International research and practice conference on “Development strategy of investment and construction sector in the context of self-regulation” took place in Kazan State University of Architecture and Building Construction.
More than 150 participants including those from Russia, the Czech Republic and Slovakia, as well as representatives of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, experts of design and self-regulatory organizations and heads of scientific production associations took part in the conference.
The amount of construction work in Tatarstan in 2012 compared to 2011 increased by 13.3 percent i.e. up to 264 billion rubles. This requires a large number of qualified personnel. Head of the Department for the construction sector development of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan I.Gimayev mentioned the shortage of professional and highly experienced tradesmen, and reported on the features of training of personnel for the housing and public utilities sector of the Republic.
The main source of builders in Tatarstan is Kazan State University of Architecture and Building Construction where the most advanced and modern methods of training as well as the best educational staff are presented. Deputy Principal for supplementary education of Kazan State University of Architecture and Building Construction on additional education, Doctor of Economics, Professor, Director of the Institute of Economics and Management in Construction, Head of the Department for Economics and Entrepreneurship in Construction G.Zagidullina presented the key provisions of the personnel training strategy for the investment and construction sector of the region.
Executive Director of SRO “Union of Architects and Designers “Volga-Kama” V.Yemelin introduced the questions related to the personnel training and professional development of the organizations being the members of the self-regulatory organization headed by him, for discussion. In particular, he noted the leading role of Kazan State University of Architecture and Building Construction in this process arrangement in the Republic.
Large amounts of construction in Zakamskaya area of Tatarstan require new approaches to personnel training. Thus, Director of College of Economic and Building Construction named after Y.N.Batenchuk in Naberezhnye Chelny A.Bloschinsky reported on the key issues in training workers for the construction and housing and public utilities sectors and the role of secondary vocational education institutions in the process.
The discussion touched upon the main problems of builders’ training. Director of Kazan College of Construction I.Simonov reported on the development of a resource center on the basis of the College. According to him a poor material and technical status is the main problem of today.
The organizing committee of the conference highly appreciated the level of the reports made. Following the conference a number of decisions aimed at improving the situation with regard to the personnel training in the construction sector in Tatarstan, were taken.
