Rustam Minnikhanov took part in the plenary session of the Rebus-2025 International Forum

Rustam Minnikhanov, Chairman of the Republic of Tatarstan, took part in the plenary session of the Rebus 2025 International Forum. The event was held at the Kazan Expo.

This year, the forum is attended by 2.5 thousand speakers and experts from Russia and 35 foreign countries.

"We see the demand for the event by specialists in the construction industry and housing and communal services, which contributes to the multiplication of best practices and the latest technologies in these areas," said Rustam Minnikhanov.

The main topic of the forum is the digitalization of the construction industry and housing and communal services. According to Minnikhanov, this is especially important for Tatarstan: the republic is showing tangible results in housing construction. Every year, 3 million square meters  of housing is commissioned, and over the past 5 years-15 million square meters of housing has been built. As a result, 610,000 families improved their living conditions, including 108,000 in 2024 alone.

Since 2010, more than 40 republican programs in the field of construction and capital repairs have been implemented in Tatarstan. Over the past five years, 48 new schools and 59 kindergartens have been built in the region, more than 5,000 yards and 4,000 apartment buildings have been renovated, and 331 public places have been created. A total of 22,000 facilities were built and overhauled during this period, with a total investment of 540 billion rubles.

"Given the scale and volume of construction in the republic, it is very important for us to develop the Management of construction processes. To this end, we are actively forming the digital vertical of the construction industry," said Rustam Minnikhanov.

Tatarstan has introduced a state information system for urban development. In addition, the project management Information System (ISMS) is actively used, BIM technologies are used to build modern and safe facilities.

In the Republic of Tatarstan, special attention is paid to the digitalization of housing and communal services: a system for monitoring the state of the housing stock and implementing capital repair programs (GIS of the Ministry of Housing and Communal Services of the Republic of Tatarstan) has been introduced, which allows for the formation of long-term capital repair programs. In 2025, about a thousand apartment buildings worth more than 11 billion rubles are planned to be renovated in the republic.

In addition, Tatarstan, together with Rosatom, is implementing the end-to-end investment Flow project, which simplifies approval procedures for connecting to utility networks.

As the Chairman of Tatarstan emphasized, integrated digitalization will reduce the risks of disrupting construction deadlines, optimize processes from design to commissioning, and make digital services more accessible to citizens.

"I am confident that by working together we will be able to fulfill all the tasks facing the construction industry and housing and communal services," the Chairman of the Republic noted.
