Under the housing construction programs, on October 23, 2 million 197 thousand square meters of housing were commissioned in the republic, or 74% of the plan, which is 18.5% more than last year. The dynamics of housing commissioning in 2 weeks amounted to 60 thousand square meters. In the Vysokogorsky, Tukayevsky and Apastovsky districts, the housing commissioning plan has been completed. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was held by videoconference with all municipal districts, Prime Minister of Tatarstan Alexey Pesoshin. In his report, Marat Aizatullin said that since the beginning of the year, the Inspectorate of the State Construction Supervision of the republic has conducted 1,128 inspections. For violation of the rules and norms of labor protection, 125 decisions were issued for a total amount of 5 million 308 thousand rubles. Self-regulatory organizations carried out inspections of 1,379 organizations - members of the SRO. The Main Investment and Construction Directorate of the Republic of Tatarstan conducted 2,318 inspections at facilities under construction under state programs. 496 violations were identified, of which 450 were eliminated. Under the line of individual housing construction, it is planned to build and commission 10 thousand 680 houses with an area of ​​1 million 388 thousand square meters in 2020. 9 thousand 427 individual residential buildings with an area of ​​1 million 225 thousand square meters were put into operation, which is 88% of the plan.

The Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev reported on the results of 2019 and the interim results of 2020 of the implementation of the national project "Housing and Urban Environment" at a meeting of the board of the Ministry of Construction of Russia on Thursday, October 22. In connection with the spread of the new coronavirus infection, the event was held in a new format - via video conferencing. The online meeting was attended by Deputy Prime Minister of the Russian Federation Marat Khusnullin. The building complex of Tatarstan was represented by the head of the republican ministry of construction Marat Aizatullin. As the head of the Russian Ministry of Construction noted in his speech, the past period was fraught with serious challenges for the construction, housing and utilities sectors. However, at the same time, it was possible to carry out a number of measures to stabilize the situation and implement the plans and tasks. “The first year of the national project implementation coincided with the reform of shared construction. Despite the projected risks and difficulties encountered, in general, 2019 has become quite successful for housing construction. For the first time since 2015, we have managed to stop the downtrend in housing construction and achieve positive dynamics. Compared to 2018, housing commissioning increased by 8.3%. The country has built 82 million square meters of modern and high-quality housing", - said Vladimir Yakushev. He stressed that the abrupt transition could lead to serious consequences. But the testing of new financing mechanisms through escrow and, at the same time, the definition of completion criteria according to the old rules allowed the industry to avoid possible negative consequences. At the same time, the Unified Information System for Housing Construction was introduced, which allows monitoring the situation for each object that is being built with the involvement of citizens' funds. So, according to the system, currently under construction - 98.9 million square meters of housing. Among them - 41 million sq. m of housing - these are projects that are being built under the new rules with the use of project financing and the opening of escrow accounts.

The defrauded equity holders who received compensation instead of finished housing will be able to reuse the maternity capital without going to court. Now this norm has been enshrined in a decree signed by Prime Minister Mikhail Mishustin. We are talking about those citizens who have invested maternity capital in new housing, but due to the bankruptcy of the developer, they received compensation instead of an apartment. Previously, in such situations, equity holders, having received back the funds of the capital, were forced to return them to the Pension Fund of Russia (PFR). They received the right to reuse this money only by going to court. Usually decisions were made in favor of the citizens, but this took time. Now the funds of the capital fund will be returned to the PFR by the Fund for the Protection of the Rights of Shareholders, and citizens will automatically have the right to reuse them.

During the implementation of the preferential mortgage program, more than 230 thousand loans were issued for 670 billion rubles. This was announced by Deputy Prime Minister Marat Khusnullin at a meeting of the Government of the Russian Federation. According to the Deputy Prime Minister of the Russian Federation, now the preferential mortgage program accounts for more than 90% of all loans for new buildings. “We see it being in demand  and needed by families. During the implementation of the program, more than 230 thousand loans were issued for 670 billion rubles. September turned out to be a record month for the preferential mortgage program - about 60 thousand loans were issued. In total, the population believed and brought personal savings in the form of an initial contribution of more than 100 billion rubles. We expect that the extension of the program will allow about 152,000 families to improve their living conditions by the end of the year, and another 300 billion will come to the country's economy. Until July 1, according to our forecasts, the extension of the mortgage will allow a total of 600 thousand families to improve their living conditions in the amount of about 1 trillion 850 billion rubles,"- said Marat Khusnullin. The Russian government will extend the program of concessional mortgage lending. This was announced by Russian Prime Minister Mikhail Mishustin at a meeting of the Cabinet of Ministers. “Today the agenda of the Government meeting is an issue that concerns millions of people. We are extending the preferential mortgage program at a rate of 6.5% until July 1, 2021. Initially, it was calculated until November 1 and has proven itself well. Many families have taken advantage of this program. It helped to support the construction industry as well,” - the head of the Cabinet noted. Recall that last week, at a meeting with the Government, Russian President Vladimir Putin came up with an initiative to keep the preferential rate until July 1, 2021.
