The All-Russian open public competition for the best architectural project for the construction of the central district hospital with a design capacity of 80, 240 and 400 beds for serving a population of 30, 50 and 100 thousand people, respectively, has started. Applications are accepted from 3 to 7 February 2020. The competition is organized by the subordinate institution of the Ministry of Construction of Russia - the Federal Center for Standardization and Technical Conformity Assessment in Construction and the competition is organized by the Union of Russian Architects. Any organization and individual entrepreneurs who are members of a self-regulatory organization in the field of architectural and construction design can take part in the competition. The competition is held in two rounds. The first round is held according to the rules of open competition and provides for the preliminary selection of participants according to their qualifications. According to the results of the second round, which is held among the persons who have passed the preliminary selection, the best works will be named.
Competition participants must propose an architectural design of the facility with the possibility of its adaptation for construction in all climatic regions (except permafrost), for sites with complex hydrogeology and in zones characterized by seismic activity above 6 points. Competitive companies should also develop project proposals for the layout of the functional and technological zones of the facility with the possibility of their use in the construction of geometrically complex land plots of urban settlements. The criteria for evaluating competitive works include the following requirements: compliance of the competitive project with the technical specifications; rationality and potential multivariance of architectural space-planning and functional-technological solutions; the presence of architectural and artistic solutions that have a beneficial effect on the internal space of the object and on the environment; rationality and potential multivariance of the planning organization of the territory; economic feasibility and effectiveness of the proposed planning, engineering, design solutions - according to the parameters of their application; energy efficiency of the facility; reduced construction cost to one bed of the facility. Applications for participation in the first (qualifying) round are accepted from February 3 to 7, 2020. The names of the winners will be announced at the end of May 2020.
