A report on the activities of the organizations for the management and maintenance of apartment buildings in Tatarstan in 2013-2014 was made today by Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin at the meeting of the State Council of the Republic of Tatarstan in the framework of the “Parliamentary Hour”.
The first thing to be mentioned in the report was that the charges for utility services consists of fees for public services such as water supply, sewerage, electricity, etc. and fees for housing services or the maintenance and repair of the housing stock.
Local governments of municipalities approve rates for tenants and owners of premises who did not choose a way of management. An owner can choose a method of management (HOA, a management company, direct control), to set a fee for maintenance and repair of residential premises of an apartment building at the general meeting of homeowners on the proposal of a management company or HOA, depending on the method of management.
As of today, the area of the total housing stock of the Republic is more than 90 million 691 thousand square meters of housing. 2300 thousand people live in 17 thousand 311 apartment houses with a total area of 67 million square meters.
At that, only 4 percent of apartment houses are under direct control, while the other 32 percent are under the responsibility of HOA and house-hold cooperatives, and 64 percent thereof are controlled by management companies.
Only 73.4 percent of the housing stock is provided simultaneously with all kinds of public services such as water supply, sewerage, heating, hot water, gas or electrical hotplates. All apartment houses of the Republic are equipped with common metering devices.
The average growth in the range of housing services in 2013 compared with 2012 was 2 percent. The ratio of the share of the value of housing services at an average cost of housing services decreased from 34 percent in 2012 to 24 percent in 2013. This is due to the elimination of cross-subsidies for heat supply services.
The quantity and quality of services provided to residents are determined by their value. The Minister cited the data for 2013 in the context of municipalities. Depending on the area the cost of a set of housing services varies, sometimes dramatically, from 7.87 rub./sq.m in Kaybitsky area and 9.02 rub./sq.m. in Alkeyevsky area up to 22.06 rub./sq.m in Naberezhnye Chelny and 22.52 rub./sq.m in Kazan.
Irek Faizullin recalled that in 2014, in some apartment houses there will be the increase in payments for housing services by reason of the introduction of mandatory contributions for major repairs, which must be at least 5 rubles per square meter. He also reported that at present a long-term Republic’s target program on major repairs of apartment buildings is being developed in the Republic. It will be valid for about 25-30 years.
The deputies had numerous questions. Responding to one of them, Irek Faizullin reported that the total amount of debts for housing and utility services in the Republic is about 3.4 billion rubles.
