Deputy Minister Ilshat Gimaev held a seminar-meeting on changes in the legislation on shared construction: representatives of developers, banks and authorities authorized for control (supervision) in the field of shared construction took part in it. "To date, according to the results of the quarterly reporting provided on the territory of the Republic, according to the federal law 214-FZ, operate123 developers , 305 projects are under construction with an area of 3 million 894.4 thousand square meters, for which 32 923 share agreements and attracted funds of citizens to the amount of 77 billion 577.7 million rubles. The announced figures testify to the colossal amounts of construction and attracted funds from the participants in the shared construction, - Ilshat Gimaev noted. "In order to increase the transparency of the activities of developers, to improve the current regulation and to ensure increased protection of the rights of participants in shared construction, the legislation on shared construction of apartment buildings has undergone significant changes lately."
Measures for the transition to a new housing finance system will come into force in two stages: from 1st of July, 2018 and from 1st of July, 2019. So, from 1st of July, 2018 - voluntarily, from 1st of July, 2019 - it will be necessary to use escrow accounts when raising funds from citizens in shared construction. In other words, from 1st of July, 2019, all new housing projects will not use the equity agreement in the form that exists at present - all projects will be implemented only through escrow accounts. Since 1st of July 2018, it is proposed to introduce bank escort for all housing projects. Each developer must open a special account in an authorized bank and conduct all settlements only from him. Banks will assess the purpose of payments and, if there is any doubt, suspend settlement for projects that have been launched since 1st of July. Ayrat Ahmetkhanov, Deputy Head of the Housing Policy Department of the Executive Committee of Kazan, who was invited to the meeting, told the audience about the changes in the legislation on shared construction. He also said that, in addition to the existing restrictions, new provisions will be applied to developers who will receive a permit for construction of facilities after 1st of July of this year. Representatives of JSC Gazprombank and PJSC Sberbank talked about a new model of work with developers and services for bank support of shared construction projects.
