Rinat Abdullin took part in the meeting of the Public Council under the Ministry of Construction of the Russian Federation

Minister of Construction and Housing of the Russian Federation Irek Fayzullin took part in a meeting of the Public Council under the Ministry of Construction of the Russian Federation and the Assembly of Regional public councils in the field of construction and housing of the Russian Federation.

Chairman of the Public Council under the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan Rinat Abdullin took part in the meeting.

Irek Fayzullin made a welcoming speech and noted the importance of active joint work aimed at finding solutions to current problems and topical issues of the industry.

"The Public Council under the Ministry of Construction of Russia, according to the results of various ratings, is considered the leader among all public councils under federal authorities. All our interactions in all areas of activity are constantly implemented within the framework of active work with representatives of the department," Irek Fayzullin said.

The head of the Ministry of Construction of Russia noted that the key agenda of the department's work is to summarize the results of existing federal projects and the formation of a new national project – "Infrastructure for Life".

One of the indicators of the national project is to improve the living conditions in the main settlements by 30% by 2030. Following the results of the last meeting of the commission of the State Council of the Russian Federation, approaches to the methodology for implementing this indicator were approved.

The Ministry of Construction of the Russian Federation, together with the Ministry of Economic Development of the Russian Federation, is working to determine a list that includes at least 2 thousand cities and agglomerations. The development of 200 master plans will help to focus on the strategy of long-term development of the main settlements.

In achieving the objectives set within the framework of the Housing federal project, the work of the regions and the activities of municipalities on the formation of urban potential is especially important. Preferential mortgages have proved to be an effective support tool during the crisis period, and today a number of preferential programs continue to operate: family mortgages, mortgages for IT specialists, new regions, Far Eastern mortgages. The goal of the federal project is planned to be achieved, including through the implementation of the CRT mechanisms.

The task of one of the most recognizable federal projects "Formation of a comfortable urban environment" is to increase the comfort of public spaces by improving at least 30 thousand territories and implementing at least 1,600 winning projects of the All-Russian competition by 2030. In the new national project, the parameters regarding the selection of projects for the winners of the Competition will be finalized, including cities with a population of up to 300 thousand people are planned to participate.

The goal of increasing resource and energy efficiency will be achieved within the framework of the federal project "New Rhythm of Construction". It is planned to develop standard projects for social facilities in order to simplify construction, as well as reduce the investment and construction cycle to 1,000 days.

Special attention is paid to the issue of modernization of facilities in the housing and communal services sector. Due to a comprehensive set of effective tools that will help improve the quality of services provided for 20 million people, it is planned to implement the federal project "Modernization of communal infrastructure". The formation of a model for financing the program at the expense of budgetary funds, new treasury loans, write-off of 2/3 of loan arrears, reinvestment of previously issued funds, as well as extra-budgetary sources continues.
