The Ministry of Construction of Russia will allocate funds for co-financing of social, transport and engineering infrastructure. This was stated by Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Nikita Stasishin on October 11 during the Parliamentary hearings on the topic «Legislative support for the implementation of the national project “Housing and the urban environment ”». Nikita Stasishin noted that it is planned to allocate funds for these purposes in the form of subsidies to the regions on a competitive basis. “This is the main program that will allow regions that do not have the opportunity to fully finance infrastructure facilities at the expense of their budgets, to build them. We are talking about those neighborhoods where housing has already been built,” - he commented. The deputy head of the Ministry of Construction of Russia added that work is currently underway to expand the goals of channeling funds, including compensation to developers for the connection fee to the utility networks. Responding to questions, the deputy minister noted that the volume of housing construction will not grow evenly - in 2021, the amount could be reduced by 5%. Nikita Stasishin explained that from July 1, 2019 for all new projects it will be mandatory to use the mechanisms of escrow accounts, banking support, project financing. At the same time, the average construction cycle is from two to three years from the date of receipt of the construction permit and the project declaration. “Not all new projects will enter the phase of volumes that should be. Exactly therefore, for 2021, we predicted a drop in input by 5% so that the industry could transform into new realities,” - said the deputy minister. He said that today there are 130 million square meters of housing under the construction.
