On October 29th, 2013, during the visit of the delegation of the Federal Fund for Housing Development to the Republic of Tatarstan, there will be held a meeting on the approaches to the integrated development of the territory of the Republic of Tatarstan for housing construction.
The meeting was attended by representatives of the Fund, the executive authorities of the Republic of Tatarstan, Kazan city administration, heads of construction companies and banks.
The participants of the meeting discussed the main issues of the integrated territory development of the Republic of Tatarstan for housing construction, providing citizens with housing, social and other infrastructure development in order to improve living conditions.
First Deputy Director General of the Fund for Housing Development Aleksei Fursin noted that in the framework of the cooperation with the Republic of Tatarstan one of the priorities is the development of social projects. As of today, with the assistance of the Fund, the public authorities of the Republic of Tatarstan are already implementing a project to create housing co-operative with the state support “Gorsovetskaya” for employees of state and local government agencies of the Republic of Tatarstan.
According to Aleksei Fursin, in the near future the Fund plans to provide another plot of land for the construction of affordable housing for certain categories of citizens in need of the state support. On November 7th, 2013, the Fund will hold an auction to sell the right to conclude an agreement on the uncompensated fixed-term use of a land plot for the construction of low-income housing with a developer’s commitment to sell such housing to certain categories of citizens at a fixed price in respect of the land of the Fund with a total area of 63.08 hectares, located in the southern part of the city of Kazan in Privolzhsky district.
The project involves the construction of apartment buildings of economy class, the total area of which is not less than 221.760 square meters (not less than 4200 apartments in 57 apartment buildings, including 1680 one-room apartments, 1680 two-room apartments, 840 three-room apartments). The share of low-income housing in the construction will be 100 %.
According to Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin, the approved average market price of 1 square meter of the area of living space for the Republic of Tatarstan is 31,080.12 rubles. At that, a land plot is provided under the agreement on the uncompensated fixed-term use.
According to the tender documents, a future developer is obliged to provide for the application of modern technologies in energy efficiency when constructing such as the installation of energy-saving lighting fixtures in common areas and building surrounding areas, installation of space heaters used in common areas, of the class of energy efficiency not lower than the first two classes etc.
The apartments constructed as a result of the project, are designed for certain categories of citizens defined by the Resolution of the Government of the Russian Federation No. 1099 of October 25th, 2012. These apartments must be sold to the citizens at the price set at the auction.
Until the end of 2013, the Fund for Housing Development plans to use a land plot with a total area of 314.71 hectares, located in Stolbischenskoe rural settlement in Laishevsky area of the Republic of Tatarstan and designed to build a technology park.

321.661 thousand square meters are at the stage of the development of planning documents, design, housing construction and commissioning. The share of low-income housing in the housing projects will be at least 64 %, the share of low-rise housing is determined by the territorial planning documents being developed.
