In the Republic of Tatarstan, the heating period in 2024 began on September 16 and ended on May 16, 2025. The duration of the heating period in the republic was 243 days, which is two thirds of the calendar year. Such data was announced today by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin at a meeting of the Cabinet of Ministers of the Republic of Tatarstan.
The meeting was devoted to the results of the work of organizations of the fuel and energy and housing and communal complexes of the Republic of Tatarstan during the heating period of 2024/2025 and the tasks of preparing for the heating period of 2025/2026.
The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.
Alexey Pesoshin noted that thanks to the coordinated work of municipal districts and enterprises of housing and communal services and energy, preparations for the autumn-winter period of 2024/2025 were carried out on time.
Thus, 3,210 boiler houses, 17,978 apartment buildings, 3,243 educational facilities, 1,959 healthcare facilities, 1,912 cultural facilities, 395 sports and youth facilities, and 164 social protection facilities were prepared for the heating period. Unfortunately, during the last autumn-winter heating period, there were also emergency situations with heat supply shutdowns. During the heating period, 4,164 accidents occurred in the housing and communal services sector (according to data received by the dispatch service of the Ministry of Construction).
As the head of the Ministry of Construction of the Republic of Tatarstan, Marat Aizatullin, noted in the report, 958 accidents occurred in the field of heat supply. At the same time, the largest number occurred in the Nizhnekamsk municipal district (60%), as well as in the Aznakaevsky, Almetyevsky, Bugulminsky, Zelenodolsk districts and in Kazan.
During this period, 1,792 accidents occurred in the field of water supply and sanitation.
The Head of the Ministry of Construction of the Republic of Tatarstan said during his speech that there had been no emergencies related to household gas explosions during the past heating period. At the same time, carbon monoxide poisoning occurs regularly. In 2024, 37 such cases were registered in Tatarstan, 72 people were injured, 32 of whom were children. Two people died. In 2025, there were 14 cases of poisoning. 36 people were recognized as injured (1 person died), of which 19 were children.
Prime Minister of the Republic of Tatarstan Alexey Pesoshin noted that preparations for winter are directly related to the payments of the population, organizations and enterprises for energy resources. At the same time, he clarified that the total debt of the population for housing and communal services exceeded 10 billion rubles and amounted to 10.375 billion rubles (as of May 1, 2024, the total debt was more than 9 billion rubles).
The head of the Ministry of Construction of the Republic of Tatarstan, Marat Aizatullin, said in a report that as of May 1, 2025, the overdue debt of utilities for gas amounts to 206.89 million rubles, which is 9.4 million rubles lower compared to the same period last year.
The total overdue debt of all organizations of the housing and communal complex of the republic for electricity amounted to 31.49 million rubles, over the year the debt decreased by more than 5.42 million rubles.
The Minister recalled that in 2023, President of the Russian Federation Vladimir Putin decided to launch a new federal program for the modernization of municipal infrastructure.
In Tatarstan, under the federal program for the modernization of municipal infrastructure for 2023-2024, 67 events were held in 10 municipalities for 4.5 billion rubles. 128 km of networks have been replaced, of which 66 km are heat supply networks.
