The Ministry of Construction proposed determining the cost of construction for national projects according to special rules

Earlier, Minister of Construction, Housing and Communal Services Vladimir Yakushev noted that over the past five years, the cost of construction has increased by 28-30%. The Ministry of Construction of Russia has prepared a procedure for determining the price of a contract for the construction of facilities for national projects in accordance with the law, which provides for the possibility of increasing its value. The draft order of the ministry was published on Friday on the portal of draft regulatory legal acts. "The draft order ... was developed in accordance with ... federal law ..."On the contract system in the field of procurement of goods, work, services to meet state and municipal needs," - the explanatory note to the document says.

At the end of December 2019, the law was amended according to which the government of Russia and regional authorities have the right to approve lists of capital construction projects for which special procurement rules may apply to implement national projects. In particular, the subject of the contract may be the preparation of project documentation and the implementation of engineering surveys, the construction, reconstruction or repair work itself. In this case, the contract is concluded with the sole supplier (contractor). The Ministry of Construction of Russia proposes to approve a special procedure for determining the initial (maximum) price of a contract for the construction of such facilities for national projects, the price of such a contract, the procedure for changing it and the methodology for budgeting.
