12 thousand 498 apartment houses with central heating systems to be prepared for the heating season of 2013/2014

The Republic’s meeting on the implementation of the program on major repairs of apartment houses, commission of housing and preparing for the winter season was held today by Prime Minister of the Republic of Tatarstan Ildar Khalikov. The meeting was held as a video conference with all the municipal areas of the Republic in the Government House of the Republic of Tatarstan.

In addition, the on-line meeting was broadcast on the Internet (www.prav.tatarstan.ru).

A report on legal assignments of the previous meeting was made by Head of the Administration of Construction, Transportation, Housing and Road Infrastructure of the Office of the Cabinet of Ministers of the Republic of Tatarstan Ildar Sibgatullin.

Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin reported on the inspected compliance with safety regulations. As of August 28th, 2013 the State Housing Inspectorate of the Republic of Tatarstan held one thousand 805 inspection surveys in 41 municipalities; 23 facts of safety violations were revealed in eight municipalities such as Aksubayevsky, Almetyevsky, Bugulminsky, Naberezhnye Chelny, Muslyumovsky, Nizhnekamsky and Chistopolsky areas and Kazan.

For the period from August 15th – 28th, 2013 here were held 313 inspection surveys resulting in no violations being revealed.

As for the preparation for the heating season of 2013/2014, it is planned to prepare 12 thousand 498 apartment buildings with central heating systems. As of August 29th, 2013 there were submitted the acts of washing for 10 thousand 302 houses and the acts of pressure testing for 10 thousand 267 houses; the readiness certificates were received for 11 thousand 826 houses.

There is some delay in the preparation of the readiness certificates of apartment houses in Agryzsky, Aksubayevsky, Verkhneuslonsky, Mendeleyevsky, Muslyumovsky, Tukayevsky and Tetyushsky areas and Kazan.

Among 3 thousand 646 social facilities as of August 29th, 2013, there have been prepared 3,479 (95 %) objects; among 1 thousand 618 health facilities 1 thousand 597 objects have been prepared (99 %); among 1 thousand 982 culture facilities 1 thousand 848 objects (93%) have been prepared.

Irek Faizullin also announced that among 2 thousand 768 boiler houses 2 thousand 585 objects (93%) had been prepared, and among 2 thousand 984 km of heat networks 2 thousand 866 km of heat networks (96%) had been prepared.

As of August 29th, 2013 the debt to CJSC “Gazprom Mezhregiongaz Kazan” for gas consumed by heat suppliers is 205.281 million rubles, of which the heat suppliers - 128.36 million rubles( a decrease of 54.6 million rubles), diversified enterprises of housing and public utilities - 76.921 million rubles( a decrease of 11.5 million rubles).

Minister of Construction, Architecture and Housing of the Republic of Tatarstan said that the renovation and construction of the facilities to accommodate multi-function centers (MFC) to render state and municipal services to the population are being carried out in the Republic. By the Order of the Cabinet of Ministers of the Republic of Tatarstan 310 million 20 thousand rubles were allocated to house multi-function centers, including 298 million 580 thousand rubles to repair 23 facilities in 22 areas (including undistributed limit for Kazan amounted to 45.133 million rubles) and 11.44 million rubles for the construction of buildings in Atninsky area for combined accommodation of the Administration of the Federal State Statistics Service for the Republic of Tatarstan and MFC.

Demolition work and finishing work started in 15 areas such as Aznakayevsky, Arsky, Bavlinsky, Baltasinsky, Bugulminsky, Zainsky, Zelenodolsky, Kukmorsky, Laishevsky, Nurlatsky, Tukayevsky, Tyulyachinsky, Yutazinsky, Sarmanovsky (settlements Sarmanovo and Dzhalil) and in Nizhnekamsk.

In 11 areas multi-functional centers will be located together with the Administration of the Federal State Statistics Service for the Republic of Tatarstan including in Arsky, Bavlinsky, Baltasinsky, Zainsky, Zelenodolsky, Kamsko-Ustinsky, Kukmorsky, Mamadyshsky, Muslyumovsky areas and in Naberezhnye Chelny and Nizhnekamsk.

Tatarstan continues the construction of housing for local police officers under the Integrated Program on Crime Prevention for the Republic of Tatarstan for 2011-2014. In general, 82 houses for local police officers are to be built in 39 municipalities.

Using the funds of the State Housing Fund under the President of the Republic of Tatarstan 21 residential houses are being built in 21 municipalities (Arsky, Buinsky, Rybnoslobodsky, Mamadyshsky, Menzilinsky, Drozhzhanovsky, Yutazinsky, Verkhneuslonsky, Yelabuzhsky, Nizhnekamsky, Kukmorsky, Nurlatsky, Mendeleyevsky, Muslyumovsky, Sabinsky, Apastovsky, Agryzky, Alkeyevsky, Bugulminsky, Chistopolsky, Sarmanovsky).

Using the funds of the Republic’s budget (Resolution of the Cabinet of Ministers of the Republic of Tatarstan no. 1118- r dated 04/07/2013 ) 20 residential houses are being built in 18 municipalities (Aznakayevsky, Aksubayevsky, Aktanyshsky, Alekseyevsky, Almetyevsky, Atninsky, Zelenodolsky, Kaibitsky, Kamsko-Ustinsky, Leninogorsky, Laishevsky, Novosheshminsky, Pestrechinsky, Spassky, Tetyushsky, Tukayevsky, Tyulyachinsky, Cheremshansky).

41 residential houses in 38 municipalities are to be built at the expense of the municipalities of the Republic of Tatarstan.

As of today, the construction of houses for local police officers has not yet been started in two municipalities: in Zelenodolsky area the executive committee plans to provide service accommodation on the 1st floor of an apartment building and in Chistopolsky area there was a change of the construction contractor and investor.
