The report on the performance of the Government of the Republic of Tatarstan in 2024 was reviewed today at a joint meeting of the Committee on Housing Policy and Infrastructure Development and the Committee's Expert Council. The meeting was attended by Deputy Chairman of the State Council Yuri Kamaltynov, Plenipotentiary Representative of the Raisa RT in the State Council Timur Nagumanov, representatives of relevant ministries and departments, and public organizations.
Damir Shaidullin, First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, spoke about the situation on the housing market in the Republic. According to him, the republic continues to occupy a leading position in terms of housing commissioning. "In 2024, the republic broke its own record by introducing 3 million 453 thousand square meters of housing," Damir Shaidullin emphasized, "Tatarstan retained its leadership in the Volga Federal District. We are fifth among the country's regions in this indicator."
At the same time, in Tatarstan, as well as throughout the country, the housing market has seen a drop in sales since the second half of last year. The reason for this was a narrowing of the target audience of preferential mortgage programs, a drop in demand for the purchase of apartments in new buildings and an overstocked housing market, a decrease in the volume and number of mortgage loans issued in the primary and secondary markets. In the republic in 2024, compared to the same period in 2023, the number of mortgage loans issued decreased by 36% and by 34.6% under equity participation agreements.
According to Damir Shaidullin, with the help of a new tool to support the construction industry, the Infrastructure Menu, projects have been launched in the republic to modernize engineering and road infrastructure in the Kazan agglomeration, which will additionally create groundwork and introduce 10 million square meters of housing by 2035.
A lot of work is being done in the republic on the construction and repair of social and engineering infrastructure facilities. In 2024, it was possible to build and repair 3,722 facilities for a total amount of 157.53 billion rubles. As for the housing and communal services sector, the volume of services provided amounted to about 64 billion rubles, which is 12.3% more than in 2023. "The basis for the stable operation of this industry is the timeliness and completeness of public utility payments. By the end of 2024, the level of collection of payments reached 99.3%," said the First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan.
Other issues were also considered at the committee meeting.
