Ilshat Gimaev, Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, spoke at the conference on financing residential real estate projects implemented by medium and small business clients.
During the event, VTB Senior Vice President Ruslan Eremenko announced forecasts in the trends of the construction market development for the coming year. According to him, the bank will have 450 loan agreements with developers for 565 billion rubles. Next year, VTB experts expect growth of up to 20% in the number of contracts and 30% in the volume of financing. The area of regional projects in the bank's portfolio will be up to 10 million square meters. m.
The Deputy Minister of the Department, in turn, spoke about the decisions of the Government of the Russian Federation on the adoption of preferential mortgage programs. “According to the Central Bank of Russia, the situation on the housing market in Tatarstan for the first 9 months of this year compared to the same period last year remains ambiguous: the total number of mortgage loans decreased by almost 35.7% (from 48,746 to 31,337 units), while the number of mortgage loans issued in the primary market increased by 2.8% (from 9,428 units to 9,692 units). Time has shown that thanks to these measures, even in difficult economic conditions, we managed to preserve the reserves of housing under construction for further growth of housing construction,” the Deputy minister stressed.
At the conference, in addition to the problems of the modern mortgage lending market, the possibilities of mechanisms for the development of housing construction were discussed. As Ilshat Gimayev noted, one of the main indicators is the number of construction permits issued. In comparison with the indicators for 9 months of last and current years, their number has increased by 1.8 times.
A separate item of the report was the Decree of the Government of the Russian Federation, which expands the list of infrastructure facilities, the construction or reconstruction of which can be carried out according to simplified procedures.
This new measure of support for the industry allows, through the use of a simplified procedure for allocating land plots, accelerated examination of projects and development of documents on the planning of the territory, to reduce the total construction time. The list includes kindergartens, schools, medical and obstetric centers, sports and recreation complexes, children's art schools and other social institutions.
“Thanks to changes in federal legislation and the launch of new mechanisms to support the construction industry, work is underway to increase the reserves of promising new construction,” Ilshat Gimayev said.
