Rustam Minnikhanov: “Well-coordinated work of the Administration of the Russian Register and the Cadastral Chamber allows us to solve many problems”

During the final board of the Administration of the Federal Service of State Registration, Land Register and Mapping for the Republic of Tatarstan and the branch of FSBI “Cadastral Chamber of the Administration of the Russian Register” for the Republic Tatarstan President of the Republic of Tatarstan Rustam Minnikhanov emphasized a significant role of the Administration of the Russian Register and the Cadastral Chamber for the Republic of Tatarstan in the economic development of the Republic.

Head of the Administration of the Russian Register Azat Zyabbarov made a report on its work in 2012. He said that for the reporting period the Administration had presented more than 510 000 different data on the registered rights including more than 180 000 electronically received applications for the provision of the information.

According to Azat Zyabbarov more than 927 000 rights and real estate transactions which is almost 5% higher than in 2011 were registered in 2012. As in past years the state registration of rights and living premises transactions is more than 55% of the total number of registration activities. The number of registered mortgages is significantly increasing. Last year the Administration registered more than 86 000 mortgages.

In order to implement federal and republican programs the Administration of the Russian Register for the Republic of Tatarstan in the shortest period of time accepted the documents and registered the rights relating to the implementation of such major federal and republican investment projects as the development of Sviyazhsk interregional multi-modal logistics center, technopolis “Novaya Tura”, innovative satellite city Innopolis , the Universiade Venues, the organization of the intermodal transport from railway station “Kazan” to international airport “Kazan”, the expansion of the territory of special economic zone “Alabuga” and the construction of complex TANEKO.

The Administration Office accepted the documents and promptly carried out the state registration of rights to the lands granted to large families. Altogether about 4 thousand rights to such lands were registered.

A separate challenge for the Administration in 2013 is the creation of a day and night call-center.

Azat Zyabbarov noted that the Administration of the Russian Register takes an active part in the work of the Republican system of the electronic interdepartmental cooperation. Currently, the electronic interaction with banking organizations is being developed.

Director of the branch of FSBI “Federal Fiscal Enterprise of the Russian Register” for the Republic of Tatarstan Lenara Muzafarova reported on a number of problems. According to her the lack of the activity of municipalities may lead to mass failures in cadastral registration with new rules requiring land planning and development documents entering into force. So, many municipalities must do a great job to adopt necessary regulations.

Lenara Muzafarova also noted the so-called “white spots” on the maps i.e. the areas that are not registered in the Land Register. According to her the municipalities should do land surveying and submit the documents to a cadastre authority, otherwise the existing “vacuum” will cause land grabbing.

President of Tatarstan Rustam Minnikhanov ordered to combat such cases of land-grabbing. “It is understandable that it is not a mistake because people deliberately break the rules. And it must be stopped”, said the President

Rustam Minnikhanov noted that it was not possible to do land surveying quickly, but the most important areas including protected areas, should be surveyed in the shortest possible time.

Rustam Minnikhanov agreed with the view expressed by Lenara Muzafarova and ordered the municipalities to determine the boundaries of the settlements because not all of them are registered in the inventory. “First of all it concerns cities and suburban settlements.  The municipalities must be interested in it because the land is the basis of their tax base”, said the President

Summing up the meeting Rustam Minnikhanov promised to carefully consider all issues raised during the event. “The Administration of the Russian Register and the Cadastral Chamber are important structures for the Republic”, he said.

According to the President of Tatarstan the Republic successfully completed the year of 2012; the growth of the economy was demonstrated by the results of the activities of the Russian Register.

The President instructed to consider the issue of the development of the call-center. “These are extra jobs and the convenience both for our population and that of the neighboring regions”, said Rustam Minnikhanov.

He encouraged the Administration of the Russian Register to control the activities of arbitration managers and monitor any fraud in the sphere of land relations. “We need to “cut off” any opportunity for fraud”, said the President of Tatarstan.

 “You carry out a great work”, said Rustam Minnikhanov to the employees of the Administration of the Russian Register and the Cadastral Chamber. “In recent years your service has changed and equipped significantly, you have professional experts, and I want to thank you for your successful collaboration. We applied to you for all our major projects, and our teamwork allows solving all problems”, added the President.

He presented a number of awards and keys to new company cars to employees of the Russian Register.
