The President of the organization Rim Khalitov made a keynote report on the work of the Association of Builders of the republic in 2017.
Making a report of the audit commission, Chairman of the Audit Commission Ildar Galeev said that the results of work in 2017 were found to be satisfactory.
Speaking at the meeting, Pesoshin stressed that the Association of Builders of the republic is one of the largest regional self-regulating organizations in Russia.
"The construction complex is one of the most important sectors of the regional economy," Pesoshin said. "Due to the investment of budget funds in the construction industry, the government has significantly contributed to the reduction of the housing problem in the republic, additional jobs have been created, the construction community of Tatarstan has managed to minimize the negative consequences in the economy."
According to the Head of the regional Cabinet of Ministers, the transition from licensing to self-regulation was one of the turning points in reforming the construction industry, which consists not only in replacing licenses with certificates of admission to work, but in ensuring high quality of construction work, occupational safety and increasing the responsibility of building organizations.
The idea of self-regulation of the construction industry has justified itself and has been successfully put in practice, Pesoshin continued.
The Association of Builders of the republic includes more than 1,000 construction organizations (as of April 1, 2018, there are 1,025 organizations).
As noted at the meeting, as many as 37 state programmes were implemented in Tatarstan, with the amount of financing made more than 44 billion roubles in 2017, Pesoshin reminded. He also reminded that it is planned to implement 38 programmes with approximately the same amount of funding in 2018.
"I believe that in 2018 the Association of Builders of the republic should strengthen control over the quality of construction works at facilities, fulfil contractual obligations in due time, including the terms of commissioning; improve the institution of public inspectors in organizations - members of the Association; contribute to the development of the system for raising the level of professional skill of workers of construction organizations - members of the Association, increase the information transparency of the Association, carry out work to reduce occupational injuries, hold training seminars in the field of labor protection, construction and self-regulation,” Pesoshin summed up.
He thanked everyone for their work and expressed his confidence that the builders will continue to actively promote various projects for the further development of the republic.

On the site of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan a discussion ensued on the establishment of an accessible infrastructure for separate waste collection and dissemination of environmental ideas among the population. The event was attended by representatives of various parties interested in solving the problems of separate collection, utilization and processing of solid domestic waste. Opening the meeting, First Deputy Minister Alexei Frolov underlined the special importance and relevance of the topic under discussion, the necessity to change the philosophy of the attitude to this issue: "We must start with ourselves, with our families, teach it in schools, involve students, organize a separate collection in the workplace. Of course, in order to do this, a modern infrastructure is needed: from the point of reception to the processing of waste," - emphasized Alexey Frolov. We approved the territorial scheme of waste management, within which Tatarstan is divided into two zones - the western and the eastern. It is assumed that there are two regional operators, which, according to the new legislation, require maintenance of the zones. Their sphere of competence is wide: from collection and processing of waste to elimination of landfills. In accordance with the legislation and the developed territorial scheme for waste management, the future regional operator will begin to operate not at the municipal level, but at the intermunicipal level".
During the planned and unplanned inspections of the housing stock in the areas assigned to the inspection - Aznakaevsky, Bugulminsky, Bavlinsky, Leninogorsk, Yutazinsky, inspectors of the Bugulma Zonal Housing Inspection for the 1st quarter of 2018, 110 residential buildings with a total area of 552.09 thousand sq. meters. During the inspections, 156 violations of the rules for the technical operation and repair of the housing stock, the norms of the level and the regime for providing the population with communal services were revealed. Based on the results of inspections conducted to management organizations and individuals, the inspectorate issued 101 orders, 14 protocols on administrative violations, including: for officials - 3, individuals - 11. Fines totaling 32000 rubles were imposed. In fact, fines in the amount of 24,000 rubles were paid.

On April 7, speaking at the Government House of the republic, at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Irek Faizullin, Tatarstan Minister of Construction, Architecture, Housing and Utilities Irek Faizullin said that 995 houses for 224,000 citizens will be overhauled in Tatarstan.
In March 2018, Chistopol ZHI conducted 36 unscheduled inspections of legal entities, of which - 20 inspections of the execution of previously issued regulations; 14 inspections - according to the applications of citizens to the Chistopol ZHI; 2 checks according to the request of the prosecutor's office. A total of 60 residential buildings with a total area of 181.61 thousand square meters were inspected within the framework of the inspections; revealed 55 violations of the rules and norms of technical maintenance of housing, for the elimination of which issued 34 orders. Two protocols on administrative violations were drawn up (1 according to Article 7.22 of the Code of Administrative Offenses of the Russian Federation and 1 to Article 7.21 of the Code of Administrative Offenses of the Russian Federation); fines were imposed for a total of 5000 rubles. All previously issued orders were executed in the established time limits,afterwards closed by acts.
