Federal Government Decree No. 985 of July 4, 2020 approved an updated list of national standards and codes of practice, as a result of which, on a mandatory basis, compliance with the requirements of the Federal Law "Technical Regulations on the Safety of Buildings and Structures", which will enter into force on August 1, 2020. The list was updated with the active participation of representatives of the professional and expert community. The structure of the document remains the same - it includes individual clauses of 74 sets of rules and 4 state standards. Note that, in accordance with clause 2 of the Russian government decree of July 4, 2020 No. 985, the project documentation and the results of engineering surveys adopted by the developer or technical customer, the development of which began before August 1, and which are submitted for primary or repeated state or non-state expertise design documentation and engineering survey results are checked for compliance with national standards and codes of practice included in the old list, valid until August 1, 2020.

A wonderful person passed away - Boris Ivanovich Tikhomirov, honorary builder of Russia, Honored Builder of the Republic of Tatarstan, for many years the permanent head of the Tatarstan design enterprise "Kazan Giproniiaviaprom" JSC. The whole life of Boris Ivanovich is a vivid example of selfless service to the Fatherland, a chosen cause, loyalty to his ideals and beliefs. He owes his fame and recognition not only to the fact that for over 30 years he has been the head of Tatarstan's leading design company - "Kazan Giproniiaviaprom" JSC, under his leadership numerous projects of industrial, residential and public buildings in Tatarstan have been implemented. On behalf of the Ministry of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan, we express our deep condolences to the relatives and friends of Boris Ivanovich. A good memory of him will be preserved by everyone who knew him and worked with him.

Farit Khanifov, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported today at a meeting in the House of Government of the Republic of Tatarstan on the progress of the overhaul of apartment buildings, social and cultural facilities and agriculture, as well as on the implementation of programs of the Gasification Fund of the Republic of Tatarstan. Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov said that under the program of capital repairs of apartment buildings, it is planned to repair 1,064 apartment buildings with a total area of ​​6.5 million square meters in 41 districts (except for Alkeevsky, Atninsky, Drozhzhanovsky and Kaibitsky districts). Overhaul of 6 children's health camps is planned. Work is underway at 4 sites; work at 2 sites has been completed. Overhaul of healthcare facilities is planned to repair 8 facilities. The auction took place. In the "Culture" sector, 2 programs are being implemented: major overhaul of cultural facilities (37 facilities); overhaul of educational institutions in the cultural sector (8 objects). A total of 45 objects. Farit Khanifov reported in more detail on the monitoring of housing facilities in terms of preparation for the heating season, on the readiness of social facilities, education and healthcare facilities.

With the construction of new buildings of the Republican Clinical Infectious Diseases Hospital named after Agafonov in Kazan, the Chairman of the Government of the Russian Federation Mikhail Mishustin got acquainted today. The construction of new inpatient infectious diseases and laboratory buildings of the infectious diseases hospital in Kazan has been underway since April 2020 due to the spread of a new coronavirus infection. The construction is deployed on an area of ​​2.2 hectares on the territory adjacent to the base clinic of State autonomous health care institution "Republican Clinical Infectious Diseases Hospital named after Professor A.F. Agafonov". The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov reported on the progress of the construction of the facility and the current state of affairs. Construction is proceeding at a high pace.

The deputy head of the Ministry of Construction of the RT Ilshat Gimaev recalled that restrictive measures did not affect the construction industry. In Tatarstan, for the first half of the year, 45% of housing from the plan for 2020 was introduced. This was told by the deputy head of the Ministry of Construction of the Republic of Tatarstan Ilshat Gimaev at the round table held in the department. “Tatarstan has committed to introduce 2 million 979 thousand square meters of housing. According to the results of the first half of the year, we reached the indicator of 1 million 249 thousand square meters, which is 45% of the annual plan,” - said the speaker. “Compared to last year, we dipped by 5%, but I think we’ll catch up with the lag during the month,” - the deputy minister added. According to Gimaev, restrictive measures did not affect the construction industry, so the buildings continued to be erected, and the offices of construction companies switched to a remote format of work.

The republic has issued loans worth more than 4 billion rubles. In Tatarstan, at a preferential mortgage of 6.5% per annum, 1.9 thousand loans were issued, the total amount of which is more than 4 billion rubles. This was announced by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev at a round table in Kazan. The deputy minister of construction added that the key mortgage rate of 6.5% has never been in the new economy of the Russian Federation. And it certainly has a positive effect on the creation of demand. “We ended June with excess in relation to May. But overall sales leave a great deal to be desired. At the same time, the rate, which runs until November 1, still helps,” - he concluded.

Over the past year, the number of citizens' appeals has increased slightly,” - said Alexey Frolov. The First Deputy Minister also noted the need for preparation for the new heating period. “Representatives of municipalities will report on the situation at a meeting of the republican headquarters to be held this week. I think we will not see serious problems,” - Frolov said.
