According to the decree No. 3-10/э of 28/09/2012 of the State Committee on tariffs of the Republic of Tatarstan the existing electricity tariffs for citizens and the equivalent categories of consumers were changed in order to use energy resources efficiently and ensure the reliability of the power network of the Republic of Tatarstan. This document stipulates the change in tariffs only differentiated by two times of a day (day and night).
At that a one-part tariff (a normal tariff not divided into night and day) equal to 2 rubles 57 kopecks per kWh was not changed and remains in force for citizens and the equivalent categories of consumers. Since July 1st, 2012 the citizens of Tatarstan who have two-rate meters (day and night consumption being calculated) have been paying for electricity the same amount as everyone else i.e. 2 rubles 57 kopecks per day and 1 ruble 29 kopecks per night (from 23.00 to 7.00).
Since November 2012, the tariffs for owners of two-rate meter have changed. These changes made the differentiated rates (day and night rates) comply with the law. The task of the new tariffs is to encourage the transition of the electric energy consumption from day to night time which will promote the more efficient use of the electric energy. In case of the consumption of more than 30% of the electric energy at night the new differentiated tariff will be beneficial for the consumer.
According to the new Decree (“On amendments to the Decree of the State Committee on tariffs of the Republic of Tatarstan No. 3-8/э of November 25th, 2011 “On pricing (tariffs) for the electric energy for citizens and the equivalent categories of consumers in the Republic of Tatarstan”) the citizens owning two-rate meters will pay 2 rubles 81 kopecks per kWh (peak hour) in the daytime, and 1 ruble 89 kopecks per kWh at night.
Owners of two-rate meters living in rural areas will pay 1.97 rubles per kWh in the daytime and 1.32 rubles per kWh at night.
