Today, the Rais of the Republic of Tatarstan, Rustam Minnikhanov, as part of a working trip to Moscow, made a report at a joint meeting of the Board of the Ministry of Construction of the Russian Federation and the Presidium of the Government Commission for Regional Development of the Russian Federation. Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin took part in the work of the board.

Deputy Prime Minister of the Russian Federation, Chairman of the Government Commission for Regional Development in the Russian Federation Marat Khusnullin addressed the participants of the event with an introductory speech.

The main report on the performance of the construction industry in 2022 was presented by the Minister of Construction and Housing and Communal Services of the Russian Federation Irek Fayzullin.

Tatarstan Rais Rustam Minnikhanov said that in Tatarstan in 2022, a record housing commissioning was maintained – more than 3 million square meters.m. An additional impetus to housing construction will be given by advanced financing of large-scale infrastructure projects. Only in the Kazan agglomeration it will allow to introduce by 2030 an additional more than 10 million square meters.m. "The quality of life of our citizens is improving thanks to the tools of the infrastructure menu, national projects, the program of modernization of municipal infrastructure. 44 republican programs are also aimed at this. As a result, more than 4 thousand objects of social and communal infrastructure were built and repaired in Tatarstan last year. This year, within the framework of the instructions of the President of the country V.V. Putin, it is necessary to keep the momentum," Rustam Minnikhanov said.

He noted that there is a decrease in demand from citizens in the housing market, and it is necessary to take measures to restore it. He voiced the proposals that he spoke about on April 18 at the Strategic session "Advanced development of transport, communal and social infrastructure" with the participation of the Prime Minister of the Russian Federation. Thus, it is proposed to improve the conditions of family mortgages - increase the maximum loan size from the current 6 to 10 million rubles, lower the initial payment to 10%, and for large families - up to 5%, consider returning the 4.5% rate. "In order to maintain the growth of housing prices and maintain the pace of construction of facilities, we propose to resume the program of support for developers to subsidize the loan rate up to 4% within the framework of project financing, for the implementation of projects to restore new regions of the country, we propose a rate of 2%. At the same time, these benefits should be extended only to those developers whose price per square meter does not exceed the cost of construction, which is determined by the Ministry of Construction of the Russian Federation for this region, plus no more than 30% of profitability," Rustam Minnikhanov said.

He also recalled that it is important to synchronize the volume of housing construction with the development of social infrastructure.  For example, for 3 million square meters of housing according to the SNiP, 48 kindergartens are required; 18 schools; 9 polyclinics; 75 km of roads. Given the lack of federal funding, the regions are forced to build and repair facilities at their own expense. So, in Tatarstan in 2022, about 60 billion rubles were allocated for these purposes. or 14% of own income. But this is not enough, the RT Rais stressed, instead of the required 18 schools, we have built 9.

"In this matter, we ask you to consider the possibility of increasing funding for the construction of social facilities and infrastructure from the federal budget. I would like to note that the rise in the cost of social infrastructure was influenced by the change in standards. So, if 30 years ago the school for 1.5 thousand places was 15 thousand square meters, now it is 27.6 thousand square meters," Rustam Minnikhanov said.

Construction standards have been significantly revised after 2019. At that time, the construction of a school for 1.5 thousand places cost 1.5 billion rubles, and in 2022 its cost increased by 60% – to the level of 2.4 billion rubles. To save money, it is proposed to revise the standards downward.

"One of the most difficult issues is the state and development of the housing and communal services system. This industry affects every citizen," Rustam Minnikhanov said. He recalled that following the meeting of the Presidium of the State Council of the Russian Federation, it was decided to launch a large-scale program for the modernization of municipal infrastructure. "On behalf of the regions, I want to thank the President and the Government of the country for this program," he said. - So far it has been accepted for 2 years. It is important that the program, by analogy with the overhaul of apartment buildings, has a long-term character. At the same time, the volume of financing should ensure the advanced repair of infrastructure."

Rustam Minnikhanov stressed that the sphere of housing management is in the zone of increased attention. Complaints and complaints regarding the quality of services from citizens do not decrease.

According to Rustam Minnikhanov, licensing of management companies, which was introduced in 2015, did not fully solve these issues. "Now it is necessary either to strengthen licensing requirements for management companies, or to follow the path of creating Self-regulating management organizations," he said.

Another important issue was raised - the prevention of gas explosions in homes. "We propose to introduce an increasing coefficient when paying for gas supply services by citizens in case the service organization does not provide access to equipment in the apartment," Rustam Minnikhanov said. - At the same time, it is necessary to tighten the responsibility of officials of service organizations for poor-quality work. In addition, we propose to amend the legislation on the mandatory installation of gas pollution systems in apartments with automatic gas shut-off and supply valves on the windows."

Separately, Rustam Minnikhanov focused on the quality of the overhaul of apartment buildings and the formation of the necessary funds. Funds that accumulate not from the regional operator, but on the account of the managing organization, can be spent inefficiently. "We consider it necessary to establish the procedure for carrying out capital repairs in apartment buildings that accumulate money on special accounts, by analogy with the overhaul of houses of a regional operator, or to identify a regional operator as the sole owner of special accounts. It is also necessary to introduce control over the management organizations during the current repairs," he suggested.
