30 October 2018, Tuesday

The Federal Assembly of the Russian Federation, together with the Government of Tatarstan, held an educational seminar for the state authorities of the subjects of Russia in the field of construction. President of the Russian Federation V.V. Putin in his recent Address to the Federal Assembly set the goal of increasing the annual volume of housing construction in Russia by 1.5 times by 2024, from today's 80 million square meters to 120 million square meters. Thus, every year five million families must improve their living conditions. In order to achieve this goal, the main emphasis should be placed on the development of areas of construction that are accessible to wide sections of the population, including the creation of housing non-profit associations of citizens in the form of housing and construction cooperatives. This was the central theme of today's event. The seminar was moderated by the First Deputy Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs Andrei Shevchenko. The senator noted that, until now, the main reasons for the emergence of a difficult situation at housing construction projects erected by housing cooperatives are the bankruptcy of developers, their violation of town planning legislation, and the improper spending of funds by participants in housing construction. Opening the meeting, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov expressed confidence that the program of the event and the opportunities which it opens up will make it possible to work out solutions that can later be put into practice.
