Licensing of management of apartment buildings has significantly improved the state of affairs in the industry. This is the opinion of the Chairman of the Committee of the State Council of Tatarstan on Economics, Investment and Entrepreneurship, Marat Galeev. Today, at a joint meeting of the RT State Committee on Economics, Investments and Entrepreneurship and the Parliamentary Commission for Monitoring the Implementation of the State Program "Providing Citizens of the Russian Federation with Accessible and Comfortable Housing and Public Utilities," the deputies discussed measures to increase the effectiveness of licensing control in the management of multi-apartment buildings. The reports were made by the First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Alexey Frolov and the head of the State Housing Inspection of Tatarstan Sergey Krainov. Frolov informed the audience that 844 applications were registered for three years of work of the licensing commission, 49 qualification examinations were held, 641 qualification certificates were issued. In 2017, the State Housing Inspectorate of the Republic of Tatarstan carried out more than 13,000 inspections within the licensing control of 260 licensees and identified 14,392 violations of licensing requirements, Sergei Krainov said. "Based on the results of the inspections, 2 thousand 542 administrative fines were imposed for a total of 7 million 184 thousand rubles,"- he added. The most common violations of licensing requirements in the implementation of entrepreneurial activity in the management of apartment buildings, he called the failure to comply with contractual relations, non-compliance with the minimum list of services and works necessary for proper house maintenance, poor service provision.
