A round table on the issues of shared-equity construction of commercial housing in the Republic of Tatarstan in the current economic conditions was held today at the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan.

The event was chaired by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin, it was attended by Deputy of the State Duma of the Russian Federation Ilya Wolfson, Chairman of the Committee of the State Council of the Republic of Tatarstan on Housing Policy and Infrastructure Development Alexander Tygin, representatives of the Ministry of Industry and Trade of the Russian Federation, as well as representatives of developers of the Republic and banks.

The participants discussed topical issues of housing costs, a set of measures taken by the Government of the Russian Federation in terms of supporting housing construction, import substitution and preventing failures in the supply of construction materials and equipment.

"The Government of the Russian Federation is developing and adopting a set of measures to support the construction industry. The development of urban planning documentation, the procedure for holding public hearings is being simplified, measures are being taken to accelerate the provision of land plots, the extension of existing land lease agreements. Financing of all started facilities, implementation of current programs and preferential mortgage programs will also be preserved," said Marat Aizatullin.

Deputy Minister Ilshat Gimayev said that 2.8 million square meters of housing is planned to be commissioned in the republic in 2022. As of today, 710.3 thousand square meters have been built, or 25.8% of the plan.

83 developers are building multi-apartment investment housing in the region. These are 168 houses with a total area of 1.6 million square meters. meters. Of these, 12 houses are being built according to the old rules, the rest are under project financing.

According to the Deputy Minister, by February 28, 2022, 7.4 thousand mortgage loans worth 22.7 billion rubles were issued in the republic. For 2 weeks in March, citizens issued 1.2 thousand mortgages for 6.6 billion rubles. "Sales are going on, of course, there is some slowdown. But so far the volumes are comparable to last year's. How events will develop further will depend on the decisions of the government of the Russian Federation and the republic," Ilshat Gimaev said.

Ilya Wolfson, deputy of the State Duma of the Russian Federation, member of the Committee on Construction and Housing and Communal Services, said in his speech that, in total, two dozen federal laws are being amended to offset the impact of sanctions. A working group of deputies of the State Council of the Republic, representatives of the Regional Ministry of Construction and the municipality of Kazan has been formed at the level of the republic. The work resulted in several amendments submitted for consideration and a number of other initiatives are being discussed.

According to Andrey Savelyev, Vice-president of the Association "Guild of Realtors of the Republic of Tatarstan", there is a tendency for investors to dump real estate and buy it. "There are borrowers in the secondary market who have received mortgage approval at the old rates, they will remain until the end of March. April and May will be very difficult: the secondary market will be practically frozen. The lion's share of buyers (about 70%) of secondary housing are mortgage borrowers. Almost all banks give mortgages for secondary housing from 21% per annum, which is absolutely unthinkable," Andrei Saveliev said.

Preferential mortgages continue to operate in the primary market. However, the loan approval period, according to the expert, has increased from a few hours to 2-3 days. At the same time, problems in the secondary housing market may negatively affect the demand for new buildings.
