The scope of the rendered services of organizations of the housing and public utilities (excluding gas, electricity and heat supply in cogeneration mode) for the first six months of this year amounted to 15.7 billion rubles. The collection rate of the population for the housing and utility services as of 1 September, 2013 amounted to 97.7 percent. These data were presented today at the meeting of the Board of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan on the results of the implementation of the programs in the sphere of housing and public utilities. The meeting, held in the Government House of the Republic of Tatarstan, was attended by Prime Minister of Tatarstan Ildar Khalikov and Director General of the State Corporation - Fund Assisting the Restructuring of Housing and Public Utilities Konstantin Tsitsin.
The key report was made by Head of the Ministry of Construction of the Republic of Tatarstan Irek Faizullin. Speaking about the results of the implementation of programs in the housing sector, the Minister, in particular, recalled that during the years of 2008-2012 more than 10 thousand houses with a total area of 45.4 million square meters had been repaired in the Republic. Scope of works is estimated at 29.5 billion rubles; 2 million 137 thousand inhabitants improved their living conditions. Funding for the program on major repairs of the current year is more than 4.7 million; the program involves 41 municipalities. 823 apartment buildings with the area of 5.6 million square meters are to be repaired. 234 thousand inhabitants will have their living conditions improved. Major repairs are completed in 617 houses. As recalled by the Minister, since 2010 the programs on the resettlement of people from the failing housing stock are being implemented in the Republic. Their total funding is almost 2 billion rubles. More than 5 thousand people were resettled under these programs.
As noted by Irek Faizullin, more than 12 million people are to be resettled from 713 damaged houses in 38 municipalities under a new five-year Republic’s program adopted in the framework of the federal legislation. For these purposes, Tatarstan will receive 1.84 billion rubles. In the co-financing, the Republic will add 2.39 billion rubles.
According to the Minister, one of the main problems in the housing sector is the state of public infrastructure. About 5 thousand km of water networks need replacing. The medium-term requirement of funds for the modernization and new construction in the municipal complex is about 100 billion rubles. Only the attraction of large-scale off-budget investments will be able to cover these costs.
