Rustam Minnikhanov, Rais of the Republic of Tatarstan, met with Pavel Lyakhovich, member of the Board of SIBUR LLC, and Lev Gorilovsky, Chairman of the Committee on Municipal Infrastructure and Housing of Delovaya Rossiya, Chairman of the Board of Directors of Polyplastic Group LLC.

The meeting took place at the International Exhibition Center "Kazan Expo" within the framework of the International Economic Forum "Russia – the Islamic World: KazanForum"

The parties discussed issues such as the implementation of the Warm Country project and the development of an integrated approach to the municipal infrastructure modernization program.

Recall that in September 2024, it was announced that SIBUR was starting to pilot the Warm Country project in Tatarstan. The idea of the project is to significantly increase the possibilities of heat conservation, options for upgrading communal infrastructure facilities and insulating facades of apartment buildings using polymer solutions.

Rustam Minnikhanov was presented with the concept and the steps that were taken within the framework of the project.

Lev Gorilovsky, Chairman of the Committee on Communal Infrastructure and Housing of Delovaya Rossiya, Chairman of the Board of Directors of Polyplastic Group LLC, said: "It is extremely important that the issue of efficient spending of funds is taken into account when implementing facilities. It's about choosing design solutions that will avoid re-spending financing on the same infrastructure facilities for as long a period of time as possible. In this regard, it is necessary to consolidate at the regulatory level the need to take into account the assessment of the life cycle of pipe products during the modernization of housing and communal services. In the utility infrastructure, the service life of solutions is a key parameter of efficiency." He specified that polymer pipes are not susceptible to corrosion and overgrowth and require up to 5 times less regular maintenance costs, which significantly reduces costs in the long term, and most importantly, they last more than 100 years. "It is impossible not to take this into account at the state level when considering solutions for use in large infrastructure projects," said Lev Gorilovsky.

The meeting was attended by Marat Aizatullin, Minister of Construction, Architecture and Housing of the Republic of Tatarstan, Rafinat Yarullin, General Director of JSC Tatneftekhiminvest Holding, and others.
