The Ministry of Construction of Russia introduced the first index of IQ cities

The urban digitalization index “IQ of cities” will allow us to determine the basic level of urban digitalization and the effectiveness of solutions implemented by cities and regions under the Smart City project. The urban digitalization index “IQ of cities” was developed by the Russian Ministry of Construction together with Lomonosov Moscow State University in the framework of the departmental project "Smart City", which is being implemented as part of two national projects - "Housing and Urban Environment" and "Digital Economy". “IQ of cities” is calculated in ten areas (city management, smart housing and communal services, innovations for the urban environment, smart city transport, intelligent public and environmental safety systems, tourism and service, intelligent social services systems, economic status and investment climate, communications network infrastructure) and contains 47 indicators.

The adopted methodology for calculating the “IQ of cities” index involves dividing cities into 4 groups by population by analogy with calculating the urban environment quality index: the largest cities (from 1 million) - there are only 15 such cities, large cities (from 250 thousand to a million) - 63 cities, large cities (from one hundred to one hundred and fifty thousand people) - 93 cities and 20 cities with a population of less than 100 thousand people are administrative centers participating in the smart city project, as well as municipalities participating in pilot projects. The adopted methodology for calculating the IQ index of cities involves dividing into 4 groups by population. The largest cities (from 1 million) - there are only 15 such cities, large cities (from 250 thousand people to a million) - 63 cities, large cities (from one hundred to one hundred fifty thousand people) - 93 cities and 20 cities with a population of less than 100 thousand people - These are the administrative centers of the regions and pilot cities participating in the Smart City project. The total number of pilots today is 84 cities. When rationing, we applied a scale from 1 to 12. The first three cities in groups. I. The largest cities - 15 cities: 1. Moscow - 81.19 2.
