The creation of Regional State Information Systems for Ensuring Urban Planning Activities is a necessary step for converting municipal and state services into electronic form

The new rules for maintaining the State Information Systems for Ensuring Urban Planning Activities at the Regional Level were approved by the Decree of the Government of the Russian Federation No. 279 dated the 13th of March, 2020. By the 1st of January, 2022, information, documents and materials previously posted in the information systems for supporting urban development of municipal districts and urban districts should be posted in the Regional State Information Systems for Ensuring Urban Planning Activities. New requirements are designed to accelerate the digitalization of the construction industry in the regions. This will make the industry as open as possible, transparent and extremely understandable for all participants in urban planning activities, said Vladimir Yakushev, Minister of Construction, Housing and Communal Services of the Russian Federation.

The Ministry of Construction of Russia, in agreement with the Ministry of Communications of Russia, was instructed to approve the following documents by the1st of July, 2020: - technical requirements for maintaining the Regional State Information Systems for Ensuring Urban Planning Activities registers; - the methodology for assigning registration numbers to information, documents, materials placed in the Regional State Information Systems for Ensuring Urban Planning Activities; - directories and classifiers necessary for processing the specified information, documents, materials; - formats for the provision of information, documents, materials contained in the Regional State Information Systems for Ensuring Urban Planning Activities. New Rules for maintaining Regional State Information Systems for Ensuring Urban Planning Activities distinguish and define the concepts of information, documents and materials of systems, detail the competence of the operator of the information system. All information should be placed in the Regional State Information Systems for Ensuring Urban Planning Activities exclusively in electronic form and in the formats established by the Rules of the system. The format of access to this information should provide viewing of vector models (maps) in an Internet browser, viewing the characteristics of objects selected by the user, including location information, including information provided using coordinates, as well as saving the user’s viewed information in pdf format.
