The Government of the Russian Federation has approved the requirements for a unified housing information system (UHIS). The corresponding document is posted on the official website. The decree clarifies the procedure for the placement, storage and processing of the information contained in the UHIS. A procedure has been established for the interaction of authorized executive bodies for state control in the field of shared construction, the Fund for the Protection of the Rights of Citizens ’Participating in Participatory Construction, banks and developers when they use the UHIS information resources. In addition, the decree specifies a list of information that must be placed in the system by developers, relevant authorities and authorized banks that carry out banking support for developers' projects.
“Thanks to a single system in construction, many procedures are performed more quickly. Now it is possible to make amendments as soon as possible in case of a change in information about the developer or the object of shared construction, and also to send this data to the authorized body of the entity and to the Fund. Previously, it was possible to submit such documents only in hard copy. Transparency of industry is increases. The input data helps to analyze information about facilities under construction and, which is very important, to track in time violations and the occurrence of potentially problematic objects, ” - commented Nikita Stasishin, deputy head of the Ministry of Construction of Russia. The unified housing information system was created in 2017. Since the beginning of 2018, information about developers and shared construction projects has been loaded into it.
