A joint meeting of the Staff for the construction of the football stadium and executive committees of the municipalities of the Republic held in the Ministry of Construction, Architecture and Housing of Tatarstan

The order to attract extra labor (at least three thousand people) to the construction site of the football stadium for 45 000 seats was delivered to the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan at the weekly meeting on the construction of the facilities for the 27th World Summer Universiade 2013 in Kazan chaired by R.N.Minnikhanov.

Therefore, a joint meeting of the Staff for the construction of the football stadium and the executive committees of the municipalities of the Republic took place in the Ministry of Construction, Architecture and Housing of Tatarstan. The meeting was held by First Deputy Minister of Construction, Architecture and Housing of the Republic F.M.Khanifov. Heads of construction companies implementing state programs in the municipalities also participated in the meeting by means of videoconference mode.

When addressing to the heads of the executive committees of the municipalities Head of SPI “Major investment and construction department of the Republic of Tatarstan” R.F.Nurullin explained that it was essential to conscript the workforce and asked to send the experts involved in the state programs implementation to the facility.

At the end of the discussion First Deputy Minister of Construction, Architecture and Housing of the Republic F.M.Khanifov paid his attention to the compliance of health and safety requirements on the construction site of the football stadium. Regular work on the compliance health and safety requirements by contracting organizations is being carried out. Moreover, each employee is provided with temporary accommodation and three meals a day. Distinguished employees will be awarded, and the organizations of the areas will receive bonuses.

The second part of the meeting was devoted to the implementation of major state programs of the Ministry. As of today, special attention is paid to the programs on the elimination of the failing housing stock, major repairs and the modernization of housing and public utilities.

Head of the Department for Programs Development and Implementation in the Housing Sector and at Social and Cultural Facilities I.A.Ziganshin reported on the implementation of the program on the elimination of the failing housing stock. In accordance with the new version of the Law 185-FZ apartment houses recognized as failing ones before January 1st, 2012 are to be resettled.  The program will be developed through 2015. The Republic will have to submit the obligation to provide the relocation of people from all failing housing stock until December 31st, 2015.

Addressing to the participants of the meeting Head of the Department for Restructuring and Modernization of Housing and Public Utilities V.B.Tarasov reported on the implementation of program “Pure Water” and the installation of double-pressure boilers. For eight years the Ministry has been transferring apartments to the individual heating system. This year the Fund for the installation of gas services is going to transfer 4 thousand 959 apartments (324 houses) to the individual heating system.
